十七大报告指出,"文化越来越成为民族凝聚力和创造力的重要源泉、越来越成为综合国力竞争的重要因素",作为少数民族聚集的新疆,它拥有丰富多彩的民族民间文化资源,在长期的历史发展中,形成了自身的多元民族文化.丰富的文化资源,为新疆文化产业的开发和发展奠定了基础,而文化产业的发展将成为促进当地经济发展的新动力,对促进新疆地方经济的发展具有重大意义.同时,文化产业的发展对于繁荣地区文化事业、提升地区文化软实力、传播弘扬民族文化、保护文化遗产、建设和谐文化,从而最终促进建设和谐新疆亦具有深远意义.文章基于党的十七大报告中关于加强文化建设的号召,结合新疆现行文化产业的发展现状,提出了加强新疆文化产业发展,弘扬民族文化的具体对策.     

“入世”后我国文化产业面临的挑战及对策

在经济与文化充分交融的当今社会，文化产业已成为发展迅速、不断壮大的新兴产业．对国民经济和社会发展发挥着越来越重要的促进和支撑作用，成为新的经济增长点。目前，发达国家的文化产业在国际文化市场中属于强势产业．我国文化产业则属于弱势产业。我国加入WTO后．进一步的对外开放必将使我国文化产业在文化资本、文化资源、文化市场和文化价值观等方面受到国外强势文化产业的冲击。这必然会威胁到我国文化产业的生存和发展。因此我国文化产业必须加快发展．增强竞争能力。本文从增强文化产业的资本实力、提升文化产业的文化资源利用能力、增强文化产业的市场运作能力和加强对外文化交流与合作等方面．提出了中国文化产业发展的对策。     

关于文化产业发展若干问题的思考

文化产业是社会经济文化形态从低级阶段演进到高级阶段后出现的一种新型社会文化经济类型,是从农业社会经济、工业社会经济到信息社会经济转变的重要产物,具有很强的社会生物性演化特征。“人＋手→人＋机→人＋网”构成了文化产业演化的三种形态和三个阶段,是文化产业发展表现出来的基本规律。中国文化产业的演化、创新与变革必须对以下问题予以高度重视并展开分析探讨。(1)“能力不足”是最大的国家文化安全问题,也是当下最突出的问题。(2)能力不足的核心是创造能力不足,必须建立对于创新能力不足的安全预警和风险评估机制与标准,使创新真正成为当今中国文化产业发展之魂。(3)当前文化产业政策缺乏清晰的价值观和道德标准,只是在文化产业政策的执行中践行纯粹的实用主义原则,这种价值观和标准真空将成为中国承担更大全球文化责任的主要障碍。(4)“中等收入陷阱”不只是一个经济问题,也是一个严峻的文化发展问题。“修昔底德陷阱”对于中国文化发展和文化产业发展的意义也同样如此。(5)大国权力向中国转移正日益成为国际社会的共识,但这种大国“权力转移”尚未在文化领域里表现出明显的战略迹象,如何使中国文化产业与“权力转移”的中国进程相适应,已经成为在思考中国文化产业发展战略时不得不面临的突出问题。
