我国农业保险面临的供给和需求问题及对策分析

众所周知,有效需求和供给不足等问题是我国农业保险发展陷入经营和发展困境的主要原因。笔者主要分析了使我国农业保险发展陷入困境的“有效需求不足”和“供给短缺”等供需问题,并探讨了我国农业保险经营和发展中面临的供需问题背后的根源,从而提出了发展我国农业保险的对策,即积极优化发展农业保险的外部环境、制定我国农业保险经营管理战略等。     

我国农业保险制度建设的困境及出路

农业是我国产业发展中存在的相对薄弱环节,农业保险多年以来也一直处于低迷状态.我国农业保险发展缓慢的原因主要是缺乏有效的制度供给.美、日两国农业保险的制度模式和部分发展中国家农业保险的实践,对加强我国农业保险制度建设有重要启示.我国应建立以政府组织为主体、结合农业合作组织的农业保险组织体系.     

我国农业保险发展滞后的根源分析——以云南省的实地调研为例

农业保险是农户分散农业风险的一个重要工具,对保障农业生产、发展农业经济、稳定农民收入有着重要意义。但目前由于种种原因,我国农业保险发展滞后,地处西南地区的云南省的农业保险发展尤其具有典型性特征。本文通过对云南省相关地市的实地调查,分析了云南省农业保险发展困境以及可持续发展的局限性。基于此,同时结合我国农业保险发展现状及其主要特点,对我国农业保险发展滞后的深层根源进行了分析和论证。     

美国农业保险定价方式对我国的启示

作为农业大国,我国对农业保险的需求较为巨大。但我国的农业保险发展较为落后,原因主要在于定价失灵。由于美国农业保险发展程度高,所以文章借鉴了美国产量保险的期权定价方式,分析了我国农产品价格保险期权定价的可行性,最后提出了建议。     

对完善我国政策性农业保险制度的思考

继商业性农业保险大规模萎缩之后,政策性农业保险正在我国悄然兴起,但在其运行过程中也出现了一些困难和问题。本文主要分析了政策性农业保险有效需求和供给不足、覆盖面小、道德风险升高等问题,并在此基础上提出完善我国政策性农业保险制度的一些建议。

发达国家农业保险的福利化转型始于20世纪50年代。主要表现为主导模式的根本转变、基本地位的显著提升、政策目标的重大调整、财政投入的迅猛增长、保险范围的急剧扩大、保障程度的大幅提高以及实施方式的强制变革。这些转型的发生受到特定的经济、政治、社会政策和理论方面因素的影响。其对我国农业保险发展的重要启示意义是应循序渐进地推动农业保险的福利化转型、应恰当选择农业保险的政策目标、应充分发挥财政投入对农业保险的拉动效应、应适时推出福利保障性农业保险新产品、应积极推进农业保险实施方式的强制性变革。

农业是国民经济的基础，我国农业正进行农业产业化改革，而目前我国农业是弱势产业，因而对农业的保险具有十分重要的意义；但是目前我国的农业保险体制落后，不能适应农业产业化的发展。本文从国家财政支持、保监会运营和监督、农业保险机构发挥职能、农户积极转变观念等几方面着手，改革现有的农业保险体制，建立国家财政支持型的农业保险体系。
