组织转型、资源共享与空间再造:新时代大学图书馆的重塑之道——第三届(2018)“全球化视野·大学图书馆馆长论坛”综述

2018年10月22日-24日,第三届"全球化视野·大学图书馆馆长论坛"在上海财经大学举办。来自美国、加拿大、英国、荷兰、新加坡、澳大利亚、中国香港、中国台湾、中国内地的大学图书馆馆长,以及联机计算机图书馆中心(OCLC)、图情杂志社的专家共60余人出席论坛,围绕大学图书馆组织转型的方向与路径、资源共享的模式与机制、空间再造的整合与利用等主题展开研讨,共同探索新时代大学图书馆的重塑之道。     

The Library's role and challenges in implementing an e-learning strategy: a case study from northern Australia

Background: The Northern Territory Department of Health and Families’ (DHF) Library supports education programs for all staff. DHF is implementing an elearning strategy, which may be viewed as a vehicle for coordinating the education function throughout the organisation. Objective: The objective of this study is to explore the concept of elearning in relation to the Library’s role in implementing an organisation‐wide elearning strategy. Methods: The main findings of a literature search about the effectiveness of elearning in health professionals’ education, and the responsibility and roles of health librarians in elearning are described. A case study approach is used to outline the current role and future opportunities and challenges for the Library. Discussion: The case study presents the organisation’s strategic planning context. Four areas of operational activity which build on the Library’s current educational activities are suggested: the integration of library resources ‘learning objects’ within a Learning Management System; developing online health information literacy training programs; establishing a physical and virtual ‘elearningLibrary/Centre’; developing collaborative partnerships, taking on new responsibilities in elearning development, and creating a new elearning librarian role. Conclusion: The study shows that the Library’s role is fundamental to developing the organisation’s elearning capacity and implementing an organisation‐wide elearning strategy.

中国高等教育数字图书馆：规划与实践

教育部“九五·211”公共服务体系的重要建设项目“中国高等教育文献保障体系（CALIS）”于“十五”期间与“中英文图书数字化国际合作计划（CADAL）”一起合并为“中国高等教育数字化图书馆（CADLIS）”,经过“十五”、“十一五”的建设,取得了丰硕成果,成为中国数字图书馆建设的重要标志之一。项目在教育部的支持下,完成了题为《国家重大信息化工程建设规划（2011-2015）高等教育数字图书馆项目建设规划概要》的“十二五”规划,展示了高等教育数字图书馆发展的新图景。参考文献10。     

新时代江苏图书馆情报事业的新发展——江苏省图书馆学会2018—2019学术年会论文述评

为纪念江苏省图书馆学会成立四十周年,进一步加强图书馆学理论方法与事业实践研究,交流学术思想,营造浓厚学术氛围,推进新时代江苏省图书馆情报事业的新发展,江苏省图书馆学会于2019年10月22至25日在徐州工程学院召开"江苏省图书馆学会2018-2019学术年会暨成立四十周年学术研讨会"。论文从图书馆事业发展、图书馆服务发展、公共文化发展等方面对本次学术年会的征文进行述评,并对江苏省图书馆事业的发展进行展望。

内蒙古区域图书馆文献信息资源共建共享现状、特点及影响因素研究

[目的/意义] 旨在通过对内蒙古区域图书馆文献信息资源共建共享现状的研究, 揭示我国民族地区图书馆文献信息资源共建共享的一般性特点及主要影响因素, 为进一步探索在我国民族地区建设图书馆联盟提供理论依据和研究框架。[方法/过程] 采用网络调查和半结构式访谈的方法, 对内蒙古区域现存的6个联盟性质的图书馆组织进行比较研究, 归纳总结内蒙古区域图书馆资源共享活动的特点和不足。[结果/结论] 非资源因素(如组织保障、资源结构、外部压力、经费投入及文化建设等)对内蒙古区域图书馆文献信息资源共建共享影响显著, 当前条件下内蒙古区域应优先发展和建设区域性高校图书馆联盟。     

Can information ethics be conceptualized by using the core/periphery model?

The term ‘information ethics’ (IE) is rapidly diversifying as new technologies enter the milieu and add to already existing ‘entanglements’. Unsurprisingly, the term lacks a universally accepted definition, although there is some common ground as to its constitution. This paper explores the term using the most commonly co-occurring terms in IE literature as indexed in nine databases, namely the EBSCO-hosted Academic Search Premier (ASP); Communication and Mass Media Complete; ERIC; Library, Information Science and Technology Abstracts (LISTA); Newspaper Complete; Business Premier; and Master File Premier, and Wilson's Library Literature and Information Science (LLIS) Full Text. Core/periphery analysis, the co-occurrence of words as subject terms, and social network techniques were applied using UCINET for Windows, text STAT and Bibexcel computer-aided software to analyze data. The paper identifies the most common terms used to describe IE and the core terms with which IE can be defined. Other than informing LIS research and education, the results could potentially assist with the development of IE taxonomy and definitions (e.g. in understanding IE content and development) that may apply to the intercultural and global understanding of IE.

"高校古文献资源库"是CALIS二期的专题特色库项目之一,在CALIS三期建设中,又被列为重点建设子项目,由北京大学图书馆牵头,联合更多高校图书馆继续建设,使之成为一个富于古文献特色、内容丰富、功能完备、理念先进、占有重要地位的全国性高校古文献数字图书馆。该文总结了"高校古文献资源库"前期的建设成果,提出了当期建设的目标和预期效益,论证了其继续和扩大建设的必要性和重要意义。

浅谈文献资源共享对我省社会经济发展的保障

通过我省科技文献资源共享系统和山西省高等学校文献信息保障系统的阐述,强调其在全省经济社会发展中的重要作用,并介绍山西省高等学校文献信息保障系统的建设情况,在借鉴国内外经验的基础上提出了一些想法。     

Creating connections: Library instruction across campus

The Library Outreach Program Committee at Western Washington University serves as a coordinating body for outreach activities to the non-departmental campus community. Successful projects include collaboration with New Student Services/Family Outreach, Academic User Technology Services, and Residential Life. A database of outreach activities assists in tracking and assessing outreach activities.     

Cost-effective ways of delivering enquiry services: a rapid review

Background: In the recent times of recession and budget cuts, it is more important than ever for library and information services to deliver cost‐effective services. Objectives: This rapid review aims to examine the evidence for the most cost‐effective ways of delivering enquiry services. Methods: A literature search was conducted on LISA (Library and Information Sciences Abstracts) and MEDLINE. Searches were limited to 2007 onwards. Results: Eight studies met the inclusion criteria. The studies covered hospital and academic libraries in the USA and Canada. Services analysed were ‘point‐of‐care’ librarian consultations, staffing models for reference desks and virtual/digital reference services. Conclusions: Transferable lessons, relevant to health library and information services generally, can be drawn from this rapid review. These suggest that ‘point‐of‐care’ librarians for primary care practitioners are a cost‐effective way of answering questions. Reference desks can be cost‐effectively staffed by student employees or general reference staff, although librarian referral must be provided for more complex and subject‐specific enquiries. However, it is not possible to draw any conclusions on virtual/digital reference services because of the limited literature available. Further case analysis studies measuring specific services, particularly enquiry services within a health library and information context, are required.

昌北高校图书馆联盟打破壁垒,实现资源共享,是江西图书馆服务模式的创新。分析了联盟扩容、章程、技术、平台、支持、传递、资源建设等方面的探索与实践,提出了联盟未来发展的新思路以及切实可行的建议和措施。     

E读在高校文献资源共建共享中的应用

E读是中国高等教育文献保障系统（CALIS）建设的中国高等教育数字图书馆资源共享平台。文章概述了E读的功能和特点,较详细地介绍了E读在高校文献资源共享中的应用,并通过实例证明了E读服务平台在提高文献资源保障能力和图书馆服务水平方面的优势。     

Technology at Washington University School of Medicine Library: BACS, PHILSOM, and OCTANET

A brief overview of the Bibliographic Access and Control System developed by the Washington University School of Medicine Library is presented. Because the system has been described in two previous reports, this paper focuses on its relationship to other automated programs (i.e., PHILSOM and OCTANET), education of users, evaluation of the system, and outreach to the medical center. In operation for more than two years, BACS represents the computerization of much of the managerial and operational functions of the library, and marks the completion of stage 1 of the three stages of library evolution described in the AAMC report Academic Information in the Academic Health Sciences Center: Roles for the Library in Information Management.
