State Support and Creativity in the Arts: Some New Considerations   总被引:1,自引:1,他引:0  
Neglected aspects of state support for the arts are discussed through posing two questions. First, “What kind of state is providing that support?” The extent and type of public support and its effects on the arts crucially depends on whether the state is centralised or decentralised, and on whether it is authoritarian or democratic. Second, “How is artistic creativity fostered?” ”Institutional creativity” is best supported by attributing a large role to the market and market-like institutions. “Personal creativity” hinges on intrinsic motivation, which may be crowded out by different types of public support. Art, along with other “treasure assets,” has become a central object for investment opportunities. Investment return studies using hedonic and resale price regressions on different artistic periods and styles produce estimates of varying rates of return, predominately low rates with high standard deviations. The present study employs a new sample of American art sold at auction between 1987 and 2011—art created before 1950 by 33 artists born prior to 1900. Our study, unlike those that preceded it, considers works that are no-sales (those “bought-in” for failing to sell at auction at or above a predetermined and negotiated minimum price), in addition to full transaction costs—buyers and sellers premia on hammer prices. We conclude that investment return calculations are biased upward and may be negative when these factors are considered and that the “consumption utility” of art may be higher than previously thought. However, using a variant of the capital asset pricing model, we find that investment in early American art may still be desirable in a diversified portfolio of assets for when the price of stock assets falls, the price of art does not fall in the same proportion.  相似文献

Realising the societal gains from publicly funded health and medical research requires a model for a reflexive evaluation precedent for the societal impact of research. This research explores UK Research Excellence Framework evaluators’ values and opinions and assessing societal impact, prior to the assessment taking place. Specifically, we discuss the characteristics of two different impact assessment extremes – the “quality-focused” evaluation and “societal impact-focused” evaluation. We show the wide range of evaluator views about impact, and that these views could be conceptually reflected in a range of different positions along a conceptual evaluation scale. We describe the characteristics of these extremes in detail, and discuss the different beliefs evaluators had which could influence where they positioned themselves along the scale. These decisions, we argue, when considered together, form a dominant definition of societal impact that influences the direction of its evaluation by the panel.  相似文献

Guided by De La Garza and Ono’s differential adaptation theory, we examine discourses from immigrant women faculty in the U.S. academy. We utilize thematic analysis to analyze interviews with 26 self-identified immigrant faculty members. Our analysis reveals three interrelating themes: negotiating foreign-female body politics, navigating paradoxes of adaptation, and deploying strategic ambiguity. We theorize the notion of “micro/macro-adaptation” describing mundane and cumulative adaptations that cultural “strangers” make, negotiate, and/or are expected to enact, which paradoxically can function to further disorient, alienate, or marginalize them.  相似文献

Are the categories used to study the social world and acting on it “real” or “conventional”? An empirical answer to that question is given by an analysis of the debates about the “quality” of statistics produced by the European National Institues of statistics in the 1990s. Six criteria of quality were then specified: relevance, accuracy, timeliness, accessibility, comparability and coherence. How do statisticians and users of statistics deal with the tension produced by their objects being both “real” (they exist before their measurement) and “conventionally constructed” (they are in a way, created by these conventions)? In particular, the technical and sociological distinction between the criteria of relevance and accuracy implies a realistic interpretation, desired by users, but that is nonetheless problematic.  相似文献

The relationship between “marginal” and “mainstream” science has, in recent decades, become a matter of discussion. Traditional perspectives must be reexamined in the wake of transformations in the international circulation of knowledge and the subsequent diversification of scientific “peripherality”. Argentina represents an interesting case with which to explore the structure of “peripheral centres” and new forms of scientific development. While it has recently experienced an expansion in terms of institutionalization, professionalization, and internationalization, that process has been coupled with entrenchment of existing institutional asymmetries and persistent intra-national inequalities; academic prestige is distributed according to opposite principles of legitimation (local/international). Our main task is to explore the current state of research capacities pursuant to that expansion in order to analyze the diverse styles in which knowledge is produced. In our analysis, we make critical use of Bourdieu’s concept of field and the Latin American category of “structural heterogeneity,” while also focusing on the question of circulation. The paper outlines how professionalization has developed locally over time, and the historical tension between the National Council for Scientific and Technical Research and the public universities. It describes the current structure of the scientific field in terms of researchers, institutes, publishing circuits, and institutional evaluative cultures. It focuses on geographical asymmetries in order to assess the distribution of new human and material resources throughout the country. Finally, it addresses the current situation under the new government, and raises concern over recent regressive actions.  相似文献

This article analyzes the concept of “grand challenges” as part of a shift in how scientists and policymakers frame and communicate their respective agendas. The history of the grand challenges discourse helps to understand how identity work in science and science policy has been transformed in recent decades. Furthermore, the question is raised whether this discourse is only an indicator, or also a factor in this transformation. Building on conceptual history and historical semantics, the two parts of the article reconstruct two discursive shifts. First, the observation that in scientific communication references to “problems” are increasingly substituted by references to “challenges” indicates a broader cultural trend of how attitudes towards what is problematic have shifted in the last decades. Second, as the grand challenges discourse is rooted in the sphere of sports and competition, it introduces a specific new set of societal values and practices into the spheres of science and technology. The article concludes that this process can be characterized as the sportification of science, which contributes to self-mobilization and, ultimately, to self-optimization of the participating scientists, engineers, and policymakers.  相似文献

The vernacular discourses of Latino/a and South Asian American bloggers in the context of SB 1070, legislation recently passed in Arizona, illustrate how their shared experiences of discrimination (re-)articulate “brownness” as a complex racial formation aligned with constructions of “illegal” immigrants. Bloggers' differentiation of their subjective experiences of alien citizenship and racialized belonging from white or black citizenship problematizes the rigidity of their “middling” positionality within the U.S. racial structure, encouraging a more contextualized approach. I consider the bloggers' varied constructions of brownness, its distinctive positionality within racial structures, and their contestations of the discourses that racialize brown identities.  相似文献

This research explores the changing discourse surrounding skin lightening currently referred to as “skin toning” in sub-Saharan Africa. This study problematizes the “skin toning” discourse which deceitfully implies that dark-skinned individuals can “slightly lighten” their skin with fewer social and physical consequences. Through critical discourse analysis of an interview with a former Ghanaian beauty queen (Nasara) on YouTube, it became evident that she utilized specific neoliberal ideologies to discursively frame “skin bleaching.” The concurrent interpretations of skin toning speak to the spaces where gender, race, class, and social status intersect to create particular subjectivities and produce particular discourses at specific times.  相似文献

This study investigated cross-cultural perception of Persian and American speakers and the strategies they employed to level criticisms on Facebook. Seventeen strategies were discovered, 10 of which were used by both groups, three by Persians, and four by only Americans. Content analysis demonstrated that Persian speakers employed more indirect strategies, while Americans mainly chose direct strategies. Underlying sociocultural norms were investigated through interviews which revealed Persians preferred to save hearer's face and respect their “shakhsiat.” It was also found that Persians observe the cultural schema of “ru-dar-b?yesti” and “adab va ehteram” when criticizing, while Americans used direct assertive criticisms politely.  相似文献

Since 2005, Outstanding Universal Value (OUV) is the standard by which United Nations Educational Scientific and Cultural Organization (UNESCO) evaluates world cultural heritage site suitability. The sites worthy of UNESCO preservation as well as the parameters used to demonstrate OUV are diverse. Our study focused on the uniquely distinguished rural landscape sites and the OUV parameter of integrity. Integrity however, is an elusive concept for which UNESCO provides no definitional protocol, and for which the scientific community objects to a static or pure historical interpretation. Given this, our work aims to analyse the concept of integrity and how it can be used to preserve the heritage of rural landscapes. After reviewing the UNESCO approach, we focused on the international scientific debate on the meaning and application of integrity. We designed and conducted a comparative study of UNESCO rural landscapes selected from the 2011 World Heritage List. Documents describing the historical, rural, and agro-ecological features of each of the fourteen rural sites were analysed. From this, several historical and ecological parameters were chosen as “values to have” and several socio-economic and management parameters were chosen as “values to maintain” to assess the integrity of each landscape. Our results found integrity to be a value of both cultural and natural landscapes and that it is key to site identity. We demonstrated that UNESCO assigns a high value to the following parameters: historical features, traditional crops and local products, land-use and agricultural practice permanence, and the presence of architecture related to agricultural activity. Finally, we found the relationship between culture and nature to characterize best the integrity of a rural landscape, rather than nature or culture alone.  相似文献

Musicians, singers and bands can use their popularity to promote various causes and products, either through endorsements or more individual initiatives. Environmental activism is becoming more widespread as humans are trying to tackle and mitigate climate change. In this paper, we ask how best a band can compensate for the carbon emissions generated by fans travelling to its shows. We first report on the various “green” initiatives and practices of the music industry. We then focus on greenhouse gas emissions that result from tours and concerts since they are one of the largest environmental impacts generated by the music industry. We take the perspective of the artist or band wishing to internalize their carbon emissions and present a model of carbon offsets in the context of rock concerts, which amounts to the private provision of a public good. In our model, bands have the option to include offsets in the ticket price or to offer voluntary offsets. To illustrate our point, we present a field study conducted by a Quebec rock band at shows in Montreal and in Europe to show how the artists can reduce the environmental impact of their concert by buying carbon credits equivalent to their fans’ footprint. We show that at 1 % of the ticket price on average, the cost of carbon offsets is marginal and discuss the numerous challenges that arise for those artists wanting to engage in carbon offsetting.  相似文献

In this paper, we use data from a survey of 151 French record companies to test the “long-tail” hypothesis at the level of the firm. More specifically, we test whether, following the “selling less of more” principle coined by Anderson (2006), record companies that have adapted to digitization (at various levels: artists’ scouting, distribution, and promotion) release more new albums without having higher overall sales. We construct a production function in which the output is produced from conventional inputs of labor and capital, as well as inputs that are more specific to the recorded music industry. We consider two types of output: a commercial output (albums sales) and a creative output (number of new albums released). We show that labels that have adapted to digitization are more efficient in respect of creative output, but that there is no effect of adaptation to digitization on the commercial output, which is consistent with the predictions of the long-tail hypothesis.  相似文献

In 1973, German historian Arno Peters unveiled the “Peters projection,” a map that challenged the Eurocentric Mercator style by redrawing the so-called “Third World” to appear more prominent on the global landscape. The projection sparked intense debate among cartographers about the overt use of ideology in mapping, while simultaneously championed by international groups (from the UN to church organizations) as a corrective against the marginalization of developing nations. This essay addresses how the Peters map became a rhetorical emblem for an internationalist identity within the contentious spatial conceptions constraining the Cold War. Ultimately, the Peters projection, despite its radicalism, constituted a “recolonization” that supported logics of Western liberal development in the Third World.  相似文献

Banned from the U.S. during the “war on terror,” the British/Sri Lankan hip-hop artist M.I.A. responded by recording her 2007 album Kala in multiple locations throughout the global South, collating indigenous musical styles and unorthodox recording techniques. Via a critical/cultural analysis, this paper explores M.I.A.’s work on Kala as subaltern resistance mobilized by “differential movement,” particularly in its mode of production, which operated outside of, and in opposition to, institutional mechanisms designed to expunge or neutralize politically subversive art and artists. Yet M.I.A.’s musical sampling also surfaces conflicts between creative freedom and cultural appropriation, emblematizing “postcolonialist/postmodern schizophrenia” (Vályi, 2011. Landscapes, Heritage and Culture interact in accordance with two directions: the Heritage Landscapes and the Landscape's Cultures. This paper introduces a model of the complex system of such interactions occurring along these two directions and within two co-evolving frameworks:
  • -the “knowledge framework” corresponding to the space-time associated to the requirements, creation and utilisation of the cultural objects under consideration;
  • -the “valorization framework” corresponding to the space-time associated to the monitoring, conservation and fruition of the cultural objects as emerging from the knowledge framework.

This paper unpacks ambiguities in the field of interdisciplinarity studies (IDS), explores where they come from and how they inhibit consolidation of the field. The paper takes its point of departure in two central fault lines in the literature: the relationship between interdisciplinarity and disciplinarity and the question of whether integration is a necessary prerequisite for interdisciplinarity. Opposite positions on the fault lines are drawn out to identify sources of ambiguities, and to examine whether the positions are irreconcilable - or disagreements that may continue to coexist in a consolidated field. It is argued that if we envisage a consolidated field of IDS, there is a need to develop common ground which calls for scholars of ID to be more explicit about the meanings they ascribe to ID than we see today when the sliding between the epistemological and political dimensions of the field may go unnoticed. It is suggested that whereas ambiguity may be unwanted in the epistemological dimension, it may be quite useful in the political dimension. A systematic comparison of opposite positions offers a common frame of reference for a more productive dialogue between different positions. The analysis shows that as to integration, the difference between opposite positions can be reconciled, whereas in the relation between interdisciplinarity and disciplinarity, the positions are antagonistic and logically exclude each other. The analysis suggests that it is the premise of integration that creates the conditions of possibility for “relabelling” interdisciplinarity and for using the “silo” for disciplines.  相似文献
