公共选修课教材建设与管理初探

随着高等教育教学改革的深入开展,培养适应社会发展的高素质复合型人才成为高等教育重要任务之一。公共选修课是促进学生个性发展、拓展学生知识视野、提高学生综合素质的有效途径,是高校课程体系的重要部分。但目前高校开设公选课的教学质量不容乐观,本文通过对高校公共选修课内涵的研究,及对其现存问题的分析,继而提出高校需要怎样的公共选修课教材,以及如何建设公共选修课的教材?如何加强公选课教材的管理?

自治-问责:法国高等教育转型与质量保障体系的发展

目前,法国建立了政府主导、社会参与、责任导向、多层次的高等教育质量保障体系,该体系以建构主义范式为理念、遵循公共治理逻辑、具有社会问责的特征。根据高等教育满足社会经济发展、师生发展和大学自身发展程度的质量标准,法国高等教育质量评估目的、评估主体、评估过程、评估结果的有效性比较高。我国应借鉴法国的积极因素,建立政府主导、社会参与、"国际视野,中国特色"的高等教育质量保障体系,明确高校是质量责任主体,提高高校在评估过程的主动性,提高评估过程透明度和评估结果的公信力。     

CONSUMING THE PUBLIC SCHOOL

In this essay David Labaree examines the tension between two competing visions of the purposes of education that have shaped American public schools. From one perspective, we have seen schooling as a way to preserve and promote public aims, such as keeping the faith, shoring up the republic, or promoting economic growth. From the other perspective, we have seen schooling as a way to advance the interests of individual educational consumers in the pursuit of social access and social advantage. In the first half of the essay Labaree shows the evolution of the public vision over time, from an emphasis on religious aims to political ones to economic ones and, finally, to an embrace of individual opportunity. In the second half, he shows how the consumerist vision of schooling has not only come to dominate in the rhetoric of school reform but also in shaping the structure of the school system.     

协同治理:完善社区教育治理的新方法

协同治理是一种新型的公共管理方法,在西方的经济、社会等公共管理领域显示出其优势。协同治理强调在管理公共事务中公共机构与利益相关者之间通过共同参与、达成共识、集体决策和执行以满足公众的需要、促进公平和提高效率;它强调共同愿景和权力协同,强调制度设计和过程改造;其核心是处理好政府和社会之间的关系。文章在厘清社区教育存在问题的基础上,介绍和分析了协同治理的内涵和特点,将协同治理引入社区教育,提出了社区教育协同治理的基本逻辑和实现路径,为推进社区教育改革发展提供参考。     

社会公器与新闻媒介

社会公器是伴随着“社会”这一管理体系的设置与发展而产生并发展起来的。社会公器的特征具体表现在：批判的公共性、公开性和多元主义与个人主义的结合等方面。社会公器具有协调服务、稳定社会秩序和成为政府职能转移的载体等功能。新闻媒介作为一种特殊的社会公器,既是一个公共信息传播的载体,又是舆论载体。新闻媒介通过与民间舆论场的重合、互动,构成了现代社会健康文明发展的有效机制,促进社会文明进步。这既是社会发展的客观需要,也是新闻媒介自身存在的合法性与发展的客观需要。

教育舆情是指在公共空间中传播的针对教育问题的公众话语与民意表达,反映着特定时期和地域内较为普遍的社会认知及感受.清华大学“真维斯楼”舆情中,舆论的视野局限与立场的泛道德化倾向明显,不当认知与合理诉求交织显现,公信力场域正在由魅力型向法理型转化.大学的舆情应对能力及制度化水平亟待提高,自觉建立舆情应对机制,积极调整与社会的公共关系,通过大学管理的切实改进,在与社情民意的良性互动中寻求善治,是大学公信力场域构建的应然立场和重要的策略选择.

RACISM AND HISTORICAL UNDERSTANDING: SOME USES OF BLACK HISTORY

Is the popularity of market-based educational reform among urban residents of color the epitaph of a progressive educational vision, or does it bespeak a struggle to reincarnate that vision within a postwelfare state? This article examines ethnographic work with African American voucher families in Milwaukee, Wisconsin. Discursive overlaps and tensions among three sets of stakeholders—African American voucher families, the powerful social forces that fund voucher reform, and defenders of public schools and educational progressivism—suggest avenues for rearticulating voucher families to ultimately more democratic and effective educational reform movements.

我国女性目前相对集中于事业单位，高学历女性比例也在不断增加，但事业单位女性仍处于职业结构的低端。在职业竞争力偏低的情况下，通过对高校女性性别结构、职业竞争不利的原因的分析，认为在事业单位人事制度改革过程中应具有社会性别主流化观念，为当前所进行的事业单位人事制度改革提供一个全新的视角。     

The Public Good. Historical and Political Roots of Municipal Preschools in Emilia Romagna

According to the findings of a recent European study on competence requirement for the early childhood education and care workforce, competent systems that succeed in achieving high levels of professionalism are embedded in coherent public policies that build on consultation with key stakeholders, particularly at local level. In order to flourish, the professional competence of early childhood practitioners needs to be cultivated not only within the institutions they are working for, but also within a constant democratic dialogue that involves children, parents and local communities. A vision of ECEC as a public good therefore becomes an essential precondition for sustaining the development of high quality services for young children and their families. Given the wide range of interconnected socio-economic, educational and rights-based rationales that currently underpin the investment in the expansion of early childhood provision in many European countries, a further elaboration of these findings may offer interesting insights on the purposes of early childhood education and the nature of political commitment serving such purposes. In this article, these issues are discussed by drawing on the analysis of the origin and development of municipal preschool education in the Emilia Romagna region (Italy). Starting from the investigation of the historical and socio-cultural conditions that gave birth to early childhood municipal institutions, the trends characterising ECEC policy-making developments over time are analysed with reference to the experiences of grassroot politics elaborated at regional and local level. Through a careful contextualisation of social and political processes and an in-depth analysis of relevant documentary sources, the conceptual categories underpinning the construction of early childhood education as a public good are outlined and described.

新时代,随着社会的进步发展和物质生活条件的提高,以及城镇化、无子化和老龄化步伐的加快,亲属担任监护人的可能性日渐式微,无人照料无人监护的特困群体呈几何式增长,政府公共监护资源有限,社会公共监护制度尚不健全。分析构建我国社会公共监护制度的必要性与可行性,提出要引入国际人权思想,树立社会公共利益本位观,营造政府承担社会责任氛围,构建以政府公共监护组织为主导、社会公共监护组织为补充的完善的公共监护体系,发挥社会公共监护组织作用,加强政府对社会公共监护组织的监督与管理,构建完善的民政民生兜底保障的社会治理体系。     

论高等职业院校的公共关系

“Sighting” the public: iconoclasm and public sphere theory

This essay considers the ways that iconoclasm, or the will to control images and vision, appears in canonical and contemporary public sphere theory. John Dewey and Jürgen Habermas enact a paradoxical relation to visuality by repudiating a mass culture of images while preferring “good” images and vision. Yet even when advocating for good vision, both theorists activate a subtle iconoclasm that operates as a perennial tension in their work. The essay concludes by considering the ways in which iconoclasm manifests itself in more recent scholarship in rhetorical studies and suggests circulation as an analytic concept with some promise for helping public sphere theorists develop a more iconophilic relationship to images and vision.
