Teacher education for a democratic society in England and South Africa   总被引:2,自引:0,他引:2  
This paper considers the role of teacher education in England and South Africa in relation to education for democratic citizenship. It argues that teacher education should play a positive role in this respect but there has often been a contradiction between the structures and practices of teacher education and democratic forms of education. The paper analyses teacher education policy in both countries in the light of these arguments. It then goes on to discuss the practice of teacher education in both countries in relation to existing literature and evidence and interviews with student teachers at two universities in England and two in South Africa.  相似文献

Comparative Education as a subject or course on teacher education curricula mainly continues to be taught in Ireland, some African and East European countries and a few colleges in Ireland, the UK and several universities in the USA, Canada, Western Europe, Latin America and Australia. This research compares Irish and South African students' experiences of their Comparative Education courses. The article commences with a survey of literature on the position of Comparative Education in teacher education, a portrayal of the contextual background of South Africa and of Ireland, and a brief synopsis of the pre-course survey of students' expectations, upon which this study builds. Subsequently the research method is explained and the results presented. Three findings emerged from this study. The first is the valuable role of Comparative Education in teacher education. The second is the role of contextual factors in determining the significance of Comparative Education in teacher education. Thirdly, the centrality of clients (i.e. students) is critical to the future of Comparative Education in teacher education.  相似文献

Distance education has, historically, been advanced as a major means of upgrading the quality of African teachers in South Africa. There is, however, little knowledge of the quality of existing materials currently in use. Nor is there much work yet focusing on the pedagogical assumptions contained in these distance upgrade programmes. This paper evaluates a few sections in the materials dealing with education theory, and concludes that both content and pedagogical forms do not explore the experiences and views of practising teachers working through these materials. In the light of this observation it is argued that distance education can only be a successful mode of upgrading teachers if both content and pedagogy of materials are improved.  相似文献

The five projects highlighted in this special issue represent a range of approaches to transforming teacher preparation programs. In this article, I describe how these programs are scaffolding teachers’ change efforts through the use of three powerful approaches: collaboration, modeling, and reflection. An interview-based qualitative study was undertaken to explore the experiences and practices of educators in providing democratic schooling as a way of delivering quality education for learners in schools. The exploration looked at educators’ understandings of the concept of democracy in schools, their understanding of the concept quality education and whether there is any link between democratic schooling and quality education. The findings suggest that there is a perceived link between democracy in schools and the delivery of quality education for learners, even though there are tensions and contradictions in democratising schools.  相似文献

As we enter the sixth great mass extinction event, an event that points to humanity’s exploitative attitude towards nature, posthumanist ethics offers a different way of engaging with the world, a way which has clear and extensive implications for the way environmental education is taught in South African schools. However, given the official curriculum and assessment practices currently in use in South Africa, can a posthumanist approach to environmental education actually work within the current educational framework of discrete discipline/subject areas and specializations? The paper diffractively engages with the Department of Basic Education National Curriculum Statement: Curriculum and Assessment Policy Statement: Foundation Phase Grades R-3: Life Skills for South Africa (the phase where environmental education is most likely to take place), and superpositions this text with a research study on environmental education undertaken in Canada and key posthumanist notions as they relate to environmental education. The paper concludes with a section on the implications for teachers, teacher development, and teacher training programs (not solely in South Africa) of using such an approach in the teaching of environmental studies.  相似文献

The article focuses on the increasing mismatch between South Africa's stated official policy on language and its gradually evolving linguistic realities. Whereas the country's institutional documents (the Constitution and the national policies being developed) proclaim linguistic pluralism to be the national objective the country seems to be regressing to its pre-apartheid situation of monolingual practice—a situation of “English only”. This phenomenon is illustrated with reference to language-in-education, particularly the issues of language of learning and teaching (“medium of instruction”), language study and language and certification. The article then debates three possible reasons for the inability of the Government of the country to take positive steps towards policy implementation, concluding with the view that language planning is not enough, and that the lack of a meaningful political will in the political (and educational) leadership of the country is the chief obstacle to giving substance to multilingualism in South Africa.  相似文献

This paper examines some aspects of teacher education policy change in South Africa. It contextualises the changes by firstly examining the apartheid teacher education system and then mapping the changes that have occurred in teacher education in South Africa since 1994. Using a case study of the Further Diploma in Educational Management at the University of Pretoria, it provides a critical analysis of one particular current path to teacher education in South Africa, namely the ‘franchise’ public/private teacher education provision. The paper concludes by discussing the related policy possibilities and problems of teacher education policy since 1944. It highlights how institutions have stategically responded to change in a transitional context, and draws attention to the disjunction between policy intentions and outcomes.  相似文献

The first part of this paper gives a historical account of the aims of education under Apartheid, and discusses the ideological success of Apartheid education. The second part argues that a significant discussion — that is one which could have some purchase on schooling policy and educational practice — of aims of education in South Africa is not possible at present because the historical preconditions for such a discussion are not satisfied. It is argued that Apartheid has generated a political perspective which is unsympathetic to a discussion of aims of education; that the dominance of a social engineering model of schooling distorts a discussion of aims of education; and that a shared moral discourse, which is a necessary condition for a significant discussion of aims of education, does not yet exist in South Africa.
Zusammenfassung Der erste Teil dieses Artikels enthält einen historischen Bericht über Erziehungsziele unter dem Apartheidssystem und untersucht den ideologischen Erfolg dieser Apartheiderzichung. Im zweiten Teil wird erläutert, daß eine sinnvolle Diskussion — nämlich eine, die einen gewissen Einfluß auf die Schulpolitik und die erzieherische Praxis nehmen könnte — über Erziehungsziele in Südafrika zum gegenwärtigen Zeitpunkt nicht möglich wäre, da die historischen voraussetzungen für eine solche Diskussion nicht gegeben sind. Im weiteren wird ausgeführt, daß die Apartheid eine politische Perspektive erzeugt hat, die einer Diskussion über Erziehungsziele nicht förderlich ist, daß das herrschende Erziehungsmodell, das hauptsächlich der Strukturierung der Gesellschaft dient, eine solche Diskussion verzerrt und daß ein gemeinsamer moralischer Rahmen, der die notwendige Voraussetzung für eine sinnvolle Diskussion über Erziehungsziele ist, in Südafrika bisher noch nicht existiert.

Résumé La première partie de cet article présente un exposé historique des objectifs de l'éducation sous l'apartheid et examine le succès idéologique de l'éducation de ce système. Dans la deuxième partie, on affirme qu'une discussion importante (c'est-à-dire qui aurait une certaine influence sur la politique et la pratique éducatives) sur les objectifs de l'éducation en Afrique du Sud n'est pas possible à l'heure actuelle attendu que les conditions préalables à une telle discussion ne sont pas remplies. On souligne que l'apartheid a engendré une perspective politique qui n'est pas favorable à une discussion sur les objectifs de l'éducation; que la dominance d'un modèle éducatif social manigancé fausse la discussion sur les objectifs éducatifs; et qu'un discours moral partagé, qui est le préalable à une discussion pertinente sur les objectifs de l'éducation, n'existe encore pas en Afrique du Sud.

This paper traces the development of teacher education policy during the first two terms of the New Labour government. It argues that there is substantial evidence to support the claim that during their two terms of office, New Labour forged a policy on teacher education that was distinctively different from the Conservative administrations that preceded them. Like the Conservatives, they have seen the maintenance of a competitive market as essential for the governance of the system. But beyond that, they have significantly moved away from a concern with individual professional formation; individual professional formation has been seen as far less critical than it was, especially at the level of initial training. In the lives of young teachers, the state now provides far greater direct guidance than ever before in the definition of effective teaching, learning and assessment in both primary and secondary schools. And at more senior levels, opportunities for extended professional development are increasingly focused on and achieved through the school as an institution. Teacher education itself is no longer seen as a key site for the ‘re‐formation’ of professionalism. As a result, teacher education is no longer accorded the key political significance that it had under the Conservatives. In this sense, New Labour policies mark ‘the end of an era’.  相似文献

This article examines experiences in Gauteng and KwaZulu-Natal provinces with devolved school governance, introduced in 1996 to promote democratic participation in education decision making. Utilizing the “theory of action” framework, this analysis is an effort to de-center the school governance debate by moving from a central government perspective to one privileging local meaning of participation and decision making in school governance. An understanding of individual local theories of governance and participation proves most powerful when seen in interaction with institutional structures and the subtle and less-than-subtle signals reinforcing established power structures and conventions and circumscribing the community's role.  相似文献

Retaining quality teachers is a global challenge for schools, particularly those in rural districts. A nation-wide study conducted by the Human Sciences Research Council (HSRC) found that 55 % of teachers in South Africa would leave teaching if they could. Resignation was found to be one of the three largest causes of attrition (Hall et al. Potential attrition in education: the impact of job satisfaction, morale, workload and HIV/AIDS. Report presented to the ELRC by the Human Sciences Research Council and the Medical Research Council of South Africa, Cape Town: HSRC Press, 2005). This paper reports findings of a qualitative multi-case study of 15 schools in Moretele, part of a rural district—Bojanala—in the North-West province of South Africa. The aim of the study was to determine factors that influence teacher retention and the teacher retention strategies used by principals. The study also ascertained principals’ perceptions of their effectiveness in managing teacher retention. Data were collected through individual and focus group interviews of purposefully selected school principals. Findings suggest that rural schools have unique challenges that tend to militate against teacher retention. Reported barriers to teacher retention relate to the policy and procedures framework, working conditions in schools, socio-economic push–pull factors, teachers’ personal circumstances, and the role ambiguity of principals. The key recommendation made is that the staffing function as an aspect of Human Resource Management should be decentralized. School Governing Bodies must be empowered to make teacher-retention decisions and facilitate related activities of school principals.  相似文献
