高校网教时代下基层电大发展的一些思考

近年来,随着信息技术的高速发展,高等教育大众化、经济全球化的进程日益加快,社会对教育的需求越来越大,现代远程开放教育这种新型教育模式已广为人接受,全国开办现代远程教育的高等学校和机构越来越多,并已从省级城市、地级城市伸入到基层县级城市,高等教育的网络时代已经到来。基层电大面临着巨大的挑战和机遇,电大发展转型升级势在必行。本文先从客观上和主观上分析了网教时代下基层电大发展形势,然后从更新观念、加强信息化建设和加强教师队伍建设三方面思考了基层电大发展转型的对策。

注册视听生教育试点中的问题及其对策

中国广播电视大学与中国高等教育自学考试这两种教育形式的发展,改变了中国高等教育的格局,并对高等教育思想、教育方法和教育内容的改革都起了不容忽视的作用。实践证明,电大和自考都是适应中国国情发展高等教育的成功之举。电大和自考都是以高等专科学历教育为主的开放性教育形式,具有远距离教育的特征,近二十年来的发展,电大和自考已分别形成自己的系统和一定的规模,并具有各自不同的特点、优势及局限c两相比较,自考最突出的优势是办学上的完全的开放性和灵活性,但自考缺乏系统的教学设计和较少应用多媒体教学手段,缺乏有力的系统教学和教学管理;电大最突出的特点是广泛采用现代教育技术,并拥有从中央到基层电大的完善的教学和教学管理系统。正是基于电大和自考各自的优势和不足,在两者功能互补、优势互补的基础上,国家教委将试行招收“注册视听生”的这一重要举措交与电大和自考两家协调完成,以求探索穷国办大教育、建设中国式开放大学的新路子。     

基层电大对构建和谐社会的作用

基层电大作为电大教育系统的重要组成部分,也是电大教育的窗口。在构建社会主义和谐社会的大背景下,由于基层电大“立足地方、服务基层”,因而,对构建和谐社会发挥着特殊而又重要的作用,基层电大是基层社会的稳压器,是基层人们和地方社会发展的助跑器,是基层城乡关系沟通的润滑剂。

地市级、县级电大是中央广播电视大学系统基层的办学单位,是电大开放教育的主力军,也是实现广播电视大学到开放大学转型升级的根本保障。没有生源,电大开放教育就成了无源之水,无本之木。生源是基层电大赖以生存和发展的基础,文章立足于基层电大开放教育招生的实际,分析了基层电大开放教育招生中存在的问题,针对性地提出了创新基层电大开放教育招生的对策。
