This paper examines long-term changes in the persistence of overeducation among individual workers, focusing on the relationship between the rate of those changes and the general economic situation. All analyses are based on data from the Polish Panel Survey (POLPAN) conducted throughout the post-communist transition period, 1988–2008. The results suggest that being in a job with too low educational requirements is stable through time and raises the probability of experiencing the same situation five years later. The incidence of overeducation increased in the studied period, most rapidly during recession. The youngest cohorts, workers aged 26–35 in 2008, faced a higher risk of persistent overqualification than other cohorts. These findings are consistent with Thurow's job competition theory, as well as Sattinger's job assignment model.  相似文献

Peace and conflict studies (PACS) higher education is a blossoming field. Literature (both conceptual and conjectural) and research (theoretical and empirical) has proliferated in recent decades. This paper details case findings from an ethnographic study with university-based PACS educators completed at one University of The United Nations in 2015. The six-month ethnography involved document analysis, participant observation, and semi-structured interviews with 25 peace scholars and 108 postgraduate students. Data was thematically coded and analyzed using concepts from critical race/critical Whiteness studies. This paper outlines the study and explores the theme of Whiteness that emerged from data. Findings point toward the cultural reproduction of Whiteness in the faculty, pedagogy, and institution. The paper concludes with a discussion of implications concerning global equity and ‘post-structural violence’ in PACS education, as well as a call for further research into the role of peacebuilding education in broader social change.  相似文献

This study examines the degree of association between students’ STEM occupational expectations and between-country differences in public attitudes toward science and technology (S&T). This study focuses on public attitudes among two different populations: students and adults. Three-level Hierarchical Generalised Linear Models are employed to analyse large-scale international data from the Programme for International Student Assessment (PISA). Results reveal that public attitudes toward S&T are positively associated with students’ expectations around pursuing STEM careers. Further analyses reveal that the positive association between public attitudes toward S&T and STEM career expectations remains consistent across gender, but that this association varies across performance levels. The positive association between public attitudes toward S&T and STEM career expectations is stronger for low achievers in science than for high achievers. These results advance the scholarly understanding of the ways in which social factors may be associated with students’ choices in pursuing STEM occupations.  相似文献

The publication of the National Commission for Higher Education (NCHE) in 1996 was hailed as the first systematic attempt to map out a policy terrain for higher education in South Africa since the elections of April 1994. Its recommendations, particularly on the governance of higher education, elicited much discussion and debate. The debate continued (and continues) with the publication of the Green and White Papers, the Bill on Higher Education, and the Higher Education Act (HEA) in late 1997.This paper explores and seeks to clarify the emerging model of educational governance that has been accepted by the Ministry of Education in South Africa as the basis for managing and transforming the inherited system of higher education. Specifically, the paper considers the philosophy of “co-operative governance” and the governance recommendations of the NCHE Report and the HEA. These documents are examined in relation to state control and state supervision models of higher education governance. The paper concludes by considering the politics of policy development in the transformation of the South African higher education governance system.  相似文献

University governance reforms are very much a reflection of the broader New Public Management reforms that are focusing on increasing efficiency in public organizations. The article deals with how university reform ideas of a generic nature, emphasizing that universities should be treated and reformed like any other public organizations, are important and reflected in specific reform measures. The special empirical focus is on that universities through reforms are changing their formal affiliation to superior ministries in a more autonomous direction, implicating more autonomy in financial, management and decision-making matters. One the other hand, universities are also through reforms more exposed to more report, scrutiny and control systems, financial incentive systems, pressure to get resources from other sources than the government, cut-back management, etc. So a main question in the analysis is whether universities, as traditionally having quite a lot of real autonomy, through the reforms in fact are getting less autonomy, not more, like the reforms entrepreneurs often are promising. The analysis is based on a transformational approach from organization theory, representing a combination of structural, cultural and environmental factors of explanation for reforms processes and their effects. Empirically the article is based on the author’s own empirical studies of university reform and reviews of comparative studies.  相似文献

In order to analyze the impact of human capital theory on contemporary Chinese education, this paper first draws a conceptual outline of how this theory was introduced and interpreted to suit the Chinese quest for modernization. The study then adopts a comparative historical approach to the points of similarity between Neo-Confucian educational ideas and those of British humanism in an earlier transitional period that has some parallels. The aim of this comparison is to connect the ideas of Neo-Confucians and humanist educators to Ronald Dore’s concept of the role of education and his insights on the diploma disease. Within this core framework, this paper exposes the problems that have come from a melding of the examination tradition and the notion of human capital. It suggests that a revival of another aspect of Chinese tradition-education for fostering one’s humanity—may help balance contemporary Chinese education and restore it to health.  相似文献

The study, carried out in a Greek provincial town, focuses on the cultural meaning of university education and of participation in the extremely competitive entrance examinations to university. In spite of graduate unemployment, in relation to the labour market a university degree is seen as giving more possibilities. Also, the transition to university and the degree that follows are rewarded by the community with prestige and status. Moreover, gaining admission is also important in itself in relation to the individual's wish to achieve something with herlhis own strength. Finally, taking part in the examinations is seen as being of the utmost importance in relation to the local values. Regardless of the outcome, it allows the participants to realize a particular set of values among which the ‘duty to struggle’ seems to occupy, for historical reasons, a central place.  相似文献

It is argued in this paper that comparative pedagogy has a useful and relevant role to play in initial teacher training in England. The paper illustrates the national decline in the provision of a comparative dimension in both the study of education and in teacher training with a historical review of curricula in institutes in the Bristol area. Reasons for the decline are explored. Arguments are put forward to support the inclusion of comparative pedagogy in initial teacher training. It is held that comparative pedagogy is relevant to teachers whose careers may take them into pluricultural classrooms or across national boundaries, as well as teachers whose careers may be limited to monocultural classrooms. An empirical study is included, which explores the positive impact of comparative pedagogy on a small group of postgraduate primary English teacher trainees with a specialism in French. Their experience suggests that comparative pedagogy can give all trainee teachers a deeper understanding of pedagogy in general.  相似文献

This article considers the counter-intuitive observation that some of the wealthiest nations can feature low tertiary graduation rates (e.g. Austria, Germany, and Switzerland). It also considers the observation that many countries with high tertiary graduation rates show low levels of social equity, while many countries with low tertiary graduation rates show high levels of social equity. These observations are considered through the lenses of institutional perspectives, and specifically welfare and production régime theories. The analysis elaborates on educational attainment, patterns and key aspects of economic functioning and development, and educational attainment patterns and their relationship to social inequality.  相似文献

Internships have been explored as potentially valuable routes for extending teacher education. However, the ways in which the beliefs, values and attitudes (platform) of the mentor interacting with that of the associate teacher shape the internship, have not been investigated. Even though particular emphasis here is on the role of the mentor, because mentors are in the situation of working with many associate teachers, the platforms of both mentors and associates were considered as important in constructing the professional learning environment and the outcomes of professional development achieved. The platform, which is the basis of practice, is therefore also nominated here as a mindset. As the mentoring mindset is rarely explicit then the mentoring practice often is a revelation. These concepts are illustrated through the use of cases and conclusions drawn regarding the constructivist perspective of the mentoring mindset.  相似文献

This paper is concerned with the longstanding question of policy for those referred to nearly half a century ago by the Crowther Report as the ‘bottom half’; those mainly working class children who, in a sense, are ‘selected for failure’. The issue of selection is a matter of concern in countries around the world and has been at the centre of renewed political debate in Britain during 2005–2006. Labour Prime Minister Tony Blair has been keen to advance a policy of ‘freeing‐up’ secondary schools so as to provide ‘diversity’ and ‘more choice for parents and pupils’. Critics regard such a policy as involving ‘selection by other means’. This paper discusses questions of social class and inequality that are bound‐up with the issue of selection. The paper provides an account of ‘Blairite’ New Labour policy and discusses its closeness to new right education policy. The paper concludes with a discussion of radical proposals and observations on the prospects for the future.  相似文献

In this study, I examine between-country differences in students' expectations of becoming teachers. I use data from 365,298 students from 50 countries participating in the Programme for International Student Assessment (PISA) 2015. The results reveal that high-achieving students in countries that implement test-based educational accountability policies are less likely to expect to work as teachers than students in systems that do not use such policies. This suggests that test-based accountability policies may discourage highly skilled candidates from entering the teaching profession and these policies may act as barriers to attracting high-quality teacher candidates.  相似文献

Building relationships between universities and industry bodies is of prime importance for creating value for universities’ stakeholders. This paper focuses on relationships in relation to undergraduate internship programmes in the Social Sciences. Using the relationship marketing approach, we analyze this type of collaboration of firms with a large public Spanish University. We build and test a structural equations model whose results show that communication is a key building block of relationships, having a positive effect on satisfaction with the relationship, trust and functionality of conflict, and that trust and commitment increase the level of collaboration of firms with universities.  相似文献

This paper examines the expansive–restrictive continuum of apprenticeship learning in the context of different education and training systems. It compares the English state-funded apprenticeship programme for young people with the Finnish and the French programmes with a specific focus on access to learning through the programmes. These three countries represent three types of Western and Northern European education and training systems. The paper argues that there are country-specific meanings of apprenticeship that influence how access to learning along the expansive–restrictive continuum is typically characterised. These country-specific meanings of apprenticeship arise from their context in differing education and training systems. The paper concludes that the English conceptualisation of apprenticeship as training lends itself to more restrictive approaches to apprenticeship than the Finnish and the French programmes in terms of access to learning.  相似文献
