以俄罗斯文化部《2011-2020年全俄图书馆信息计算机网Libnet发展的基本方向》为基础,介绍俄罗斯图书馆事业信息化未来发展的目标、任务、信息基础设施建设、预期指标和实施保障等内容.俄罗斯图书馆事业信息化发展规划是基于该国建设信息社会和振兴图书馆事业的社会背景而制定的,它的实施对俄罗斯图书馆事业发展具有重要意义.结合我国文化部发布的《全国公共图书馆事业发展“十二五”规划》,指出中俄两国图书馆发展水平具有相似之处,可加强两国图书馆之间的交流,以促进共同发展.     

Looking Back on Ten Years of the Idea of SEEIR

ABSTRACT

The seventh annual meeting of the Russian Library Association took place in Iaroslavl' from 12–18 May 2002. It included an exhibit at which 61 publishers and other companies and organizations participated. There were sessions on automation, standardized electronic cataloging, bibliography, library policy and legislation, national libraries of the subjects of the Russian Federation, and much more. The next annual meeting will be held in Pskov.

The Cultural Legacy and Libraries in Russian Legal Space

ABSTRACT

The author discusses federal laws that relate to Russian libraries and demonstrates the need for legislation to protect the physical condition of collections, particularly special collections (rare material, deposit collections, etc.). A working group from the Historical Library has drafted a proposed law, called Regulation for the Use of Special Collections Materials in Libraries of the Russian Federation.

The Varied Uses of Computer Automation in British Libraries

This paper describes automated systems and processes at various British libraries, including two public libraries, Oxfordshire County Central Library and Henley County Library; two academic libraries, Bristol University Library and the Bodleian Library, Oxford; a special library, the Rutherford Laboratory Library; a special library department of Oxford University, the Forestry Library; and Britain's National Library. The author observed automated processes and interviewed librarians and systems technicians at these libraries during the Oxford/Oklahoma Library Seminar, "Libraries and Librarianship in England," held in Oxford from May 23-June 11, 1982.     

The Klaipeda University Library in Lithuania

Summary

The author, Library Director at the University of Klaipeda (Lithuania) and Washington State University Libraries' Library Fellow, writes about her own library in the context of other Lithuanian academic libraries and emerging consortia in Lithuania and the European Community. Both the Consortium of Lithuanian Libraries' project, the Lithuanian Integrated Library Information System (LIBIS), and the European Community's project, the Trans-European Cooperative Scheme for Higher Education (TEMPUS), are specifically noted. The author also offers both her impressions of American academic libraries gathered during her experience as a Library Fellow based at Washington State University Libraries and her hopes for the future of academic libraries in Lithuania.     

Library of Congress Subject Heading Period Subdivisions for the Soviet Union: Some Proposed Additions

Additional period subdivisions are proposed, with justifications, for the Library of Congress's subject headings for the Soviet Union. The areas covered are: Soviet Union, Baltic States, Siberia, Soviet Central Asia, Soviet Far East, Ural Mountains Region, and fifteen individual republics.

Reinventing the Herbert Hoover presidential library

Presidential libraries serve a wide range of customers including scholars, school children, tourists, seniors, and members of civic organizations, among other groups. Each of the nation's 10 presidential libraries faces a different mix of these customers, depending on the age of the library and its location. Opened in August of 1962, the Herbert Hoover Presidential Library has recently undergone the process of “reinventing” itself to better serve its customer base. These efforts include revitalized museum programs, expanded scholarly programs, and innovative education programs. The results have been gratifying: increased visibility among the general public throughout Iowa and the Midwest, a renewed interest in the research resources held by the Library, and the discovery of the Library and its programs by new groups of customers.

2007年普京发布总统令,确立2008年为俄罗斯的家庭年,目的是巩固家庭的核心地位、强调家庭对儿童发展的重要性。俄罗斯所有图书馆都举行了反映家庭内容的各种活动,侧重开展以培养儿童阅读习惯为中心的家庭阅读、儿童阅读活动。其中奥廖尔州州立儿童图书馆表现得尤为突出。该馆采取一系列有效的方法,取得了良好的成效,包括实施早期婴幼儿阅读计划,深化俄罗斯传统的家庭阅读,增加深化阅读活动的创作比赛,开展儿童法制宣传阅读等,值得中国儿童图书馆借鉴。     

Academic Digital Libraries Russian Style: An Introduction to The Fundamental Digital Library of Russian Literature and Folklore

SUMMARY

This article provides an overview of The Fundamental Digital Library of Russian Literature and Folklore (FEB-web). The intersection of philology and information technologies at FEB-web is considered in the context of Russian culture and the Russian academy. Topics discussed include: the FEB-web process for creating digital scholarly editions, the structure of FEB-web, new developments in the FEB-web collections, plans for the future, copyright issues, digitization processes, inter-library cooperation, and the place of digital libraries in constructing civil society in Russia.

本文详细论述了俄罗斯国家图书馆从1862年成立至今140年的情况,对促进我国图书馆事业的改革、建设和发展有一定指导意义和参考价值。     

俄文连续出版物编目工作的探索与实践——以黑龙江大学图书馆为例

俄文连续出版物联机编目规则在我国尚没有统一的标准,只有少数图书馆按照自定规则实现了俄文连续出版物的计算机管理。黑龙江大学图书馆在俄文图书联机编目实践成功后,又对俄文连续出版物联机编目工作进行了探索。针对著录内容的简化以及编号项和附注项、受控检索点、统一题名的著录等方面出现的普遍问题以及特殊出版物、连续出版物的出版变化和分类等方面的特殊问题,图书馆应统一俄文连续出版物数据库建设标准,进行俄文连续出版物编目工作的培训,指定专人定期维护已建成的数据库并做好编目人员队伍梯队建设。     

The Health Sciences Library Network in Russia

Abstract

The recent, important events in the ex-Soviet Union have not only been political. The world of libraries has begun to be opened up and the changes have even reached the most famous institutions, such as, for example, the State Central Scientific Medical Library in Moscow, which is at the head of a network of scientific and research libraries, and has created the first Russian scientific database. This article was written after the congress of the IFLA (International Federation of Librarian Associations) in August 1991.

Barriers to successful university library automation in Ghana with particular reference to the Balme library

Library automation assumed a great deal of importance in libraries in the mid 1960's. Since then it has become a household word in librarianship. Library automation in university libraries in Ghana is a relatively new concept. Even though computers have been installed in the three university libraries in Ghana, computerization has not had much impact on the services provided by these libraries. This paper reviews the computerization projects in the university libraries in Ghana, with a particular reference to the Balme Library of the University of Ghana. Reasons for automation, areas of application and problems associated with automation are discussed. Also highlighted are barriers militating against successful university library automation, like financial problems, attitudinal problems, lack of co-operation among university libraries, hardware and software problems and personnel problems. Recommendations are made for the improvement of automation at the university libraries in Ghana. These include evaluation of existing systems, properly planned automation project, financial support and co-operation among the university libraries.     

The Library of Congress Remote Online Library User Pilot Project:

In August of 1989, the Library of Congress selected fourteen libraries nationwide to participate in a pilot project to test and determine the feasibility and desirability of remote online access to the Library's information system. The California State Library was selected as one of the participant libraries. During the project, State Library staff performed 187 subject searches on various topics in the Library of Congress Information System (LOCIS). LOCIS was easy to search, and contained a variety of useful search features. Overall, staff found access to LOCIS to be a valuable addition to our existing online search services.
