Cheng Yi, in his commentary on the Yao Canon in the Classic of the Docu- ments, points out that Yao lays the foundation for Confucian politics. The reason lies in that Yao~s governance observes the natural rules and provides the permanent constitutional paradigm for the late world. In short, the ideal politics roots in what the rule and principles dictate, the foremost step to govern is trusting and employing the virtuous and able elites, governance evolves from correcting such primary social unit as clans, political obligations should be made clear and fair through a proper public system. All define the basic struc- ture of Confucian governance.

City poverty is a major social problem in China＇s social transition period. It is the dual pressures in the economy and society. Inprinciple, the factors of the poor will inevitably cause poverty, but in essence, city poverty produce on changes of variety of political system andsocial policy. In poverty governance, governance guide leads to a common governance of social organization, enterprise, government. In themode of governance, it＇s from poverty alleviation relieto development-oriented poverty reduction, and then to the participatory poverty reduc-tion. In governance objectives, the paper mainly introduces a process of economic poverty to poor ability, and finally reaches the purpose of alle-viating social exclusion.     

An evaluation system for suitability of urban public rental housing construction in Chongqing

A social problem that low-income people are unable to purchase houses in urban areas has been focused in recent years and the housing security system has also become an important part of the social security system. In recent years, public rental houses appeared as a new type of affordable houses. The national government took the construction of public rental houses to the national strategic level. Currently, there are many problems in the public rental house construction. For example, policy mechanisms are inadequate, the use of funding is not in an efficient way, the location of public rental houses is far away from the downtown, the plot ratio is too high, and facilities are incomplete. There are no appropriate indicators to comprehensively evaluate the public rental house construction. Based on the livable evaluation system in Chongqing, we selected four aspects of relevant indicators as the economic suitability, environmental suitability, social suitability, and life suitability to establish the public rental house construction suitability evaluation system.

A Tentative Analysis of Soft Power and its Usage in US Foreign Policies

The term "soft power" is coined by a noted American scholar Joseph Nye. It means a nation’s ability to get others to do what it wants without either coercive military or economic pressures, or material inducements. It is the attractiveness and seduction, the resources of which include culture, values, political ideas and policies. During the past two decades, the soft power concept has gained widespread acceptance and usage. In a global information age and in a multi-polarized world, the US government has all along attached much importance to the exercise of soft power in foreign policies. It goes to great lengths to advance its universal culture and values, promote public diplomacy, and shape the world order by helping establish the international institutions and norms. The US government draws on the resources of soft power to improve the national image and thus promote its popularity across the world with a view to serving the national interests. The idea of soft power improves the traditional concept of power, enriches the practice of the US diplomacy. However, we shouldn’t fail to see that it is based on US superiority with the ultimate goal of achieving US hegemony. But still we can learn something from the concept and introduce it into our policies.

Business English advertisement is a special form of speech act.It is very different from literary language and scientific language.This paper focuses on the analysis of the use of cooperation principle in business English advertisements,and explores how advertisers inspire potential customers to have psychological resonance,so as to urge them to buy products or services.     

Pedagogical Content Knowledge of Inquiry： An Instrument to Assess It and Its Application to High School In-Service Science Teachers

It is argued that the lack of consensus on what constitutes an inquiry-based approach makes the generalization about it difficult, because the concept is relatively unspecific and vague. This problem can partially be solved by constructing a set of activities promoted by inquiry, thus defining the inquiry objectives for classroom and laboratory teaching. Five high school and college Mexican teachers＇ PICK （pedagogical inquiry/content knowledge） was documented and assessed by means of Loughran, Mulhall and Berry＇s （2004） l-CoRe （inquiry content representation） developed by the authors through a proposal of a set of seven inquiry activities. They were also interviewed to construct the professional and pedagogical experience repertoires, a second tool by Loughran et al. （2004） to document PICK. It was observed that all teachers interviewed have used inquiry to modify their students＇ way of thinking, mainly through question posing. Some of them employed research as their main tool to promote scientific inquiry but others mentioned the lack of time to do it. It is interesting to notice that in spite of the fact that inquiry is out of the curriculum in M6xico, the teachers make use of it to improve their teaching practice. According to their answers, their actions in the classroom or the lab were classified within the three general approaches expressed by Lederman （2004）： implicit, historical and explicit. It is concluded that a given teacher cannot be classified exclusively in one of them, because in his/her activities one general approach overlaps the others. The authors conclude that Lederman＇s classification has to be taken into account as an orientation to characterize a given activity of one teacher, even though the same teacher may use another activity characterized by other general approach. That is, Lederman＇s classification applies to characterize activities, not persons     

A Cognitive Analysis on Translation Strategy

A cognitive interpretation of the basic translation strategy, domestication and foreignization, is elaborated in this paper. It is pro posed that based on differences in linguistic presentation and cultural connotation, the application of translation strategy is determined by the style of the source text (ST) and the translator’s performance, both of which are generated from individualized style of construe, decided by a range of experiences. So great importance should be attached to experience and construe. Such an interpretation is proposed to pro vide a new perspective to study translation strategy and initiate a better comprehension of the ST and translation.     

Biological early warning and emergency management support system for water pollution accident

Water pollution accidents such as chemical spill and toxicants leach have become a serious issue in the world, which brings great threats to the aquatic ecosystem and drinking water safety. To detect unknown pollutions in time and take proper emergency actions, this study developed a system which integrated an online intelligent water quality monitoring device with a high efficient water quality model. The device is based on water quality probes and biological sensors which use fish motion as indicator. The numerical model is a combination of Euler and Lagrangian approaches. Finite element method is applied to simulate the flow field in an unstructured grid, and the pollutant be- haviours are traced through particle tracking. Oracle is used to manage the basic and monitoring data, and ArcSDE as well as ArcIMS technologies are applied to make the system WebGIS-based so as to improve the data receiving and dispatching efficiency. The developed system has been successfully operated in Douhe Reservoir and Taihu Lake, China, where drinking water intakes are installed. It is seen from the applications that the online intelligent water qual- ity monitoring and emergency support system can be of great support to emergency management.

Nowadays the farm-based tour has developed dramatically and located a critical position in tourism as the new member.Although it commenced not long ago,it is developing dramatically.The mentioned tourism proceeded surprisingly since the late of 1990s for the fulfillment of "Golden Week" holiday.More and more citizens tend to divert themselves by agritainment after their competitive and tensional working experience.The same tourism is also moving forwards in the city,Dingxi.It is an urgent issue for Dingxi to grasp the opportunity to develop and benefit from agritainment,subsequently to challenge the competition.

English as a world language has been paid much attention not only by individuals but also by governments in metropolises as well as small cities in China.Both individuals and governments in Tianjin,one of metropolises and Jiaozuo,one of small cities in China have realized the importance of English.Such a realization has resulted in the wide use of English in public facilities,such as traffic signs and tourist indicators,and English banking service Also,individual Chinese of different ages have a strong desire to learn English.Through comparing the use of English in a public life in these two cities,the authors intend to show a wide use of English in public life in China.
