This paper examines the causal impacts of Hong Kong’s 1971 policy of free compulsory education on students’ educational attainment. Using a regression discontinuity method and Hong Kong Census data, this study compares children born just before and just after the month in which the compulsory-education law came into effect. The results show that the law reduces approximately 10 percent of the dropout probability by age 12 and 8 percent of the dropout probability by age 15. The effect is substantial considering that approximately 90 percent of primary-school-age children were already in school in Hong Kong when the policy was implemented. The policy has larger impacts for socially and economically disadvantaged children, and the law also increases their probability of obtaining an education beyond middle school. Robustness is tested with several sensitivity checks. The results will help policy makers and stakeholders better understand the potential efficacy of mandated education policies and increasing educational access to targeted populations, especially for developing economies.  相似文献

Hong Kong Government policy is to promote Hong Kong as an international education hub for the region. This may be more rhetoric than reality. The article surveys the historical background of Hong Kong in terms of its role as a trading centre, a gateway to China and a meeting place for East and West for which interchange with European languages and cultures has been important. The development of education policy within Hong Kong as far as the European dimension is involved is also reviewed. In addition, the development of global trade in educational services is touched upon which thus far has been heavily Anglo-centric. In terms of Hong Kong itself, an analysis is presented of overseas educational programmes available in Hong Kong from Europe. The extent of European languages and studies provided in the school, university and lifelong learning sectors is surveyed. The work of European consulates in promoting languages and culture through such organisations as the Alliance Française, Goethe Instituta, etc. is another important part of provision. The article makes passing reference to the neighbouring territory of Macau and the importance there of Portuguese.
The article concludes that for European studies and languages, the role of Hong Kong as a trading and financial hub has been a more significant stimulant than the Hong Kong government's policy for Hong Kong to be an international education hub.  相似文献

Personal and social education has become an important area of development in education in Hong Kong. Given that much of the literature on personal and social education is Anglo-American or European, what is the influence on the largely Chinese settings in Hong Kong? This paper will examine some of the debates of what constitutes personal and social education. The significance of competing contexts in the development of personal and social education will be analysed in detail. Comparisons will be made between Western and Chinese (especially Confucian) views on personal and social education. Attempts will be made to come up with a notion of personal and social education which is suitable for the Hong Kong context.  相似文献

Education in Hong Kong has developed rapidly since the 70s in parallel with the economic boom. To support such development, the government has invested heavily in initial teacher education and will soon impose professional training and graduate qualifications as prerequisites for entering the profession. Continuous teacher education (CTE), generally regarded as equally important as initial teacher education if not more so, is not given comparable emphasis. This paper aims to study CTE in Hong Kong, including its policy, practice and provision at the system level. Some special features of the system are identified and scrutinized, including ad hoc, policy led, and competence based. The centrally provided CTE is also closely examined in terms of its relevance to the profession, impact on schools, and cost‐effectiveness. The paper ends with a close look at its latest developments, obstacles encountered and prospects.  相似文献

In 2012 all Hong Kong universities will be extending the length of the undergraduate degree from 3 to 4 years and adding General Education as a degree requirement. This reform initiative represents a unique case of comprehensive organizational change of higher education on an unprecedented scale. This paper examines several of the most significant contradictions and tensions facing this initiative—the current structure of higher education based on the British system and the prevailing culture of teaching and learning in Hong Kong. The nature of these pre-existing conditions, and their contradictory relationship to the substance and purpose of general and liberal education, are outlined. The contradictions and tensions generated by the general education initiative are situated within the larger organizational tension between theory and practice, and structure and action. The paper delineates some of the strategies developed to address the existing and emerging tensions.  相似文献

When Hong Kong is moving towards a knowledge society in the new millennium, research is clearly necessary to provide a knowledge base for educational development and reform to meet the challenges of globalization and high technology in the world. This report aims to review the education policy environment in Hong Kong and see whether research can be encouraged to support policy development and practice improvement. Particularly, the report will give a brief introduction to the recent initiatives in Hong Kong school education since the establishment of the Special Administrative Region in 1997 and discusses the potential research agenda to support the ongoing education reforms at the school system. Internationalization becomes increasingly important in higher education in a globalized world. Exporting higher education services by recruiting overseas students is an integral facet of internationalization of higher education. It not only helps develop the place as an education hub but also facilitate internationalized environment of higher education. Alongside this global trend, Singapore, Malaysia, and Hong Kong are of no exception and have embarked on the process of internationalizing their higher education campuses by recruiting more international students, striving for achieving the policy goal of developing themselves into regional education hubs. Hong Kong has no doubt had some comparative advantages over other Asian competitors in the region but there are several major hurdles it needs to overcome before it can successfully export its higher education services. This paper reports part of a territory wide study in order to highlight the strengths and weaknesses of exporting Hong Kong’s higher education to the Asian markets. In addition, to counteract the economic driven imperatives in restructuring higher education, the author would like to caution the importance of going beyond income generation and put forward a question of what the real aim and mission of internationalization of higher education are in the Asian region.  相似文献

In China, the central government has released a series of key policy initiatives over the last twenty years to foster decentralisation of control over higher education, giving prominence to discourses of increased autonomy for both universities and academics. This article reports findings of an empirical study of changing autonomy in Chinese higher education and it focuses on the effects of these key policy developments in two case study universities. This research was part of a larger study of new power relationships emerging from changing policies on accountability and autonomy in Mainland China, Hong Kong and Singapore, located within a broader context of the impact of globalisation on higher education. The focus on the three regions was selected to begin to redress a Western hegemony in such research. The larger study is premised on the principle that globalisation is characterised by ongoing tensions between global commonalities and context-specific differences, and that it is important not to gloss over the complex and often contradictory national and local mediations of “global” policy trends.  相似文献

Background:?Hong Kong is currently a Special Administrative Region of the People's Republic of China. It has autonomy over many policy areas, including finance and education. It is a community of seven million people, which has changed its focus and identity significantly over the last 25 years, from predominantly manufacturing to a service and knowledge economy with particular strengths in financial services.

Purpose:?This paper will consider the market for teacher education places and the market for teachers, and explore the career intention and commitment implications of high numbers of well qualified applicants applying for teaching in the context of reduced work opportunities elsewhere, an increasing higher education focus on intake scores and the challenge, for the teaching profession and the education system, of teaching becoming less secure work.

Sources of evidence:?Governmental and institutional publications and data, along with research and survey findings, together with comparative literature underpin the reactions to past, present and possible future effects on teacher education in Hong Kong.

Main argument:?Given its financial focus, Hong Kong would be expected to suffer significantly during the recent financial crisis and that this would impact across all its sectors including Education and Teacher Education. In addition to the financial crisis, other changes have affected teacher education in Hong Kong, including major reforms in curriculum and school and higher education structure and a significantly diminished birth rate reducing posts in teaching, and raising concerns about job security.

Conclusions:?Hong Kong is a very prudently managed economy with substantial reserves and a commitment to ‘small government’ and the impact has been different from many other systems. Places on teacher education programmes remained unchanged. Applications for teacher education programmes however increased significantly during the crisis.  相似文献

This paper attempts to argue that using market forces to raise education standards casts doubts to quality education, although this is seemingly an international trend, for such practice presents challenges to many issues such as equity. Using Hong Kong as a case, the paper analyses the practices of quality school education by focusing in particular on the difficulties that newly arrived children encounter. A multi-level framework is employed to critically examine the current government policy on quality education with reference to nine schools from five levels: individual student, institutional, government, societal and professional learning community. Discrepancies between policy goals and school practices are highlighted. The paper then addresses options for improvement and consideration if quality education is to be the hallmark of Hong Kong schooling.  相似文献

The paper describes the development of a new distance education institution in Hong Kong. The methods and systems used to assure that its courses and degree programmes are of the highest quality are described. The paper addresses the means by which new courses are produced: a direct import from another institution, adaptation of an imported course, and in‐house production. Although established by the Hong Kong Government the institution is required to become self‐financing within four years — the paper describes some of the consequences of this policy especially on quality. The paper concludes by comparing the performance of Hong Kong students on courses taken from the British Open University with that of their British counterparts.  相似文献

In recent years, both Singapore and Hong Kong have been ranked top in international education rankings. They are widely admired as high-performing education systems (HPES) and, not surprisingly, among the best education systems in the world. The success stories of Singapore and Hong Kong education have aroused widespread attention internationally among different stakeholders, such as policymakers, researchers and practitioners, to investigate if it is possible for their policies and practices to be learned and borrowed by other countries. In this article, we stress the importance of context in understanding policy phenomena and possibilities for policy transfer. The Singapore and Hong Kong education systems are facing critical issues such as the economization of education, educational disparities and the paradigm shift from meritocracy to parentocracy. How well they deal with these policy issues will determine if their present international standing continues into the future. This article provides a critical review of their education policies to explore how these policies can be refined and adjusted in order to cope with the challenges facing both education systems.  相似文献

Despite China's assurances about 'one country, two systems', adult education in Hong Kong is in for some big changes. This paper maps the present adult education landscape, reviews research, posits four scenarios concerning the future and identifies challenges to be faced by adult educators in Hong Kong after 1997. Returning Hong Kong to the bosom of a Maoist, MarxistLeninist state is not necessarily good news for Marxist adult educators. Functionalist orthodoxy will be permitted but those committed to Marxist (critical, emancipatory) approaches to adult education will be in jeopardy because of laws about subversion. Adult education is shaped by the context in which it occurs and what happens to critical adult educators in Hong Kong after 1997 will signal the extent to which ''one country, two systems'' is reality or illusion.  相似文献

Universities in a capitalistic society have been expected to produce graduates for the labour market which in turn contributes to the economic development of the nation. In today's environment where the social spending on education grows faster than the economy, it becomes increasingly difficult for the education system to maintain an existing level of provision. Hence, institutions are required to legitimate themselves through the value they provide. The capitalistic process in Hong Kong has generated the demand for lifelong learning in the higher education system. The resulting evolution of the system has compelled the policy makers of higher education to redefine the purpose of higher education and re-evaluate the university management. This paper discusses Liu's (1997) holistic approach of evaluating and planning for the university academic programmes as well as building an ‘enterprise culture’ at the institutional level with a Hong Kong case analysis. When strategically planning for the future in a volatile and transient environment, university management plays an important role in integrating continuing professional education (CPE) and mainstream academic programmes and in cultivating a market-oriented ‘institutional enterprise-culture’ which responds to environmental changes more proactively.  相似文献

In this paper I first place the development of Hong Kong's higher education in the larger context of education and governance histories. Next I describe one of the deepest policy quandaries for Hong Kong's government in charting the futures of its higher education system: whether to view the ultimate benefits of higher education for individuals in terms of ‘sponsored’ versus ‘contest’ mobility. I then turn to evidence from HK census data about the changing distribution of opportunity for higher education. I discuss trends in educational stratification since 1981, focusing most attention on changes in the opportunity for post-secondary and, especially, for university education to the Bachelors' degree level. I discuss methods for the use of Hong Kong's 1981, 1991 and 2001 census, and I present bivariate and multivariate analysis of the changing impact of family cultural and material resources on the odds of continuing and attending education at the university level. From 1991 to 2001, census data suggest there was a reversal of a trend towards greater equality of opportunity that was observed between the 1981 and 1991 census. I conclude by relating the findings from these analyses to future higher education planning in Hong Kong.  相似文献

This paper attempts to examine how market forces have affected educational development in Hong Kong and Mainland China. In both places, there has been a trend to the decentralisation and marketisation of education in recent years, particularly in the realm of higher education. Based upon recent research conducted in Hong Kong and China, the author argues that higher education in these two places has been significantly affected by emerging market forces. The core of the paper is confined to the discussion of two major issues: user charges and the introduction of competition and cost recovery in education. The main focus of this paper is on what strategies educational institutions in Hong Kong and China have employed in response to the strong tide of marketisation. Particular attention will be given to discussing how markets and competition have affected the governance and delivery of educational services in Hong Kong and China. This comparative study has demonstrated that even though the recent developments in higher education in these two places have been experiencing a similar global trend, the global tide of universal trend in which private charges, market competition, non-state provision, corporate governance, system-wide performance management should not be treated as a simplistic notion of undifferentiated universal trend. Instead, different places may take different configurations in cases of marketization which remain national-specific as well as global.  相似文献

In 1984 the Education Commission was established as a quasi governmental body to advise on all aspects of education policy in the colony. Within the Hong Kong context the Education Commission's establishment was novel for it created a single body to advise on all aspects of education policy and it involved a greater degree of public participation in the policy making process. This paper examines the motives for its establishment, the means by which the state maintained control of the policy making process and the impact of the policy measures initiated by the Education Commission.  相似文献

Abstract

In this article, factors contributing to the poor perceptions and inferior status of vocational education in Hong Kong are discussed. Critical discourse analysis (CDA) is employed as the methodology in examining the discursive construction of vocational education in the policy context. A total of five policy documents published between 1970 and 2015 are included. Our findings show that the socioeconomic transformation of Hong Kong in recent decades, massification of higher education, and cultural factors such as parental expectations are pertinent to the stigmatization observed in vocational education. This article discusses the implications from the findings and concludes with possible solutions for the future development of vocational education in Hong Kong under the novel vocational and professional education and training (VPET) initiative launched by the government.  相似文献
