从国际背景考察,新加坡倡导“亚洲价值观“的初衷是为了回应西方国家的人权外交。新加坡有自己的人权观,它提出“亚洲价值观”是一项保护国家利益的举措,一种维护国家主权的外交策略;是对西方人权外交的对抗性反应,是特定时期的产物;是文化相对主义的一种表现。

东南亚高等教育研究协会第三届年会与会专家、学根据东南亚地区发展高校的战略与提高高等教育质量的实践和研究，指出高等教育在社会发展中的作用已使得高等教育质量问题超出了系统本身而成为社会性的问题和国际性问题，直接关系着一个国家综合实力和国民综合素质的提高。     

国际人权教育的历史和理念

进入20世纪70年代,人权教育倍受国际注目。21世纪乃“人权的世纪”,这正成为世人的共识,在国际人权教育迅速发展的今天,如何全面把握人权教育的历史和理念,推进人权教育的顺利发展,无疑是我国教育工作教育面临的重要而紧迫的课题,为此,本文从历史和国际的视角,就欧洲评议会、联合国教科文组织、世界人权会议、联合国儿童基金会、联合国人权中心关于人权教育的理念进行简要述评。     

韩国外国留学生教育发展的现状与前景——兼议中韩高等教育交流

近年来,韩国政府和大学齐心协力致力于发展留学生教育,试图将韩国打造成一个国际教育强国。韩国政府的努力已取得非常惊人的成就,但同时也面临很多难以克服的困难,特别是如何改善同中国的高等教育交流是一个重大课题。     

Unequal opportunities in accessing employability-related programmes: South Asian graduates' experiences in Australia

Limited scholarly work has been conducted on obtaining equal opportunities to participate in employability-related programmes by international students while studying in Australia. Drawing on a qualitative study, 20 South Asian postgraduates were interviewed to explore their experiences in accessing employability-related programmes. Based on the findings, South Asian graduates have experienced unequal opportunities in accessing employability-related programmes as postgraduate international students in Australia. They are disadvantaged by generic career advice and resume assistance offered by their university career office, and companies invited to university career fairs offer internships, placements or graduate programme opportunities mostly to domestic students. As a result, South Asian graduates were unable to gain employment in their field of studies. South Asian graduates have also offered several useful recommendations to facilitate more equal chances of developing employability and thereby gaining successful employment in Australia. These include partnerships with companies in providing employment opportunities, diversification of university career office roles, and establishing connections with alumni. The paper also discusses implications for Australian higher education institutions and higher education policy and practice in Australia.     

当前高校人权教育的困境和出路

我国高校中人权教育问题近年来日渐引起关注。由于受到历史和现实诸多因素的影响,高校人权教育目前还处于理念束缚和制度空缺的双重困境,需要理念变革和制度创新的合力推进。     

试新国际人权法中的儿童受教育权

受教育权是国际人权法确认的一项基本人权。受教育权既属于第二代人权,也属于第一代人权。国际人权文件中的受教育权包括四项内容:教育的目的、教育的受益权、教育的自由权及教育的平等权。国家必须尊重、保护并实现个人的受教育权,在教育的可获得性、可进入性、可接受性和可适应性四个方面履行相关义务。     

日本职业教育面临的挑战——亚洲区域内国际比较视野中的研究

运用寺田盛纪1998年创立的“二历史轴、三或四维度”职业教育比较研究模型,对日本的职业教育和培训进行分析后认为,要想应对日本职业教育和培训面临的挑战,必须采取以下措施:为普通教育和职业教育学生建立平等的职业生涯发展途径;建立职业资格框架;建立高等职业教育体系并提升其地位;改善中等职业教育;为促进劳动力的国际流动,亚洲国家要建立一体化的中等职业教育体系.     

大学生马克思主义人权观教育探讨

马克思主义人权观教育是大学生思想政治教育工作的必要内容;实践中,要遵循整体性、多样性和客观性原则,要重视大学生的马克思主义人权观教育,要把马克思主义人权理论纳入高校的思想政治教育体系,要借鉴接受理论以把握教育针对性,要善于利用网络以拓展教育途径。     

基于“桥头堡”战略下的保山市与南亚区域旅游合作研究

＂桥头堡＂战略的提出,给云南创造了发展的重大机遇,与南亚进行区域旅游合作是推进云南省与南亚各国合作的先导产业。以保山市为例,分析了保山与南亚旅游合作的现状。分析了制约保山与南亚的区域旅游合作的问题,并提出了相应的对策,以期促进中国与南亚的旅游合作。     

Toward a Critical-Sentimental Orientation in Human Rights Education

This paper addresses one of the challenges in human rights education (HRE) concerning the conceptualization of a pedagogical orientation that avoids both the pitfalls of a purely juridical address and a ‘cheap sentimental’ approach. The paper uses as its point of departure Richard Rorty’s key intervention on human rights discourse and argues that a more critical orientation of Rorty’s proposal on ‘sentimental education’ has important implications for HRE. This orientation is not limited to perspectives such as Rorty’s voyeuristic approach to sentimentality, but rather focuses explicitly on the emotional and political consequences of various manifestations of sentimentality. Such an orientation in HRE will not only encourage learners to become more sympathetic to the living realities of those who suffer, but it will also interrogate the conditions of hearing narratives of suffering so that possibilities for cheap sentimentality are minimized as much as possible.     

National Initiatives within the UN Decade for Human Rights Education: The Implementation of Human Rights Education Policy Reforms in Schools

As the ubiquitous force of globalization further erodes the nation-state and political activity increasingly focuses on global issues, there is renewed attention to models of global education. Within this global context, human rights education emerges as a response to the demands of global education. One of the main objectives of the United Nations Decade for Human Rights Education (1995--2004) is the building and strengthening of programs and capacities for human rights education at the national and local levels. In this essay, an overview of human rights education and the policy guidelines for national plans of action for human rights education developed by the Office of the High Commissioner of Human Rights (OHCHR) are presented. Further, the essay focuses on comprehensive national initiatives within the Decade that are being undertaken in Japan, Austria, and the United States, with particular attention to the implementation of human rights education in formal secondary school settings.

British Asian women and the costs of higher education in England

This article will examine Asian women’s experiences of financial support in higher education. The article is based on 30 in-depth interviews with Asian women who were studying at a ‘new’ (post-1992) university in the South East of England. Women identified themselves as Muslim, Hindu and Sikh. The findings reveal that women’s religious and cultural background affects their attitudes towards financial support whilst at university. Through their participation in higher education, women are able to use their social and ethnic capital to enable them to receive financial and other kinds of support necessary for their success in higher education.     

The Diffusion of Disability Rights Policy: A Focus on Special Education in South Korea

This article examines the development of South Korean special education policy and suggests that different strategies of policy diffusion influenced the design of the policy at different times. Historically, South Korea relied on external pressures and influences, particularly US law and UN guidelines, to develop much of its human rights law, including special education. This article suggests that development of democratic infrastructure in South Korea led to improvements in the legislative development process in relation to current special education law, and this led to legislation that better identifies and addresses the needs of children with disabilities.     

南非教师教育政策的变革及其启示

20世纪90年代以来,在南非社会民主化进程中,南非教师教育发生了急剧而复杂的变革,教师教育政策相继出台,但由于政府政策与现实相脱离,很多政策实施效果不佳,给教师造成负担.为协调现有各项政策措施,解决南非教师短缺和教师培训落后等问题,南非政府制定了<南非教师教育和教师发展国家政策框架>.本文分析了南非教师教育政策的变革,其中有很多值得我们借鉴和思考的经验.     

A measure of human rights competence in students enrolled on the International Baccalaureate Diploma Programme

This article presents findings from a larger multiple methods study that explores the levels of adherence and experiences students have of the International Baccalaureate Organization human rights ideals in different school contexts. A three-component model of human rights competence, incorporating identification with all humanity, ethno-cultural empathy, and positive attitudes to human rights, is presented and tested. The findings reveal that identification with all humanity, ethno-cultural empathy, and positive attitudes towards human-rights-promoting values and behaviour act as prerequisites for the intention to act, and for human rights competence. The level of human rights competence can indicate the level of adherence students have to the human rights ideals of the International Baccalaureate Organization.     

Assessing Course Content Relevance for Employment of Adult Non-Formal Education and Training Graduates in South Africa

The purpose of this article is to assess the course content relevance in contributing to wage- or self-employment of adult non-formal education and training (NFET) in the context of South Africa. The concern that informed this article is that adults who face long-term unemployment due to a lack of marketable skills remain unemployed after completing NFET programmes. Findings reveal that in the private and few public centres, the course contents included vocational skills training, a component of practicum and entrepreneurial training in order to meet the needs and objectives of the formerly unemployed trainees. For graduates who participated in the private training centres and whose objective was to become self-employed, the training course contents contributed to starting of a micro-enterprise or co-operative. The author concludes that in most of the private centres and few public centres the course contents were relevant in contributing to self-employment of the graduates. The cause is that a number of centres provided vocational skills combined with business skills in order to enable graduates to be involved in income-generating activities.

How to Apply Family Education in Little Women to Chinese Families

In recent years in China,family education has become more and more important.Family plays the most crucial role in children's education.So more and more parents begin to pay much more attention to family education than before.However,what ways are best for them to use?Most parents have no idea at all and some are trying to use some education methods learned from books.Little Women is a book from which we can learn a lot of useful things,the obvious one is family education.This novel was written by an American author in 19th century.As a result,both time and place are a little far away from people in China.But at that time,the March's family education did work very well and made far-reaching influence.So in the first part in this paper what will be introduced in is about finding out how the March's family dealt with those unpleasant things,and the second part will discuss some disadvantages of Chinese family education,then the third part will see if March's ways could be used in Chinese families or how to make some changes about their ways so that those ways could work in Chinese families as well as they did in the March's.
