UAE’s Publishing Industry: A Vision of an Avant-Garde Nation

This article outlines in detail the ten strategic goals that the UAE publishing industry has identified to lead a comprehensive transformation of the industry and to cement its position as a regional leader. The main goals revolve around building regional and global partnerships, developing a global publishing hub, improving legal framework for the all the stakeholders of the industry, building quality Arabic content for local and regional readers, supporting educational publishing, launching initiatives to encourage reading for pleasure, improving distribution networks and retail, transforming libraries, and instilling a sense of pride and understanding of local culture while supporting creative talents and skills. Also, this article will share information about some leading initiatives being implemented in Sharjah and the United Arab Emirates, and future initiatives to be implemented to achieve the ten goals.     

Topics in library technology: binding techniques

The purpose of the library binding industry is to help the librarian maintain a valuable inventory of printed material for maximum use now and in the future. Standardization of approved materials and methods in the industry have encouraged manufacturers to develop materials and machinery for its use, and these, in turn, have enabled it to meet the increasing and changing needs of libraries with a uniform product of high quality and an economical and constantly improving service. The librarian, as custodian of the library's materials, must be the originator of the binding program and is the only one who knows the end use of each item, which is usually the factor that determines the selection of the most suitable binding.     

Evaluating the Benefits and Values of Textbooks: Perceptions of Vietnamese Business Students

This study aims to examine students’ perceived benefits and values of textbooks, with a specific focus on emerging markets. A paper-based survey was used to collect data from 459 Vietnamese students in three business disciplines including accounting, international business and marketing. The findings reveal that Vietnamese business students view textbooks as having greater short-term benefits than long-term ones. They also believe that textbooks have relatively low economic value. Interestingly, marketing students perceive that textbooks provide primarily benefits of improving class performance, while accounting students tend to view textbooks to have benefits of clearer understanding of relevant concepts. Implications for key stakeholders in the higher education book publishing industry are discussed and future research directions presented.

Cross-boundary e-government systems: Determinants of performance

This study examines the performance of a cross-boundary e-government system. It draws from studies in the fields of e-government, collaborative public management, and information system success with a focus on inter-organizational information systems to develop a conceptual framework. This framework includes efficiency, effectiveness, and accountability as key performance measures; identifies technical, managerial, and inter-organizational factors for success; and develops hypotheses accordingly. Empirical investigation utilizes user-level data from an inter-organizational e-government system that provides integrated commerce and industry service. The results underscore the importance of management support, shared goals, and inter-agency trust in improving all three measures of performance. In addition, citizen-centric and innovative organizational culture enhances efficiency and accountability while administrative interdependence impacts effectiveness and accountability. The managerial and theoretical implications of these findings and future research opportunities are also explored.     

Use of Digitization to Modernize China’s Publishing Industry

To develop digital publishing, is an important part for China’s progress into an informed country, and the new designated direction for the development of publishing industry in China. This article introduces the macro-planning for developing digital publishing in China, the present status and problems of this industry, as well as personal viewpoints on how to develop a digital publishing industry in the near future.

纯电动汽车产业关键技术演进分析——专利引文分析视角

在构建基于专利引文分析的产业关键技术演进分析流程的基础上,以Thomson Innovation （TI）专利信息平台中DWPI和DPCI数据库中1993-2010年的专利数据为数据源,结合主题检索与分类号检索,构建纯电动汽车技术相关主题专利分析数据集,运用引文分析、多元统计分析等方法,揭示不同时期纯电动汽车产业的关键技术分布及其演进,为相关部门把握纯电动汽车产业技术重点、选择研发方向、优化资源布局、提高研发效率等提供重要依据。     

我国数字图书馆建设初始环境及政策动因研究

认为上世纪90年代中期我国的信息化发展战略、计算机和互联网的推广应用、信息技术与发达国家的同步发展、图书馆协作为数字图书馆建设提供成熟的政策环境条件,而促进社会经济和文化发展、提高国家软实力、提高社会发展过程中的信息服务满足能力、缓解图书馆建设资源投入中的不足和利用效率问题则成为建设数字图书馆的政策动因。同时,有针对性地探讨我国数字图书馆建设在发展普及、服务方式、管理机制等方面存在的一些问题。     

Free Newspapers in the United States: Alive and Kicking

Free newspapers are a substantial segment of the U.S. newspaper industry, as well as an under-studied topic within media research. This study considers the economic health of free newspapers in the United States and whether they face a dire future given their heavy reliance on advertising, a source of revenue that has been in decline for newspapers. One question guiding this research is whether free newspapers face two options: continue producing free content by relying on advertising (in addition to other revenue sources), or abandon the advertising-based business model. Seven research questions address a number of issues, such as whether free newspapers are profitable, if decision-makers are considering changing their business model, whether they are seeking alternative sources of revenue, whether reader engagement is connected to the price, or a lack of one, of a newspaper, and whether decision-makers are optimistic or pessimistic about the future of their industry. A Web-based survey asked decision-makers at free newspapers in the United States to respond to questions related to the health and future of their newspaper or newspapers. This survey was complemented by in-depth interviews with publishers of four different types of free newspapers in Texas. The study concludes by suggesting free newspapers are not only viable but in many markets they are thriving. Sweeping generalizations (often seen in industry discourse) about the future of print newspapers can be misleading. This study contributes a reality check and calls for further research on the economics of print media in the digital era.

我国数字内容产业政策的内容分析与完善策略

在运用内容分析方法对现有涉及我国数字内容产业的法律法规以及各项政策文本进行分析的基础上,研究我国数字内容产业政策工具在管理主体、存在问题和不同层次政策工具组合等方面的特征。研究结果表明,我国数字内容产业政策存在现有政策工具体系搭配不协调、政策工具体系结构失衡、与产业活动不匹配等诸多问题,并提出相应的政策完善建议,包括调整环境型政策工具结构、加强需求型政策工具使用、完善政策工具体系结构等。     

中国文献编目规则的现状与发展趋势

中国文献著录标准化工作起步较晚,但发展快。《中国文献编目规则》和《西文文献著录条例》在保持适用范围的广泛性、体例结构的整体性外还具有其个性。两个规则在主要款目的存废、标目形式等方面存在着差异。完善编目规则,提高记录质量;深度揭示文献,开展联机编目,实现书目记录功能需求,完善OPAC功能是中国文献编目工作的发展趋势。参考文献7。
