This article reviews the World Bank’s (1999) Education Sector Strategy document as a response to the challenges and the complexities of globalization and development as they relate to education. The article begins with an introduction to the Education Sector Strategy document. It moves on to discuss the nature of the new world economy, particularly its discursive shape, its form and the modalities of its reproduction. In this part of the article, the work of Carnoy and Castells (1999) and other analysts, such as Scott (1997), of what they all the networked economy, is used to show what is at stake for the developing world, and also, by implication, for the world as an interconnected community. Central to the reproductive modalities of the new economy, it will argue, are 1) entirely new education-work requirements and 2) a reconfigured and repositioned state. The article will attempt to show the implications of these for education. The article then moves towards a brief analysis of the developing world and then concludes with an assessment of the World Bank’s sector strategy. In summary, the article will argue that the Education Sector Strategy document is a critically important report but that is underestimates the complexity of the information age economy, particularly its modes of reproduction. The article will argue that the document does not sufficiently address the complexity of the modern developing world, especially the uneven and unequal ways in which its component parts articulate with the globalized order and the role of education in addressing this complexity. The purpose of this article is to present the latest Education Lending Policy (ELP) of the European Investment Bank (EIB), adopted by the Board of Governors in 2008. It is structured in two parts. The first briefly presents the EIB in general and the evolution of its education lending portfolio in particular. 教育事业的发展需要教育政策的支持,树立科学的教育发展观,首要任务是制定科学的教育政策,这是由教育政策的基本属性决定的:一方面,科学的教育政策以科学发展观为价值取向,受教育发展规律的指导,具有教育理论的特征;另一方面,科学的教育政策作为教育践行科学发展观的支柱,促进教育事业的全面、协调和可持续发展,又具有教育实践的特征。科学的教育政策是将教育理论通过复杂、合理的构建,并系统地作用于教育实践的桥梁。教育理论与教育实践发生作用的过程也是科学的教育政策系统运行的过程、完善的过程、发展的过程。  相似文献

Recent sustainability and training and development reports have shown that banks are increasingly investing in training and development. While most banks are already utilising different forms of e-learning for certain types of training interventions and employee assessments, the focus going forward is to reinvent training within the organisation by making it more efficient, convenient, accessible and fun with educational technology. The aim of the study reported on in this article was to investigate the impact that educational technology has on training and development downtime, accessibility with regard to different learning platforms, return on investment (ROI), organisational culture and learning within the banking environment. A targeted sample of 110 respondents from 30 branches of one of the leading banks in South Africa were surveyed using a stratified random sampling approach. The study revealed that the bank has a strong organisational culture; and educational technology at the bank showed positive results with regard to decreasing downtime and seeing increased ROI.  相似文献

当哲学界主流思想对现代化的成功持肯定态度时,后现代主义却对现代性的合理性进行了反思与批判。面对后现代主义的理论,传统的教育理论受到了挑战。后现代主义对于教育发展的影响主要体现在:对教育目的的重新审视;对师生关系的重新考量;对同质教育的合理性批判;对传统课程结构的质疑;对传统教育管理的颠覆。但后现代主义的“解构”、“去中心”概念等具有很大的破坏性,它仅具有“有限合理性”。  相似文献

This article argues that public policy formation cannot be understood without a consistent theory of the capitalist state and politics. This is particularly true with respect to education policies. Expanding capital accumulation and increasing the legitimation of the entire mode of production seem to be the principal roles of the capitalist state, a role that is in perpetual tension. Coming to grips with this tension constitutes a principal challenge for the state. Considering educational policies, programs and practices, to inquire into the reasons for the growth of a given educational level—how programs have been devised historically, by whom, for what purposes, and how they are related to the educational clientele that they are supposed to serve—is to ask for an explanation of the determinants of educational policy formation. In this article a framework for a political sociology of educational policy making and a set of hypotheses on the production rules of public policy are offered.  相似文献

当前,我国政府在民办学前教育发展上主要运用了权威工具、激励工具和能力建设工具。总体来看,民办学前教育政策工具选择和运用的利益关涉不足、路径依赖性强、有效性不高且系统组合程度低。针对这种状况,政府应该尽快构建政策工具选择与运用的利益协调机制,提升现有政策工具运用的适切性,同时加大力度推进政策工具的综合运用,丰富和创新政策工具箱。  相似文献
