OMB A-130     
The Federal Office of Management and Budget issued its Circular A-130, "Management of Federal Information Resources" in December 1985. The Circular marked a continuation of the Reagan Administration's effort to systematically reduce the flow of information from the federal government. Despite congressional initiatives and the Clinton administration's increased attention to information technology (IT) management policy, as part of its reinventing government and National Information Infrastructure (NII) initiatives, it is not evident that current IT policy initiatives will effectively address IT management problems. Nor is it evident that these efforts will result in the IT management improvements required to improve significantly Federal agency performance. This may be true because the government fails to recognize fundamental conflicts in the conceptualization of Federal IT management—conflicts perhaps best exemplified by the National Performance Review's (NPR) simultaneous call for reductions in bureaucratic red tape, reductions in the Federal workforce, limited support for IT education and training, and improved integration and oversight of IT management. After identifying some representative issues related to these program initiatives, the authors offer recommendations to improve Federal management of IT.  相似文献

In late 1985, the U.S. Office of Management and Budget issued its controversial circular on the “Management of Federal Information Resources. ”This article assesses that circular in four areas relating to public access to government information: information resources management, economy and efficiency in that management, the adequacy of selected definitions, and implications for the depository library program. This article discusses the relationship of OMB Circular No. A-130, the Management of Federal Information Resources, to the Paperwork Reduction Act. Information collection and information dissemination are treated unequally in the Act. OMB's proposed policy guidance on electronic collection enumerated conditions favorable to electronic collection, and criteria for design and development of electronic collection systems. Issues raised by commenters included the response burden for electronic collection, the importance of benefit-cost analysis, and the advisability of waivers. Policy issues to be treated in forthcoming proposed OMB policy guidance on electronic collection include requirement of agency inventories of information dissemination products and services, the meaning of adequate notice prior to initiating or terminating dissemination, and other general guidance.  相似文献

An OMB circular is a policy directive that tells Federal executive agencies how they shall implement laws or presidential policies. OMB Circular No. A-130, Management of Federal Information Resources, prescribes a general policy framework within the Paperwork Reduction Act for developing uniform and consistent Federal information resources management policies. The need for the policy framework was identified by the Commission on Federal Paperwork, and reaffirmed by the General Accounting Office and the Congress. The Circular enunciates some policies regarding dissemination of information for which Congress has not provided explicit statutory guidance. The Circular is quite general in its policy statements and does not subdistinguish various categories of government information. The principal impact of the Circular will be a continuing emphasis on planning for information resources management.  相似文献

Federal information policies, in general, have recognized the importance of open access to the digital data holdings of the government. Such policies have been supported by the Clinton administration's investment in a National Information Infrastructure. Recently, reports by the National Academy of Sciences and by the Vice President's National Performance Review have endorsed the creation of a National Spatial Data Infrastructure that will provide the spatial framework for the geographic data on the information superhighway. The success of such an enterprise will require the development of a suite of spatial data standards and policy tools. Existing standards, development activities, and mechanisms are described. This article places the efforts of documents librarians to reform the Federal Depository Library Program (DLP) in an historical and political perspective. As with many other earlier efforts of reform, the recent “Reinventing Access to Federal Government Information,” held in October 1993, would raise doubts, once again, about the public institutions and national information policy arrangements that support the Government Printing Office and its DLP. The specific reforms calling for centralized information should be abandoned. The depository library system's political power and public convictions were never fully expressed through the program's various national administrative incarnations. Its true community purpose flows from the local conditions and information needs of each depository library community. Democratic distribution of public information must begin and end within these local areas and regions.  相似文献

The ALA-Accredited Palmer School of Library and Information Science was established in 1959 at Long Island University's (LIU) Post campus. Palmer's mission is to empower information professionals through education, research and achievement. The Palmer School offers a Doctorate in Information Studies; the Master of Science in Library and Information Science with optional concentrations in Archives and Records Management, Rare Books and Special Collections; Advanced Certificates in both Archives and Records Management and in Public Library Administration. The School also offers a Masters in Science in School Library Media. On July 27, 2009 the United States Government Office of Management and Budget (OMB) publicized its intent to review the nine-year-old prohibition of web tracking technologies such as cookies on Federal agency web sites. OMB cited its need to continue to protect the public's privacy while visiting Federal Government web sites, while at the same time “making these web sites more user friendly, providing better customer service, and allowing for enhanced web analytics” (Federal Register, 2009, p. 37062). In this paper, we review the history of the Federal government's position on cookies, and describe exactly how the technology works and why this shift in policy toward the use of cookies is logical and necessary for the evolution of electronic-government and government 2.0 services in terms of accessibility and capability. We review two major issues with which Federal agencies must contend related to the use of cookies – privacy, and records management. It is interesting to note that, despite earlier research on the implications of privacy and records management concerning other adopted technologies such as e-mail, these issues continue to be complex and misunderstood. We discuss the implications of cookies as records for future e-Government services and for long-term records management.  相似文献

Seven years after the Digital Library Foundation's (DLF) pioneering 2004 Electronic Resources Management Initiative (ERMI) report, challenges with electronic resource management (ERM) system implementation, interoperability, management, and workflow issues remain. In 2009 the National Information Standards Organization (NISO) formed the ERM Data Standards and Best Practices Review Steering Committee to undertake a gap analysis of ERM-related data, standards, and best practices with current and future e-resources management needs in mind. In this session a member of the Steering Committee presented an overview of the project and focused on initial results of the review, including mappings from the DLF ERMI data dictionary to a range of other current standards and best practices. This presentation was based on the draft of an unpublished discussion paper authored by the members of the NISO ERM Data Standards and Best Practices Review Steering Committee.  相似文献

Part I of this article traces the legislative origins of United States (US) federal agencies having primary responsibility for regulating the current US banking industry. These agencies include: Office of the Comptroller of the Currency (OCC), the Federal Reserve Board (FRB), the Farm Credit Administration (FCA), the Federal Deposit Insurance Corporation (FDIC), the National Credit Union Administration (NCUA), the Office of Thrift Supervision (OTS), and the Federal Housing Finance Board (FHFB). Each agency's publications are listed (including whether these items are presently distributed through the Federal Depository Library System), along with corresponding telephone numbers and mailing addresses. It further lists each agency's Internet site with brief outlines of the contents of each site. Part II includes a list of other resources to consider (paper and electronic) when researching legislative information on this subject.  相似文献

Medical librarians have often been overlooked as important contributors to hospital disaster preparedness. Recognizing the importance of medical libraries and their potential in disaster planning and management, the National Library of Medicine (NLM), Disaster Information Management Research Center (DIMRC), formed a pilot Disaster Information Specialist Project. This paper describes the preliminary activities of Bishopric Medical Library's Director, Patricia Reynolds, at Sarasota Memorial Health Care System, as a disaster information specialist in the hospital's disaster planning and preparedness.  相似文献

In June 1993, the U.S. Office of Management and Budget issued a formal revision to OMB Circular No. A-130, Management of Federal Information Resources. This article examines what has changed and what has remained the same in Circular A-130 as compared with the original circular issued in December 1985. The 1993 revision changed principally those parts of the circular dealing with information management policy. It added new materials on the role of state and local governments and on records management. It eliminated most of the language concerning OMB Circular No. A-76. and provided clearer direction with respect to user charges. The 1993 revision contained new emphases on planning, information dissemination management systems, electronic collection and dissemination of information, depository libraries, and enforcement. In September 1993, OMB also proposed new revisions concerning federal information technology management. The article concludes that the revised Circular A-130 has come a long way toward being a viable framework for managing federal information resources.  相似文献

Replacing the ineffective Federal Reports Act of 1942, the Paperwork Reduction Act of 1980 (PRA) was enacted largely to relieve the public of the mounting information collection and reporting requirements of the federal government. It also promoted coordinated information management activities on a governmentwide basis by the director of the Office of Management and Budget (OMB) and prescribed information management responsibilities for the executive agencies. The management focus of the PRA was sharpened with the 1986 amendments which refined the concept of “information resources management” (IRM), defined as “the planning, budgeting, organizing, directing, training, promoting, controlling, and management activities associated with the burden, collection, creation, use, and dissemination of information by agencies, and includes the management of information and related resources such as automatic data processing equipment.” This key term and its subset concepts received further definition and explanation in the PRA of 1995, making IRM a tool for managing the contribution of information activities to program performance, and for managing related resources, such as personnel, equipment, funds, and technology. The PRA currently authorizes appropriations for its administration by the Office of Information and Regulatory Affairs (OIRA), located within OMB, through FY2001 (44 U.S.C. 3520). Reauthorization of OIRA appropriations provides an opportunity to upgrade the PRA’s provisions and to address prevailing government information management issues.  相似文献
