Abstract

When Piketty’s book Capital in the Twenty-first Century was released in 2014, it became an overnight success. Piketty focused on the concentration of wealth in a tiny social elite, and showed that their wealth had increased following the financial crisis in 2008. Yet the value of Piketty’s book offers something more than this for social scientists concerned with social inequalities. His work on a large data-set of long-run income and wealth statistics illustrates that the assumptions and models which have guided the work of neoclassical economists are flawed, but that societal arrangements matter. Yet despite this insight, Piketty’s solution to the problem of inequality is to argue that ‘… the best way to reduce inequalities with respect to labor … is to invest in education’. In this article I argue that there are major problems with this proposed solution and outline three lacunae that need to be addressed.  相似文献

During the past 10 years in Australia teacher aides have been employed in mainstream schools as support personnel in special education intervention programmes, and their numbers are increasing. At the same time workplace reform in relation to inclusive education is impacting on their employment and deployment in schools to support students with disabilities and learning difficulties. In Queensland, teacher aides have been offered formal career paths, with increased pay scales, based on the recognition and continuing attainment of qualifications or credentials. However, there is increasing recognition in the educational research community that professional development for any change, and especially the complex changes in culture needed for inclusive education, is about developing and managing a collaborative process of change through reflection on, learning about, and sharing meanings and understandings about effective support of all students, in ways that value the diversities and celebrate the differences of the perspectives of the whole school community. How can we move the process of professional development for teacher aides forward? The experiences and knowledge that teacher aides already can have further inform this process of change through professional development.  相似文献

Since the turn of the twenty-first century, the global education community has focused significant attention on the promotion of education in fragile and conflict-affected contexts, embodied in the growth of a new sub-field called Education in Emergencies. This article points out the surprising distinction of this new sub-field from the more established and closely related field of peace education. It examines United Nations Educational, Scientific and Cultural Organization (UNESCO) documents for insight into the changing global ideas that have facilitated the shift in focus from peace to conflict. Empirically, we draw on a quantitative content analysis of more than 450 UNESCO documents published between 1945 and 2015. We find that education for peace remains a constant, if evolving, concern in these texts, but that a powerful emphasis on individual rights has shifted the discursive focus away from inter-state relations and towards the educational needs of young people. In the documents, conflict is now theorised as a threat to education and peace is re-envisioned not just as the desirable outcome of education, but also as its pre-condition. We show how this ideational transformation has re-cast an expansive array of conflicts, natural disasters, and other emergencies as threats to education.  相似文献

This article explores how far research findings about successful pedagogies in formal post‐school education might be used in non‐formal learning contexts – settings where learning may not lead to formal qualifications. It does this by examining a learner outcomes model adapted from a synthesis of research into retention. The article first introduces the model. It then explores this model to identify pedagogy suitable for formal education. Next it asks whether this pedagogy may also be appropriate for use in four non‐formal learning contexts: community development; adult literacy; workplace learning; and personal interest learning. While it gives a qualified ‘yes’ to the question, it acknowledges some shortcomings in the pedagogy for non‐formal adult learning. Finally, the article attempts to address shortcomings by integrating a critical dimension into the model, suggesting that learner outcomes in formal education could also benefit from the inclusion of this critical dimension.  相似文献

An increasing number of migrant children are involved in public education due largely to the policy for migrant children education outlined by the Government of China from the late 1990s. In this article, we describe the unique and often difficult situation rural migrant children face after they enter urban public schools. Drawing from the Theory of Inclusive Education and data collected at two public junior high schools in Beijing, we provide an in-depth analysis on migrant children’s education from their own viewpoint and from the perspectives of their parents, teachers, and school administrators. Our survey results identify the need for further adjustments of the existing education system which can help improve migrant children’s education in China. Findings also highlight the dilemmas regarding how to best meet the needs for teachers, migrant parents, and migrant children who attend public schools. In order to provide a quality education for migrant children, we conclude by arguing that there must be a three-pronged partnership to best accommodate the unique education needs of migrant children in urban China.  相似文献

Although comparatively young, state universities in sub-Saharan Africa have accomplished alot. They have almost replaced expatriate faculty with indigenous staff and help foster intellectual communities. Some have developed relevant curricula and have produced the skilled human resources required to staff and manage public and private institutes. However, universities in the sub-region face formidable problems, viz: increased enrollments; fiscal challenges; quality issues and rising graduate unemployment. To help solve some of these problems, private universities are increasingly been seen as alternative routes to higher education achievement. Based on empirical data, this paper examines some of the challenges/opportunities that private universities face in sub-Saharan Africa.  相似文献

From the Salamanca Statement in 1994 to the Dakar Framework in 2000, UNESCO (United Nations Educational, Scientific and Cultural Organization) has spearheaded an international movement for acceptance, equity and access in the education of students with disabilities. Inclusion, mandated in Salamanca, is considered the first step. Today, the focus is upon the identification and implementation of educational models that ensure access. This article discusses paradigm shifts taking place in special education in schools of the United States that respond to the ideals set forth in these statements: cultural competency, universal design for learning and collaborative models of assessment and instruction. Practices discussed here can provide guidance for educators worldwide as they strive toward the goals of Salamanca and Dakar.  相似文献

The study aimed to investigate the pedagogy and beliefs of Icelandic pre‐school and first‐grade teachers during times of immense changes in the policy and trends of early childhood education. The practices of 2 pre‐school teachers working with the oldest pre‐school children and 2 primary school teachers working with the youngest primary school children were examined. Qualitative methods were used, including participant observations, interviews, and document collection. The results of the study show differences in the practices of the two pairs of teachers and the social contexts that influenced the teachers' practices. The degree of control the teachers had over their work varied between school levels and the degree of control the children had over their learning also varied between school levels. The results indicate that the downward pressure of academic subjects is becoming evident.  相似文献

Since the recent global paradigm shift in the governance of higher education toward business and marketing, internationally competitive education is increasingly considered as an asset for governments. Consequently, governments started to invest in education branding and marketing their educational systems. In Finland, national interest in education branding rose especially since the country's success in the programme for international student assessment studies created a positive reputation of its basic education. In this article, the authors investigate how this reputation is transformed into a general Finnish education brand, based upon Finland's official Country Brand Report (2010). The governmental discourse on Finnish education reveals a fusion of education and national branding, which is why the authors suggest to discuss the Finnish education brand as Finnish education®. The article provides an analysis of the elements constituting the brand and opens up a critical discussion on the ethics of branding education through cultural and national characteristics.  相似文献

Abstract

Collaboration with parents is widely regarded as important in the education of children and young people, yet teachers rarely feel sufficiently prepared for this task. Several studies indicate that initial teacher education (ITE) programmes struggle to address issues of family–school partnerships (FSP). Our purpose in this study was to assess whether national ITE frameworks in seven European countries enable or constrain effective FSP preparation for preservice teachers. Our data, drawn from document analysis and national surveys, suggests that, despite the importance officially attributed to FSP at both governmental and ITE institutional levels, no single country presents a satisfactory picture in terms of FSP provision within their ITE programmes or in the extent to which preservice teachers are prepared to deal with the issue. Regardless of the existence (or not) of a national curriculum and variations, both in terms of legally-required competences and the amount of attention given to FSP in ITE programmes, it appears that simply making FSP compulsory is not the solution. Nor do national frameworks, in themselves, really appear to shape and direct the provision offered. Essentially FSP preparation still seems to depend upon the proclivities and expertise of individual teacher educators.  相似文献

The author links the “learning to do” pillar, one of the four pillars of the Delors Report of 1996 Delors J Report to UNESCO of the International Commission on Education for the Twenty First Century: Learning: The Treasure Within Paris: UNESCO 1996  [Google Scholar], “Learning: The Treasure Within”, to the principles and purposes of an entrepreneurial university and the aims of the European Commission and the Bologna Process to enhance the employability of graduates of higher education. An entrepreneurial university will fulfill the meaning of this pillar, particularly if it includes life‐long learning, career counseling, instruction and training in job‐related social skills, and a commitment to educate and to train graduates who will be agents of change. Universities must also promote intellectual entrepreneurship as a means to achieving worthy ends including sustainable employability and human values.  相似文献

This paper uses data from the 1988 Family Expenditure Survey to estimate and analyze the private expenditure on education in Greece. Such expenditure amounts to 111,624 million drs per year or 2.1% of total household expenditure. The aggregate expenditure of households is roughly half of what the state is spending on education. The dominant type of expenditure is for foreign languages and private crammer schools (frontisteria). There are sharp differences in private expenditure on education depending on the location of the household (spending in Athens is two-and-a-half times that of small towns and villages), the household's total expenditure, as well as the occupation and educational level of the head of the household. The findings are discussed in the context of the equity and efficiency of current education provision and financing policies.  相似文献

Recognition and toleration are ways of relating to the diversity characteristic of multicultural societies. The article concerns the possible meanings of toleration and recognition, and the conflict that is often claimed to exist between these two approaches to diversity. Different forms or interpretations of recognition and toleration are considered, confusing and problematic uses of the terms are noted, and the compatibility of toleration and recognition is discussed. The article argues that there is a range of legitimate and importantly different conceptions of both toleration and recognition that are often not clearly distinguished, and that compatibility varies across this range and depending on what one considers the conceptions in relation to.  相似文献

Parental involvement in public education is an expression of joint responsibility between parents and the state in which parents are expected to comply with current educational policy. Moreover, parents are often perceived as reactive, whereas the educational administration is seen as proactive, mainly by reducing barriers and establishing mechanisms for parental involvement. Referring to proactive involvement in which parents practice noncompliance while fighting the system, this study conceptualizes ‘parental entrepreneurship.’ The practical aspects of parental entrepreneurship are analyzed based on three well-known manifestations: homeschooling, the integration of children with special needs, and parental cooperatives within early childhood education and care. Parental entrepreneurship further exemplifies the blurry boundaries between parents and administration as regards children’s education and demonstrates that the entrepreneurial role parents may play in reforming formal public education. Parental entrepreneurship also illuminates the ongoing renegotiation of the foundations of the social contract between parents and the government, primarily in relation to professionalism, legitimacy, and authority.  相似文献

Active participation of Brazilian civil society, coupled with the 2007 education development plan launched by the Brazilian government, provides an interesting example of the influences of the Dakar Goals. The two domestic initiatives share the same name, spirit and direction proposed in Dakar 2000. Here we analyze changes in the Brazilian policies and indicators related to the Dakar Education Goals. Since they were promulgated, we note: (1) an increase in enrolment over the relevant period; (2) access to primary education was nearly universal by 2000; (3) numbers of over-aged youth and adult students declined considerably during the period, but access did not expand; (4) illiteracy has been falling at a rate which, if sustained, will enable us to meet the goal; (5) gender discrimination was not apparent in Brazil; (6) most pupil proficiency indicators have deteriorated progressively from what was already a low standard. In summary, quantitative indicators did improve over the period while most qualitative indicators worsened.  相似文献
