一体化背景下的中东欧国家高等教育改革探析

苏东剧变后,中东欧国家积极融入欧洲一体化建设之中,其高等教育也进行了一场深刻的变革。各个国家积极参与欧洲高等教育学区的创建,进行了一系列教育改革,取得了一定成就。但由于中东欧国家与欧盟原有成员国的教育还存在差异,致使中东欧国家在参与欧洲教育一体化中面临挑战,存在一定的问题。     

中东欧教育丝绸之路路径探析——基于《2006-2015爱沙尼亚高等教育战略》的分析

构筑中东欧教育丝绸之路,中国应主动对接沿线国家的发展需求.作为中东欧国家的典型代表,爱沙尼亚在《2006-2015爱沙尼亚高等教育战略》中设置了四大行动,即高等教育的质量保障行动、高等教育紧密对接技能型人才市场需求的行动、高等教育紧密结合科学研究的行动和构建高等教育资助体系的行动.而在该战略实施过程中,爱沙尼亚所接收留学生在来源国家分布、专业领域、培养层次三方面均未满足这四大行动所围绕的国家发展需求.为对接这些需求,建议我国构筑中东欧教育丝绸之路,加大资助力度,促进与中东欧沿线国家之间高等教育的互动往来,着重与中东欧沿线国家联合培养技能型、研究型人才,并重点发展欧洲语言、自然科学和工程技术学科领域.     

博洛尼亚进程：对英国和西班牙会计教育的比较研究

1999年欧盟国家签订了博洛尼亚宣言后,面临这样一个重大的挑战：通过建立欧洲高等教育学区融合他们的高等教育体系。为了达到欧洲高等教育学区的战略目标,欧洲国家现存的高等教育体系的很多方面受到检查和修改。这些战略目标是：（1）一个可比较的高等教育学位体系;（2）一种大学研究的两个系列结构;（3）欧洲学分转换系统的执行;（4）高等教育体系的质量保证;（5）为了促进学生和学者的流动性,对人力资本的自由流动进行推广。

一、博洛尼亚进程1999年,欧洲29个国家在意大利博洛尼亚举行的会议上,签署了博洛尼亚宣言,并确定了2010年前建立“欧洲高等教育区”的发展目标,博洛尼亚进程应运而生。这次会议的目标是:消除欧洲内国家之间学生流动的障碍;提高欧洲高等教育在全世界范围内的吸引力;确定欧洲范围内的高等教育系统的共同框架,并在这个框架之内建立本科和研究生两个阶段的高等教育结构。     

欧洲高等教育管理模式的特点及对我国高教管理改革的启示

与英国“学术团体”管理模式、美国“市场”管理模式相比,欧洲高等教育管理的主要模式是“科层”(bureaucracy)型。科层型管理模式的主要特点是:第一,管理具有等级性;第二,权威由地位决定;第三,制度的标准化。欧洲高等教育主要有四级管理层次:即教授、学院、大学和国家。在英美出每个大学管理的事务,例如学生的录取、课程和文凭的认可、教师的规模、学校的内部管理结构,在欧洲许多国家却是通过教育部以法律的形式加以规定。由于政府充当了大学之间的协调者、标准的制订者和主要经费的提供者,所以限制了学     

欧洲高等教育区“透明”政策工具开发述评

为促进欧洲高等教育一体化进程,欧盟支持多个试点项目来研发旨在提高欧洲高等教育机构间透明性的政策工具,包括:“大学地图”项目开发的高等教育分类工具;“多维度大学排名”项目开发的高等教育排名工具;“欧洲微型数据搜集”项目和“欧洲高等教育注册”项目开发的高校数据信息搜集工具;“欧洲大学科研评估”项目开发的大学科研评估工具;“高等教育学习成果评价”项目开发的学习效果评估工具.这些政策工具相互补充与支持,通过共享一套概念框架和引入多元利益群体参与的方法,形成了欧洲高等教育区域整合的独特机制,使多样化的欧洲高等教育区变得更加透明.

从上个世纪90年代开始，欧盟委员会制定与实施了“里斯本战略”和“博洛尼亚进程”等欧洲层面的政策战略协议，并对欧洲高等教育的发展产生了深远影响。本文首先简述了欧盟委员会参与高等教育的历程。并分别论述了“里斯本战略”和“博洛尼亚进程”对欧洲高等教育产生的具体影响。欧盟委员会的角色在参与高等教育的制定过程中发生了转变，更具目的性与针对性，提高质量，促进与欧洲的合作，同时更具国际视野：在欧盟的框架下。欧盟委员会逐步扩大了参与高等教育的广度与深度，促进欧洲大学地位的提高，并且使成员国家的教育政策边缘化。欧盟委员会占据了欧洲高等教育话语的霸权．使高等教育成为欧洲的公共讨论空间．     

博洛尼亚进程中高等教育一体化与多样化的协调

一体化与多样化的协调是欧洲高等教育区建设面临的一个重要问题。从词源来看,“一体化”与“多样化”并不是对立的两个概念,人们对此存在一定的误解。事实上,“一体化”与“多样化”可以协调并存：在理论上,二者的和谐共存有内在的合理性,必须相互依存;在实践中,以德国、法国和俄罗斯为代表的三种高等教育模式实现了以一体化协调的多样化,以多样化支撑的一体化。一体化与多样化的协调不仅方便了国家之间的交流与合作,还体现和保留了本国高等教育特色。这对我们处理高等教育国际化与本土化的问题提供了思路与借鉴。

The Reader Response Approach to Teaching of English Literature

During interview with English majors, it was found that a majority of students expressed disappointment with their experience of English literature classes. Students' dislike of learning English literature appears to be the major problem of teaching English literature in China. Reader response approach is a good way to solve this problem. In this paper, I explain the rationale behind the reader response approach, such as its origin, definition, features, assumptions, and strategies. Then I illustrate how reader response approach works as a teaching strategy by presenting several teaching models. At last I evaluate its usefuiness for teachers and present the advantages of reader response approach in Chinese context.
