This paper explores stakeholders' views on the desirability of collaborative continuing professional development (CPD) and examines potential barriers. It draws on two projects which each explore perceptions of CPD for teachers in Scotland. The data include interviews with key informants and with practising teachers as well as survey data from Year 2–6 teachers. Analysis of data reveals an aspirational view of collaborative CPD, yet some of the data also reveal a pragmatic, occupational approach to CPD where the structure of the CPD framework is seen as fixed and not conducive to collaborative endeavour. The data are analysed with reference to the triple lens framework which offers a composite framework for understanding teacher learning. The analysis is considered in relation to both the growing literature on collaborative CPD and the current policy context in Scotland, drawing out key messages of relevance to wider European and international contexts.  相似文献

While reflection continues to be promoted as a central feature of teachers' continuous professional development (CPD) activities in Scotland and elsewhere, a wider debate across professions and national boundaries has opened as to how reflection might be re-conceptualised to restore its social and critical dimensions. This paper seeks to contribute to this debate, arguing that drawing ideas from the literatures on both reflection and communities of practice provides a sounder foundation upon which to build CPD activities that are likely to support professional renewal than that provided by either concept by itself. In particular, the authors draw on their participation in a number of Scottish research and development projects to focus on shared sense-making and collaborative engagement as activities that can enhance reflection. In a series of policy documents over the past decade, the idea of a ‘New Professionalism’ for teachers has been constructed. It encompasses three core components: a national framework of professional standards; performance management; and continuing professional development (CPD). The planned interplay of these components into a coherent whole has been at the heart of a reframing of the teacher's role. While much has been said about the vision in both positive and negative terms, few studies have provided empirical insight into the implementation and experience of this policy. Drawing upon the findings of a TDA-funded nationwide (England) research project, the extent to which these ideas and policies have been adopted in practice, and what implications these actual behaviours carry for the debate about ‘New Professionalism’, are assessed.

A key finding was that while the framework of professional standards and the structures of performance management processes were essentially in place, the third plinth of the New Professionalism, CPD, remains mainly as a bolt-on, pragmatically allocated and inconsistently accessed in schools. As such, it is unable to bear the weight of what is required of it, and claimed for it. The widespread failure to tackle the strategic dimension that links performance management to CPD, to engage in criterion-based evaluation of training or to identify appropriate development opportunities in schools, have all tended to obstruct the road to ‘New Professionalism’.  相似文献

The scale of English language education in China is astounding, but recent research has shown that the latest national English education policy for Chinese schools has not been implemented successfully due to various reasons. One reason given for the lack of success is the impracticability of the top-down policy itself excluding teachers’ involvement and neglecting the contextual constraints. Building on the theoretical framework of multi-levelled actors in language planning and language policy, and drawing on some key concepts in relation to power in Critical Language Policy research, this paper explores how a national English language curriculum that emphasizes the international standards and norms in curriculum design has been enacted, ineffectively, by the key stakeholders through analysing the specific roles of three groups of key stakeholders involved in the English as a foreign language curriculum policy implementation.  相似文献

Scotland, traditionally, has high levels of confidence in teachers. Fairness and justice are key concepts in policy and practice in Scottish education. For more than 100 years, the high-stakes assessment system in Scotland, with the Scottish Higher qualification at its heart, has been crucial to that sense of opportunity and justice. However, in 2019–2020, public confidence in high-stakes assessment in Scotland, as in other United Kingdom countries, was dented. In Scotland, the Covid-19 pandemic meant that schools were closed, teachers provided online learning opportunities for pupils working at home and, for the first time in 130 years, it was not possible to run national examinations. To ensure that learners were not further disadvantaged, alternative approaches to gathering evidence for qualifications were instigated. However, these results were challenged as socially unjust and the results that had been nationally moderated were replaced by results based on locally moderated teachers' professional judgement. As Scotland looks to qualifications beyond Covid-19, trust must be re-built. This article reports on a participative research project that sought to understand public perceptions of standards and fairness across a range of key communities following this experience. Drawing on both qualitative and quantitative data, we analyse factors which affected trust in National Qualifications under the pandemic. The evidence suggests that when considering what matters for qualifications to be trusted, technocratic solutions are likely to be rejected by stakeholders. Understanding and responding to what led to the mistrust of qualifications in Scotland will be crucial to inform its future qualifications system.  相似文献

This paper traces the key periods, players and events which have contributed to the shaping of the current landscape of teacher education in Scotland. Starting with the Wheatley Report and the formation of the General Teaching Council (Scotland) in the 1960s through to the most recent Donaldson Review of Teacher Education, we examine ebb and flow amongst GTCS, government, colleges of education and universities. Following its own trajectory, Scottish Education resisted and rejected policies emanating from an ‘English’ ideology, capitalised on respect for and influence of the GTCS, and successfully moved teacher education’s base from autonomous colleges to high-status universities. At the core of teacher education in Scotland is the continuing desire for partnership-working amongst key stakeholders: local and national government, GTCS, schools, teacher education institutions, teaching unions, parents and pupils. A teaching profession of trained graduates, underpinned by university-led subject study, is now moving steadily towards Masters-level professional learning for all. Although having faced some troubled episodes, this period has also been characterised by remarkable stability and consensus and, although still tackling the improvement agenda suggested by the recent Donaldson review, teacher education in Scotland has retained a high degree of public and political trust.  相似文献

Background This paper compares the findings from a recent, large-scale UK-wide survey of primary teachers' confidence in teaching science with the results of a seminal report carried out 10 years ago by Wynne Harlen in Scotland. Recent reports from across the UK have indicated there are still serious concerns relating to primary teachers' confidence and ability to teach science effectively.

Purpose The main research aims were to provide a clear, evidence-based analysis of the current issues facing primary science in the UK; explore primary teachers' confidence in science teaching and to evaluate the impact of science initiatives taking place in UK primary schools.

Sample The sample for the study comprised: telephone interviews with 300 primary teachers from all UK regions; seven focus groups of primary teachers held in England, Northern Ireland, Scotland and Wales to further explore the issues raised in the telephone interviews; and workshops from a two-day conference of 75 stakeholders in primary science from all UK regions (approximately half the delegates were teachers; also represented were teacher educators (initial and continuing professional development), curriculum developers and policy-makers). In addition, 100 teacher education institutions were surveyed in relation to their participation in primary science initiatives.

Design and methods The methodology for both studies comprised qualitative and quantitative elements (see sample details, above). All data were collected between June and September 2004.

Results The findings indicated that there are improvements in some areas of primary teachers' confidence in teaching science. However, the study showed that half of the teachers surveyed cited lack of teacher confidence and ability to teach science as the current issue of major concern in primary science. This paper also reports on some of the professional development initiatives carried out by higher education institutions in primary science.

Conclusions The paper concludes that there has been some progress in developing teacher confidence in primary science over the past 10 years. However, the situation is still critical for all stakeholders. Half of the teachers surveyed in the UK for the present study identified lack of teacher confidence and ability to teach science as the major issue of concern in primary science. Higher education institutions need to enhance the preparation of new primary teachers to ensure that they are all confident and effective teachers of science. They could also increase their partnership work with schools and other continuing professional development (CPD) providers in relation to primary science. The evidence demonstrates clearly that there is a need for substantially increasing science professional development for primary teachers. It also shows that such professional development could be more effectively targeted at specific aspects of science teaching that are more challenging for teachers. Further, the study shows that professional development in science works, in that teachers who have experienced science continuing professional development (CPD) are much more confident to teach science than those who have not.  相似文献

Teacher research has been identified as a transformative model of CPD. However, as illustrated in the OECD’s TALIS study, while teachers recognise the benefits of classroom enquiry for their own work, their participation in it is low. This paper examines the possible reasons for this discrepancy by considering the views of Irish teachers surveyed during a CPD needs analysis. The data were collected using a national online survey, with both open-ended and closed-ended items, which sought teacher views on different aspects of their engagement in CPD. Following a pilot study, invitations to participate were emailed to all recognised primary and secondary schools throughout Ireland, resulting in a convenience sample of 496 teachers, comprising 227 primary teachers and 269 secondary teachers. The results suggest that the extent to which CPD enables teachers to undertake enquiry that is relevant is key in the minds of teachers. The availability of support for undertaking research, as well as practical issues such as time and cost, are also crucial considerations.  相似文献

Educational reforms, particularly in a contested subject such as Religious Education (RE), have unsettled boundaries principally because actors demand or expect different outcomes of these reforms. In the cases of Scotland and Malawi the present paper examines how different stakeholders have engaged with RE reforms. It thus ascertains whether, if at all, there are major points of difference on salient issues that underscore the micro-politics of RE reform in radically diverse national contexts, one African (Malawi) and other European (Scotland). It concludes that despite the complexity of RE as a school subject and subtle differences in national contexts in which it is debated and constructed, there is greater similarity on issues that underpin the micro-politics of RE reform in transnational contexts.  相似文献

This study examines how different stakeholders experience the quality of a nationally developed assessment framework for summative, competence-based assessment (CBA) in AVET, which aims to reflect theoretical characteristics of high quality CBAs. The quality of two summative CBAs, based on this national framework, is evaluated along an extensive, validated set of quality criteria for CBA evaluation and through involving key stakeholders (i.e., students, teachers, developers, and employers). By triangulating quantitative and qualitative evaluations and argumentations of key stakeholders, this study gives insight into the processes and characteristics that determine CBA quality in VET educational practice in relation to theoretical notions of high quality CBAs. Results support many theoretical characteristics and refine them for reaching quality in actual assessment practice. Strikingly, developers and teachers are more critical about the assessment quality than students and employers. The discussion reflects on the theoretical CBA characteristics in the light of the empirical findings and deduces practical implications for the national assessment framework as well as other summative CBAs in VET.  相似文献

According to government policy in Ireland, special needs assistants (SNAs) may be employed in post-primary schools to support students deemed to have chronic and serious care needs. There is currently no national policy regarding the continuing professional development (CPD) of SNAs, to meet the requirements of their role. This study investigated the CPD needs of SNAs, working in post-primary schools, in the Border, Midland and Western region of Ireland. Findings from a survey of SNAs and principals revealed that while the majority agreed CPD for SNAs should be compulsory, an ad hoc approach to provision of CPD prevailed, and barriers to CPD were identified. Findings also indicated that CPD in supporting students with Emotional and Behaviour Disorders was a key requirement identified by principals and SNAs. Supporting students with Autism Spectrum Disorder and promoting student independence were also identified as areas for CPD. The need for a national policy with regard to CPD for SNAs is highlighted.  相似文献

Over the past years, Greece has been undergoing a severe financial crisis. The main purpose of this study was to examine how early childhood teachers perceive continuing professional development (CPD) under such societal turmoil. More specifically, this study examined the perceptions of 45 in-service kindergarten teachers attending the ‘Didaskaleio’ training institute. Results showed that although Greek early educators express a positive attitude towards CPD, there are certain contradictions in their views regarding the way they perceive CPD and their expectations regarding CPD activities. Results indirectly reflect the changing context, the systemic weaknesses and the antinomies of Greek early childhood education.  相似文献

This paper offers analysis and evaluation of ‘Creative Science Teaching (CST) Labs III’, a unique and immersive approach to science teachers’ continuing professional development (CPD) designed and run by a London-based organisation, Performing Arts Labs (PAL), involving specialists from the arts, science and technology as integral. Articulating the key features of the experience and its perceived influences and by setting these in the wider context of the literatures in continuing professional development and creative teaching and learning, the paper seeks to demonstrate novel dimensions that this initiative has to offer CPD in creative teaching and the ensuing learning, highlighting key questions for further developing these new dimensions.  相似文献

The increasing complexity of health care practice makes continuing professional development (CPD) essential for health care professionals. Simulation-based training is a CPD activity that is often applied to improve interprofessional collaboration and the quality of care. The aim of this study is to explore simulation as a pedagogical practice for the CPD of health care professionals. Specifically, the study focuses on how a professional development activity, the simulation, is enacted to support interprofessional collaboration and learning. A practice theory perspective is used as the theoretical framework. In this, the professional practice is conceptualised as being embodied, relational and situated in sociomaterial arrangements. Ten introduction and reflection sessions following interprofessional full-scale manikin-based simulations with professionals were video-recorded. The recordings were analysed following a stepwise qualitative collaborative approach developed for the purpose. The key findings suggest that the professional competence activity is enacted and interconnected with and governed by historical traditions of institutional teaching practices as well as simulation practices. Despite the intentions of team and interprofessional training, the institutional teaching and simulation practices constrain and hinder the intended outcomes of professional development in interprofessional collaboration.  相似文献

An information literacy (IL) framework has been proposed for Hong Kong students to adapt to the emergence of the knowledge‐based society, digital culture and globalisation. The aims of the study reported herein were to validate the proposed IL model and collect the views of practitioners and representative stakeholders on the possibility of its successful implementation. The findings of a survey, focus group discussions and in‐depth interviews indicate that the aims and scope of the IL model were recognised as being relevant. Three key issues of professional development in the IL education—the realisation of capacity building, obtaining the consensus and support of school principals and teachers, and allowing practitioners the flexibility to organise their own development—were identified from amongst the concerns of practitioners and representative stakeholders. Nine modules for teacher professional development are proposed here to address these issues.  相似文献

This article analyses the growing focus on teacher competences in European policy discourse against the backdrop of global convergences in education reforms. It traces key ideas, policy recommendations, peer learning and documents which underscore the relevance of teacher quality for education improvement, as recently stressed in the European Commission Communication and Staff Working Documents Rethinking Education. The intertwining of teacher competence frameworks with other areas of education policy is outlined — key competences in school education, the quality of initial teacher education, and the continuous professional development of teachers — teasing out reasons for their central role. Some insights from research and peer learning then explore key implications in the defining and implementing of teacher competence frameworks in national education systems. A comparative viewpoint further analyses current policy trends about teacher competences across European national contexts, in discourse and practice. In order to do so, a framework of analysis takes into account system features as key variables affecting national policy — roles and responsibilities of stakeholders, governance and education cultures, and the status of the teaching profession. Across the variety of policy practices, the analysis endeavours to trace some emerging patterns and trends, highlighting paradigmatic national examples, with some food for thought.  相似文献

Using a novel theoretical framework that incorporates teacher identity, a school as community of practice, and English as a global language from a linguistic-imperialism perspective, this qualitative interview study with foreign-language teachers in Scotland, France, and Germany (N = 13) explores connections between foreign-language-learning decline and the impact of this decline on teachers’ identity across the three countries. Findings indicate similar trends across contexts in the dominance of English over other languages (and the identities of those who teach them) and support previous research on the importance of considering subject area, and its valuing by a range of stakeholders, as fundamental to teacher identity. Directions are proposed for future research and practice that emphasise taking an interdisciplinary approach to the notion of a subject area’s decline.  相似文献

In 1989 the Nigerian Government issued a major sports policy document, ostensibly representing an unprecedented initiative to maximise the effectiveness of national sports agencies. This policy anticipates a key role for the higher education sector in sports programme reform. The purpose of this paper is to assess the extent to which the Nigerian university sector has adjusted its sports ethos in line with the national sports policy objectives and to review the implications of the current trends for involvement of higher education in sports policy making arenas in Nigeria.  相似文献
