Abstract

In keeping with the theme of the 40th anniversary issue of EJTE, this article looks back and forward at US teacher education accountability. It argues that “holding teacher education accountable” has been the major approach to reforming teacher education in the US for the last two decades, assuming that enhanced teacher education quality depends on vigilant public evaluation and monitoring of outcomes related to teacher education institutions, programs, and teacher candidates. This article looks back at the “era of accountability” by examining five policy, political, and professional developments that contributed to its emergence and strong hold on US teacher education. Looking forward to the future of teacher education accountability in the US, the article argues that we need a new approach – democratic accountability in teacher education – which is based on intelligent professional responsibility for students’ learning including democratic knowledge and skills, strong equity, and genuine collaboration with multiple stakeholders.  相似文献

ABSTRACT

New education reforms in Australia, and elsewhere in the world, are calling for degree-qualified early childhood teachers to work in prior to school contexts, including child care. Yet, emerging research indicates that the majority of early childhood graduates are averse to work in child care, with a career desire to work in other contexts – primary, kindergarten, preschool. This paper reports on a pilot study that focused on early childhood teacher preparation, with attention to child care professional experience. Interviews with early childhood teacher educators, including program coordinators, focused on the decision making processes about the child care professional experience. Discourse analysis located some of the competing and complex discursive considerations, illuminating the contingencies and tensions that face early childhood teacher educators. The imperatives on reflective thinking and decision making in complex early childhood teacher education landscapes are illuminated. These contingencies and tensions have implications for the workforce they are charged to prepare, as policy imperatives call for teachers prepared and willing to work in child care.  相似文献

ABSTRACT

The needs of a globalized economy are rapidly changing what is legitimated as school knowledge and values, and calling up new understandings of teachers’ role in stimulating democratic spaces. We have termed this Teachers’ Democratic Assignment. We examine changing notions of teachers’ democratic assignment in Ireland and Sweden using a Critical Discourse Analysis. We tested our hypothesis that teachers’ democratic assignment has changed in unprecedented ways using an analysis of policy documents in teacher education. Our findings reported a substantive converging paradigm shift from a predominantly progressive (reconstructivist) curriculum discourse where democracy was seen as inextricably linked to everyday practice in the early years of this century, to a more essentialist (perennialist) discourse in recent times. The findings will have interest for a wider audience and have implications for the role of democracy in teacher education as well as the question of education as a social responsibility for a vibrant democracy.  相似文献

Abstract

Since the late 1980s, reform of the Spanish education system has been justified by reformists as a response to the social and economic changes that have occurred in Spanish society since the democratic transition in the 1970s. Consolidation of democracy, development of technology and economic convergence with the advanced nations of Europe have been seen as the major challenges for educational reform. Restructuring and legitimation processes derived from the requirements of the new reform have been conceptualized as a policy of reconversion, the main purpose of which is to maintain, or achieve, a strong competitive position in the international market. In this paper, conceptualizing educational reform as a reconversion process will allow us to link aspects of the new curriculum (content, pedagogy and assessment), school organization, teaching and teacher education in physical education with wider economic, social and cultural influences and explore the tensions and conflicts between policy and practice in PE in schools. The paper will argue that there is a widening gap between the interests of progressive educationalists and the direction of market‐driven education reform.  相似文献

ABSTRACT

Assessment is a major component of education, significant in directing what is identified as valued student learning. This paper is framed within an understanding of imperative and exhortative policy. Two paradigmatically different, and potentially contesting, assessment policy directions in Australian education – educational accountability to monitor school and teacher performance, and teacher assessment practices to improve learning (assessment for learning [AfL] or formative assessment) – are examined for their impact on teacher professionalism. Both approaches have official endorsement in Australian policy. Mandated participation in national tests is indicative of educational accountability assessments under national direction. While also endorsed nationally, AfL implementation is reliant on state and territory direction. Our examination reveals tensions in the alignment of both policies. This is evident in the impact of accountability assessment on AfL implementation, in particular, teachers’ understandings of valued assessment evidence. We conclude that a paradigmatic shift to support student learning in Australian schools is a policy imperative that includes the need for professional development and learning support for teachers.  相似文献

ABSTRACT

This paper is an account of how a group of Japanese English language teachers, who questioned current teacher professional education and English language education reforms, learnt to challenge the dominant discourse and find ways of conducting more democratic teacher professional education. It describes how those teachers, including the author, generated a collective theory on communicative competence through the process of their inquiry. It explains how they came to appreciate the action research methodology used for this study, grounded in reflective practice, which in turn helped to develop the author’s understanding of second person action research. It also tells how the teachers learnt to take the initiative in communicating the thinking which informed their practices to others and began to engage in ‘communicative action’ As a result of these outcomes, the paper suggests a potential new form of teacher professional learning aimed towards more democratic relationships between participants. It is hoped that the implications of the research findings could contribute to broader discussions about policy pertaining to teacher professional development.  相似文献

Abstract

This article explores the tensions between the potential of computer conferencing as represented by theoretical models and its actual uses in higher education. An overview of the literature highlights major themes that run throughout this body of research, including claims that the medium: 1. provides a democratic environment due to the equal access afforded to participants; 2. enhances active learning and collaboration; 3. shifts the role of the teacher from classroom leader to facilitator of learning; and 4. encourages more thoughtful participation due to the text-based, asynchronous nature of interaction. Against this backdrop, case studies of courses taught through The New School for Social Research's on-line programme provide empirical data that challenge many of these claims. A discussion of teaching practices related to student participation and perceptions of computer conferencing is also offered to serve practitioners and teacher education efforts.  相似文献

This paper presents a collaborative self-study of three teacher educators and how they understood, practiced, and promoted democratic education in response to the divisive rhetoric of 2015–2016 at a Hispanic-Serving Institution (HSI) in Southern California. The prevalence of neoliberal ideologies throughout the 2016 election season challenged our understandings of democratic education. ABSTRACT

The practice of teacher education is inextricably linked to the policy environment in which it occurs. Calls by policymakers and politicians for accountability measures, standardization and performance assessments are efforts to influence the direction of the preparation of educators. In this self-study, I examine my participation in a state-level teacher education policy decision-making body in the United States in order to illuminate how policy decisions are made about teacher education. More specifically, I discuss the kinds of warrants about teacher education practice that I deployed as I navigated the political and practical consequences of policy decisions. This study serves not only to illuminate the nature of policy discussions in teacher education, but also to encourage teacher educators to engage directly the policy-making arenas that implicitly and explicitly influence their work.  相似文献

Abstract

Background: International achievement studies such as the Programme for International Student Assessment (PISA) have an increasing influence on education policy worldwide. The use of such data can provide a basis for evidence-based policy-making to initiate educational reform. Finland, a high performer in PISA, is often cited as an example of both efficient and equitable education. Finland’s teachers and teacher education have not only garnered much attention for their role in the country’s PISA successes, but have also influenced education policy change in England.

Main argument: This article argues that the Finnish model of teacher education has been borrowed uncritically by UK policy-makers. Finnish and English philosophies of teacher preparation differ greatly, and the borrowing of the Finnish teacher education model does not fit within the teacher training viewpoint of England. The borrowed policies, thus, were decontextualised from the wider values and underpinnings of Finnish education. This piecemeal, ‘pick “n” mix’ approach to education policy reform ignores the fact that educational policies and ‘practices exist in ecological relationships with one another and in whole ecosystems of interrelated practices’. Thus, these borrowed teacher preparation policies will not necessarily lead to the outcomes outlined by policy-makers in the reforms.

Sources of evidence: Two teacher preparation reforms in England, the University Training Schools (outlined in the UK Government’s 2010 Schools White Paper, The Importance of Teaching) and the Master’s in Teaching and Learning (MTL), are used to illustrate the problematic nature of uncritical policy borrowing. This article juxtaposes these policies with the Finnish model of teacher education, a research-based programme where all candidates are required to complete a Master’s degree. The contradictions exposed from this analysis further highlight the divergent practices of teacher preparation in England and Finland, or the disparate ‘ecosystems’. Evidence of educational policy borrowing in other settings is also considered.

Conclusions: Both the MTL and the White Paper reforms overlook the ‘ecosystem’ surrounding Finnish teacher education. The school-based MTL contrasts with the research-based Finnish teachers’ MA. Similarly, the University Training Schools scheme, based on Finnish university-affiliated, teaching practice schools, contrasts heavily with the rest of the White Paper reforms, which contradict the philosophies and ethos behind Finnish teacher education by proposing the move of English teacher preparation away from the universities. The analysis highlights the uncritical eye through which politicians may view international survey results, looking for ‘quick fix’ options instead of utilising academic evidence for investigation on education and education reform.  相似文献

Abstract

This article is an attempt to answer some of the criticisms of the notion of reflective practice in teacher education. It is argued that in a democratic society personal autonomy is an important ideal of education, including teacher education, and that therefore the notion of reflective practice should have a central place. The relationship between autonomy and the reflective self is clarified with reference to different models of the self. In the light of this, the purpose of teacher education for autonomy is defined in terms of the nature of the committed as well as the reflective aspects of the self. The argument is further illustrated and elaborated by examining Schb'n's attempt to reintellec‐tualize professional practice through an analysis of the reflective practitioner as artist. In addition to facilitating self‐analysis and reflection, teacher education should raise awareness of the need to produce and reproduce the milieu of democratic reform. In conclusion, the role of the disciplines is reviewed as a resource for pursuing the goal of autonomy in teacher education.  相似文献

Abstract

Educational policy changes are intertwined with teacher education at multiple levels, affecting teacher educators in a variety of ways. Despite the different contexts, teacher educators in the United States and India must fulfill a variety of roles in order to meet the demands within those contexts. This qualitative study compared the cases of seven teacher educators in Iowa in the United States and seven teacher educators in Delhi, India on their common experience of mandated policy changes. Collaboration was found to be central in the teacher education policy implementation process in Iowa, USA and Delhi, India.  相似文献

Summary

This article reviews recent progress in the reform of initial teacher education in England and Wales. The first part outlines the development of government policy, with particular emphasis on changes announced in the speech of Kenneth Clarke, Secretary of State for Education, to the North of England Education Conference in January 1992. The second part presents an analysis of the policy, identifying its roots and some conceptual and practical difficulties. Part three surveys ways in which provision of initial teacher education in institutions of higher education has been responding to internal and external pressures for change, with emphasis on developments since 1989. The final part makes proposals about the future direction of policy, arguing that there remain key questions to be addressed about the nature of teacher education, the process of change, and the relationship of teacher education to higher education.  相似文献

Abstract

The relationships between politics and teacher education have become increasingly close over recent decades in many contexts around the world, often causing significant challenges as well as some opportunities. In this article, we draw on a project on the reform of teacher education in Russia and through a comparison with the development of teacher education policy in England – especially over the last forty years – we explore how the evolution of a new politics in both contexts has affected policy on teaching and teacher education. Looking, for example, at ‘post-communism’ and ‘neoliberalism’ and their respective impacts on political systems, a number of contradictions and paradoxes are identified, when comparisons are drawn between the two systems.  相似文献

ABSTRACT

This article explores how a school’s decision to become co-operative affects its engagement relationships with students and parents. The findings stem from a wider study exploring approaches to engagement in a recently converted co-operative academy, a large secondary school in a northern English city. The article surfaces the possibilities and tensions that occur as the school seeks to reposition itself in the English education marketplace, with a co-operative model that explicitly sets out to promote mutualisation, not privatisation; ‘we’ rather than ‘me’. The process of becoming co-operative is examined by exploring the underlying purposes of the school’s engagement with students and parents and the relationships that emerge as a result. The study surfaces the issues faced as a co-operative school seeks to enact thicker, ‘collective forms’ of democratic engagement against a backdrop of English education policy based on individualistic notions of democracy as freedom of choice. The findings point to the need for a different policy understanding of school engagement, an understanding that suggests engagement is about the process of developing more equitable, collaborative relationships with stakeholders and rests on the repositioning of students, parents and community members – from ‘choosers’ and ‘consumers’ to a collective public in education.  相似文献

ABSTRACT

This paper adopts an inductive analytical approach to reviewing the major state policies to reform teacher education in China. Based on the perceived impact on teachers and teacher education, 21 policy documents have been selected for this review. Five themes emerge in the analysis, which include: Expansion of teacher education by institutional diversification; structural changes through upgrading, merging and eliminating institutions and school; innovations on modes of teacher preparation, curricula and teaching practicum; certification and examinations; and strengthening teacher supply for the rural schools. The paper also analyses the contextual and systemic factors that affect the formulation and implementation of reform policies in teacher education and critically reflect the effect of these policies on Chinese teacher education.  相似文献

Education Action Zones (EAZs) were launched in the United Kingdom in 1998 as 'the standard bearers in a new crusade … to modernize education in areas of social deprivation, and hailed as a third way in education.' In the light of the authors ' ongoing evaluation of a single EAZ, the article examines the extent to which the ambitious claims made by government have been realised. It assesses the extent to which EAZs can be viewed as part of the British twentieth-century theme in education of tackling inequality. It demonstrates that EAZ policy was riddled with tensions and paradoxes arising out of the eccentric mix of neo-liberal, social democratic and Third Way approaches to addressing educational inequality. The article concludes that EAZs suffered from three types of error: concept, process and outcomes, and hence were a mission impossible. The authors argue that EAZs may, hopefully, be a lesson in making the vision of resolving education inequality possible.  相似文献

Abstract

The education policy of Conservative governments in Britain since 1979 is sometimes said to be contradictory. It purports to empower the consumer, but legislation has given the lie to this, vesting ever greater powers in central government, less so in Scotland, the more so in England and Wales. In short, education policy contains mixed messages, or contradictions. But these contradictions to some extent express the tensions which have become apparent in an age of transition: that between the modern and the postmodern, or between Fordist and ‘disorganised’ forms of capitalism. A new mode of regulation is being established within the agencies of the welfare state. It reveals an isomorphic structure ‐ at the level of the pupil, the teacher, the parent and the school ‐ whose purpose is the management of consent, and whose justification appeals to the culture of consumption. The analysis is illustrated mainly with reference to Scotland.  相似文献
