A complex arena of legal regulations governing public space and the built environment shape the opportunities for and nature of social interaction. This article develops a taxonomy of the indirect or accidental, intentional, or unintended regulations which influence social interaction in public spaces and suggests an expansion of the scope of communication law. The taxonomy developed through a case study of a suburban municipality and encompasses zoning laws (which address signage, facade, parking, display windows, take‐out and delivery service, and vending machines, the segregation of functions, design districts), penal codes, minimum drinking and driving ages, and the regulation of smoking in public places. These form the regulatory web around which communication in public life revolves.  相似文献

This paper examines the role of ideology in the social construction of meaning. It is argued that while interpretive philosophical frameworks have attributed a constitutive function to the role of communication in meaning construction, little attention has been paid to the ways in which social relations of power mediate in this process of meaning creation. Ideology, however, is a useful heuristic concept which provides a way of contextualizing the communication process within such power relations. It is argued that communication involves not only the process of creating meaning, but is also intrinsic to the means by which relations of domination are produced and reproduced. The notion of ideology is presented as the conceptual link between communication and power.  相似文献

This article presents a reflection on teaching and curriculum which promotes citizenship education and raises the issue of the purpose of higher education. I embrace a concept of education as action and reflection upon a world in order to change it - or as bell hooks calls it, education as a practice of freedom. I argue for the need to conceptualise students first as citizens, then as employable graduates. My experience involved a shift in focus from what is taught and an emphasis on examinations and essays, to how and what students learn and the process of learning. The article argues, however, that teaching and learning which attempts to balance tensions between values of the market-place and values of education as a practice of citizenship requires more than better teaching and assessment: it requires broader institutional support to be truly effective.  相似文献

This article offers an account of the understanding citizens need in order to justify moral principles in the public sphere and it identifies an important role for moral education in the promotion of that civic understanding. I develop this account through a contrastive analysis of Phillip Kitcher’s conception of public knowledge and Jurgen Habermas’ Discourse Ethics. Kitcher is focused on the social conditions necessary for the circulation of scientific knowledge in advanced democracies; the analysis offered in this article expands on what Habermas and other deliberative democrats claim are epistemic conditions necessary for the construction and circulation of moral understanding. I use this account to critically assess public policy that aims to ‘get around’ public deliberation by using strategies derived from behavioral economics in order to shift civic behavior in specific (moral) directions. Finally, I specify how such strategies have the potential to undermine moral understanding in the public sphere and I argue for a central role for moral education in mitigating such effects.  相似文献

The steering of higher education systems: a public management perspective   总被引:4,自引:0,他引:4  
This article focuses on the steering of higher education systems in the light of political science and public management approaches. It first recalls that an important part of the existing literature on higher education is focused on public policies in terms of reforms and decision-making, while the other part is dedicated to discovering and understanding the policy network or the policy regimes producing these policies. Both perspectives tend to look at higher education as a specific field. By contrast, the authors state that the transformations experienced in higher education are similar to those experienced by other key public services, an can be understood as a redefinition of the role of the nation state in the public generally. They therefore suggest to look at the steering patterns in higher education by investigating the underlying ‘narratives’ of public management reform and their variation or combination from one European nation state to another. Three main narratives of public services reform are discussed: the New Public Management (NPM), the Network governance and the Neo-Weberian narrative. For each narrative, the authors try to predict some ‘signs and symptoms’ that should be observed in higher education. Drawing on this reflection, the authors finally suggest further research perspectives which could be developed.

现代性与现代国家建构是两个相互联系的重要方面。现代性是现代国家的文化规定,现代国家是现代性外在表现形式。在当今世界上,随着全球化的发展,现代性因各国国情不同而各有不同的差异,因而在现代国家的建构上也表现出不同的特点。中国现代性具有中国的文化特点,中国现代性与中国的现代国家建构在总体上有相适应的方面,两者之间也存在着一定的张力,随着中国的改革开放,两者之间的协调必将促进中国的现代国家建设获得更大的发展。  相似文献
