Performance Technology Skills in Business: Implications for Preparation Originally published in 1995, PIQ 8.4

What to teach Performance Technologists should be derived out of an analysis of desired performance. Despite a general agreement on the definition of Performance Technology, desired performance currently varies in business and consulting organizations. This paper reports the results of a survey of 23 organizations regarding current performance of Performance Technologists and current preparation of people for the role. It suggests a three-stage model for preparing Performance Technologists.

A Proposed Domain of Human Performance Technology: Implications for Theory and Practice

In this article, I have proposed a domain and definition for the human performance technology field. I contend that the domain can provide an organizing structure for the field. The proposed domain consists of three major components: management functions, performance systems development functions, and components of human performance systems. In making this proposal, I have discussed as well systems theory and professional practice and outlined three major areas of implications: research, practice, and professional preparation. The domain presented is explicitly derived from and consistent with the principles of systems theory.

Deficient Critical Thinking Skills among College Graduates: Implications for leadership

Although higher education understands the need to develop critical thinkers, it has not lived up to the task consistently. Students are graduating deficient in these skills, unprepared to think critically once in the workforce. Limited development of cognitive processing skills leads to less effective leaders. Various definitions of critical thinking are examined to develop a general construct to guide the discussion as critical thinking is linked to constructivism, leadership, and education. Most pedagogy is content‐based built on deep knowledge. Successful critical thinking pedagogy is moving away from this paradigm, teaching students to think complexly. Some of the challenges faced by higher education moving to a critical thinking curricula are discussed, and recommendations are offered for improving outcomes.     

Disentangling Mathematics Target and Access Skills: Implications for Accommodation Assignment Practices

Appropriate assignment of accommodations is predicated on a clear distinction between target skills and access skills. In this study, we examine the agreement between test developer/researchers’ and educators’ classification of target and access skills as a possible explanatory mechanism for assigning accommodations. Findings indicate that participants with expertise in mathematics education had the highest agreement when classifying target skills, as evidenced by a higher overall sensitivity value and the greatest number of items with the highest sensitivity value. Conversely, special education faculty members had the highest overall agreement when classifying access skills, as evidenced by a higher overall specificity value. Mathematicians, however, had the highest sensitivity values for the greatest number of items. Implications for accommodation assignment practices are discussed.

Business cycles and state governmental finances: Implications for higher education

The national economy has been increasingly subject to macroeconomic fluctuations in the 1970s. This paper demonstrates that these fluctuations have an important impact on state public finance. Tax revenues for these governments are directly related to the aggregate level of economic activity. However, the uncontrollability of such expenditure components as welfare, and the inflationary pressures in all program areas may increase expenditure levels in the face of declining revenue.Since public institutions of higher education rely heavily on financial support from state governments, the cyclical budgetary conditions of these governments have important implications for higher education. Historically, a financial crunch in higher education has resulted in most program areas being restricted to a similar extent, which reflects the fact that administrators have not adjusted expenditure levels to effectively deal with cyclical financial problems. This paper documents the severity of cyclical fluctuations in higher education finance and suggests ways to cope with these problems.

Expert and Novice Performance: Implications for Clinical Training

Studies of advanced expertise development in a number of areas are reviewed in order to provide general suggestions about the elements of clinical training that might enhance counseling and educational psychology expertise. The emphasis of the discussion is on the connections between classroom instruction and practicum or internship experiences. Recommendations include changes in the sequencing, context, knowledge content, practice conditions, and motivational support provided to students.     

Competency Pay for Professionals and Managers in Business: A Review and Implications for Teachers

This article describes the use of a form of pay for knowledge and skills used for professional workers in the private sector known as competency-based pay. The definition of competencies, their assessment, and their link to pay are discussed, along with the relation of competencies to organizational performance and human resource management strategy. The relatively small amount of existing empirical research is reviewed, and two case studies of the use of competency-based pay are presented. The article concludes by summarizing lessons for education from private-sector experience, which include the need to link the competencies paid for to the capabilities the organization needs to fulfill its mission, the importance of measuring competencies in behavioral and observable terms, and the need to integrate competencies into all phases of the human resources management process, including staffing and development as well as compensation.     

Faculty and Technology: Implications for Faculty Training and Technology Leadership

The purpose of this study was to explore the factors affecting ICT adoption process and the implications for faculty training and technology leadership. Respondents represented a wide range of academic and professional positions. They identified themselves as Assistant, Associate, and Professor as well as Instructional Designer, Director of Technology, Information Manager, eLearning Manager, Assistant Department Chair, Associate Vice President of Academic Affairs and Consultant. The respondents identified Organizational Support, Leadership, Training and Development, and Resources as the predominate themes affecting Information and Communication Technology (ICT) adoption process in higher education. Evidence from this study offers insights on how higher education administrators and technology leaders could help their faculty and staff to implement appropriate ICT tools and practices to improve student learning.

Revisiting Technology Integration in Schools: Implications for Professional Development

As the technology infrastructure of schools expands, a common concern has been the underutilization of computers and other technologies in the classroom. Teachers are often blamed for failing to integrate technology into their teaching, giving such reasons as lack of time, training, equipment, and support. However, it has been suggested that these are not the “real” reasons technology is underutilized; instead, it is argued that teachers’ core values about teaching and learning are the primary obstacles to successful technology integration (e.g., Cuban, 2001 Cuban, L. 2001. Oversold and underused: Computers in the classroom, Cambridge, MA: Harvard University Press.  [Google Scholar]). Implications for professional development are addressed in relation to these barriers to classroom technology use and the developmental pattern of teachers’ technology integration.
