As part of an investigation into the progress of the appraisal of primary school headteachers in three LEAs in the Midlands, the three LEA appraisal coordinators concerned were interviewed in advance of a sample of the headteachers. From the three semi-structured interviews it was possible to detect interesting differences, as well as similarities, in the procedures adopted in the LEAs. In one case the advisers were unable to meet the statutory obligation for there to be an LEA officer involved in each appraisal and reporting back to the LEA appeared to be very patchy. This stemmed from resource constraints which were also seen as a looming problem by the other coordinators. In all three cases the coordinators had tried to ensure that the implementation of headteacher appraisal was as non-threatening as possible. This had led in some cases to a level of reciprocity of appraisal together with a degree of choice which might be seen as a more comfortable set of arrangements than many managers outside education or, for that matter, class teachers might encounter. The outcomes were, however, seen as very positive staff development for the heads concerned. (This is being confirmed by the overwhelming majority of the heads themselves in the interviews with them which have taken place subsequently.) Although appraisal reports on heads are available by law to the chairpersons of governing bodies, there was evidence that such feedback as there was tended to be perfunctory in many cases. There is evidence that this is not through carelessness. Appraisal of headteachers may not be following the lines of accountability originally favoured by the government. This may account for some evidence of government disenchantment with the appraisal process in education as it currently operates.  相似文献

The role of the primary school headteacher has undergone significant changes since the Education Reform Act (1988). The purpose of this article is to explore the real time issues arising from the change of role of primary heads and also seeks to contribute to a greater understanding of the real world preoccupations of primary heads. The article is based on the results of a 2-year qualitative study of 12 primary headteachers and explores key issues for primary heads. The following key issues were identified by the heads: an increase in management; the role of the deputy head; relationships with school governors; parental involvement and the role of the headteacher as social worker; role overload and stress; professional support and the role of the advisers.  相似文献

The performance management scheme that has been operating in English schools since 2000 gives considerable responsibilities to the school's governing body. These include responsibility for appraisal of the headteacher's overall performance as a school leader and manager. Governing bodies are assisted in this task by government appointed external advisers. Drawing on research, this article outlines the role of the external adviser in headteacher appraisal and what we know about how it is working in practice. Some of the key issues are explored and questions raised for further research. External advisers were very clear that their primary role was as advisers and supporters to the governors, but they also put considerable emphasis on the support that they provided for headteachers. They understood, however, that the ultimate responsibility for the performance management of the head lay with the governing body. They also saw themselves as counsellors, facilitators, mentors, honest brokers, coaches and governor trainers. The key to their role was the fact that they were outsiders, with no axe to grind and with no connection to either the LEA or to the national inspection agency (OfSTED).  相似文献

The paper argues that in respect of the day‐to‐day work activities required in being a headteacher, and in the work relationships involved in running schools, the occupational culture of headship has changed fundamentally. Using the accounts of 20 headteachers, interviewed in respect of their career histories in 1990 and followed up by means of a postal questionnaire in 1992, the paper illustrates the changes experienced and identified by this group of heads. It is argued that a new headteacher is required; that aspects of educational leadership have diminished dramatically in the work culture of headship.  相似文献

This paper reports on data relating to management and leadership derived from a survey of all the female headteachers in England and Wales. The quantitative data presented here are complementary to previous research on gender in education which has tended to be qualitative. The use of the Gray paradigms in the research instrument has allowed an empirical redefinition of the 'feminine' style of management, but the research confirms that the majority of the female heads use a collaborative and 'people-oriented' style of management. In addition, the key values promoted by the headteachers are related to achievement and respect for all.The headteachers generally make themselves available to staff and spend a considerable proportion of their time in school outside their office. They tend to encourage staff development, often through individual consultation, but only a minority make special provision for the development of female teachers. Male resentment of female leadershipwas found to be relatively prevalent and the majority of the women felt they had to 'prove their worth' as a woman manager. Despite the difficulties encountered, once the women had achieved headship, they were aware that there were advantages in being a woman headteacher. They reported the ability to defuse 'macho' behaviour, the benefits of being unusual and therefore singled out and the fact that girls, mothers and female teachers found them approachable. The relative disproportion of female secondary headteachers raises issues of equity. However, in view of the effective management style of the majority, the question is also raised of the potential loss of leadership to our schools.  相似文献

ABSTRACT

This article adds to an ongoing conversation in gerontology about the importance of training and involving older people in research. Currently, the literature rarely distinguishes between the one-off involvement of older citizens in research projects and the development of research groups led by older people that sustain over time as well as the nature of educational initiatives that support their development. This article presents a case-study based on evaluative data from the WhyNot! Older Citizens’ Research Group that has been running independently for nearly eight years. Members’ evaluations of, and reflections on, the impact of the training program explore from their perspective: Why older people want to get involved in research training and research groups, what they value most in the training, and the types of impact their involvement has had. Creating an educational environment where participants were able to contribute their knowledge in a new context as well learn new skills through group-work based experiential learning were key. Regular role-modeling provided by inputs from successful established citizen research groups was also important. Of the many benefits members gained from being part of a research group, emphasis was given to the relational aspects of the experience. Likewise the benefits members’ accorded to taking part in training and research transcended individual benefits encompassing benefits to the collective and the wider community. Linking health, social care and educational policies is important in providing coherence and opportunity for older people’s voices to shape research, policy, and practice.  相似文献

In the hit BBC TV drama Life on Mars Sam Tyler had an accident and woke up in 1973. Is he mad, in a coma or actually back in time? As the drama unfolds he experiences a world without performance audits but also one without the safeguards for arrest, detention and the interviewing of suspects mandated by the Police and Criminal Evidence Act (1984). The acclaimed series has led to flights of nostalgia, not least for a world in which police could get on with ‘real policing’ without ‘unnecessary’ paperwork. In this article, we will metaphorically go back in time to contemporary and historical practices of headship in English schools. If a headteacher from 2009 were to wake up in 1973 what would they understand about their work, what would be the same, what would be different? What taken‐for‐granted current practices might get them into trouble, what might frustrate them – and what might delight them that they would bring back to the current job if they could? Mobilising Bourdieu’s thinking tools, we will examine these questions through an analysis of published and unpublished texts produced by heads about their work.  相似文献

In recent years the UK secondary educational landscape has witnessed significant change, with the introduction of an ever-extending spectrum of competing government initiatives and policies. This has resulted in the steady erosion of the traditionally recognised role of headteacher. This paper presents the results of a practitioner-based study centred on the professional career journeys of a selected group of senior incumbent headteachers from across Liverpool, United Kingdom. The purpose of the research was to consider key features of difference in the headteacher role over a 30-year period. Five heads were interviewed about how they rose to headship and the influences and events that guided their career choices. Findings include acknowledgement of the requirement for self-directed career development, paucity of skills in preparation for headship, transformation in leadership models and the changing skills, qualities and qualifications required of contemporary and emergent headteachers.  相似文献

Abstract

The study sought to examine the current Zimbabwean school system; establish the extent to which it is conducive to students making decisions about the selection of subjects they learn at school; to examine the nature of children's rights and the extent to which these rights are practiced in schools and in the prevailing socio-economic and political milieu. A stratified random sample of 100 pupils, 24 teachers and five school heads was used in this study. Both qualitative and quantitative data were collected using a questionnaire, an interview schedule and observing both pupils and teachers. The study found that teachers and pupils seemed to be aware of pupils’ rights to participate in deciding the subjects they studied; and most teachers and school heads felt it was more of their duty to decide for pupils because of their immaturity. Therefore, determining the school curriculum content should involve school heads, teachers and pupils instead of choices being made and the content dictated to pupils.  相似文献

Abstract

This paper aims to contribute to the ongoing debate on how best the appraisal of headteachers can be effected. It presents an analysis of the findings of a study which compared self‐appraisals of their managerial peformance by a sample of primary headteachers (n=36), with appraisals of these headteachers by their teaching staff. Respondents completed the 100‐item Management Performance Profile (MPP) Questionnaire and the resulting profiles of the headteachers'performance in 10 managerial categories, were compared. In addition, data were generated on headteachers' perceptions of their personal and professional identity, using a semi‐structured interview schedule. The findings are that there is a high level of concordance between perceptions by headteachers and teachers of the managerial priorities of the primary headteacher. However, two groups of schools are identified, in which there are significant differences between evaluations of the headteachers' managerial performance. Interview data is used to illuminate the analysis and discussion of these differences. The conclusion is that staff participation in headteacher performance review has much to offer and that the MPP questionnaire is a tool of value in this respect.  相似文献

This article records my experience of trying to make students more reflective about their learning. Specifically, it charts my attempts over several years to make students benefit from the feedback they receive from essays. ObjectiveThe present study examined possible explanations for symptom development and variability in sexually abused adolescents. A theoretical model of sexual abuse, in which appraisal, coping and crisis support play prominent roles, was tested in a clinical group of 100 sexually abused adolescents.MethodParticipants, aged 12–18 years, completed questionnaires regarding severity of abuse, negative appraisals, crisis support, coping strategies, and trauma-related stress symptoms.ResultsSince severity of abuse had no influence on the association between appraisals and symptoms it was eliminated from our model. Structural equation modeling analyses showed a significant interrelationship between the examined concepts. Adolescents who appraised the abuse as more threatening showed more internalizing and externalizing trauma symptoms. Moreover, more negative appraisals were associated with more avoidance as well as with more active coping strategies. Direct crisis support was associated with less negative appraisals and with the use of more active coping strategies.ConclusionsThe study showed that especially the buffering role of crisis support and the role of negative appraisals explained symptom development and variety in sexually abused adolescents.Practice implicationsAdaptation to sexual abuse includes the ways in which adolescents perceive the event as threatening and harmful, how they cope with the abusive experience, and how they receive direct support from their family. Clinicians, therefore, need to expand the focus of their assessments beyond age- and trauma-specific symptoms, to age- and trauma-specific appraisals, coping, and social support. The assessment of these factors should take place as soon as possible after the disclosure of the abuse. Individualized treatment plans and clinical interventions need to be based on these personal and environmental variables, rather than reliance on the influence of abuse-related characteristics, such as the severity or type of abuse.  相似文献

Transition into adulthood has been identified as a critical period in the lives of young people with learning disabilities, with national guidance and legislation emphasising the role of participation and inclusion as central to the transition process. In this article, Steven Carnaby, a clinical psychologist working with adults with learning disabilities in London and a lecturer in learning disability at the Tizard Centre, University of Kent; Patricia Lewis, head of the sixth form and SENCo; Di Martin, senior teacher and former SENCo; John Naylor, deputy head of the sixth form and head of arts; David Stewart OBE, headteacher, all from the Shepherd School, Nottingham, report the outcomes of a small-scale case study exploring these issues. The project ran for four years and, in Phase 1, evaluated the ways in which students with learning disabilities were involved in their transition review meetings as they entered their final year at school. This first phase found that many students were excluded from meaningful discussion in their planning meetings, highlighting students with more severe disabilities as being more vulnerable to exclusion. After a series of recommendations were made for improving practice in terms of inclusion and participation, Phase 2 of the study assessed ways in which practice in these areas had improved. The school had developed more individualised ways of working using person-centred techniques to enhance meaning for students. At the close of this article, the authors summarise these improvements and propose further strategies for enhancing the participation process.  相似文献

This paper reports part of a research project on the appraisal of the managerial performance of primary school head teachers. One aspect of the interviews conducted with the head teachers concerned their perceptions of their roles. A number of them expressed the view that the national dispute had affected the nature of their relationships with their staffs. There appeared to be evidence of the development of ‘us and them’ attitudes in primary schools where the heads were increasingly seen as management figures by their staffs rather than as fellow members of the teaching team. Some heads were attempting to resist this trend and some felt uncomfortable at the pressures they perceived to be upon them to move to a different managerial style. Some analysis is attempted of existing methods of management employed by heads in their relations with their staffs in primary schools and an attempt is made to predict ways in which these managerial patterns might now develop.  相似文献

This paper reports the evaluation of teacher appraisal in schools within one local education authority. The study is based on interviews conducted with 40 teachers during the period November 1993 to March 1994. These interviews paint a positive picture of teacher appraisal. The overwhelming majority of the teachers interviewed felt they had been well trained to take part in the appraisal process, and that their experience of appraisal had been positive and valuable. In general, their comments indicated that they were well satisfied with the processes and procedures that took place regarding the conduct of appraisal. At the same time, several teachers did remark on the time‐consuming nature of appraisal, and wondered whether the benefits of appraisal justified the costs involved.  相似文献

Abstract

More and more, Dutch adolescents are no longer affiliated with or involved in institutionalised religious world views. This development raises questions on how religion is treated and taught in secondary schools in the Netherlands. In order to reconsider religious education within these schools, closer insights into this particular, growing, group of pupils is needed. Therefore, the aim of the current study was to gain knowledge on how pupils from third-grade pre-vocational secondary education [In Dutch: vmbo], who are not affiliated with or involved in an organised world view, perceive the way their world view is being shaped. Ten pupils (14–16 years old) were interviewed about their world view formation process and about potential influential factors. The results showed that pupils emphasised that they are in charge of their world view formation process. Based on trust, they choose their own norms and values and answers to life questions from various sources. Religious education in school seemed only influential if pupils can relate the content of lessons to questions and experiences they have in their own lives. Findings suggest rethinking the content and the role of teachers of religious education in school in light of what non-affiliated pupils learn about world view at from home and other sources.  相似文献

This article investigates the data from a national survey of headteachers of maintained schools in England conducted during 1999 by means of a self-completion postal questionnaire to see whether there was any evidence to support the hypothesis that respondents who had taken part in the National Professional Qualification for Headship (NPQH) felt better prepared than their predecessors for the post of headteacher. The survey sought to establish the perceptions of English headteachers with regard to their state of readiness on taking up the role. Where respondents reported themselves as well prepared or extremely well prepared for aspects of their role they were asked to attribute their perceived state of readiness to training, experience, or a combination of the two. In addition respondents were asked to complete open-ended questions which asked them to identify activities and support which would help the induction of newly appointed headteachers. The findings reported in this paper do not draw on these qualitative responses.  相似文献

This article reports the findings from interviews with ten primary headteachers on the roles, responsibilities and relationships of the heads and their deputies, particularly in the light of the 1998 Green Paper 'teachers meeting the challenge of change'. These heads were selected because their schools had figured well in the 'Performance Tables 1999: Key Stage 2 Test Results' and so should exemplify good practice. The findings suggest the following key characteristics for an ideal partnership between a head and a deputy: shared values and vision; close personal and professional relationships; clarity about boundaries; provision of non-contact time. Moreover, the article proposes a distinctive role for the deputy in an era of performativity: the 'leading professional' within the school.  相似文献
