Education policy-makers in the UK have repeatedly stated their central aim as transforming British education into a ‘world-class system’. Over the last 20 years, several large-scale education reforms have brought radical changes to the school curriculum, teacher professionalism and educational leadership. Explicit in these reforms, is the deployment of measurable standards of pupil attainment as a lever for achieving school improvement. However, despite this proliferation of policies, the claims to educational improvement made by policy-makers have been contested. Concerns about the unpredicted and damaging long-term effects of these policies can be linked to the limitations of systems thinking which underpins much of this education reform. A significant flaw of systems thinking is the level of simplification at which policy-makers operate on abstract categories such as standards, as if they were reality. Based on case study research conducted in two primary schools, this paper suggests that the systemic approach adopted by policy-makers may be contributing to an erosion of educational quality and placing potentially damaging expectations on children.  相似文献

Most schools currently employ three generations of teachers and leaders: Baby Boomers (1946–65), Generation X (1966–80) and Generation Y (1981–2003). However, the implications for school leaders of multi-generational schools remain relatively unexplored. This paper examines the empirical multi-disciplinary generations at work evidence to identify differences and similarities in how generational cohorts approach work/life balance, authority, collaboration and careers. The paper defines generational characteristics and introduces the review methods employed. The findings are organised within three important leadership actions: stimulating professional growth and capacity, building collaborative cultures, and establishing work conditions. Principals are required by policy, regulation, legislation and democratic discourse to promote equity of outcomes. This integrated review investigates research on equity issues facing five student groups: special needs students; religious, cultural and racial minorities; groups disadvantaged by socioeconomic status; gender groups; and students differentiated by their sexual orientations. Sixteen research-based strategies for reducing the gap in achievement between advantaged and disadvantaged students are generated, the strategies being organised within four domains of principal influence: curriculum interpretation, instruction, assessment, and community involvement.  相似文献

The aim of this study is to better understand the role of researchers and school leaders in supporting school improvement through data feedback in the context of more responsive forms of accountability in the Netherlands. A process evaluation was conducted concerning the first three years of a collaborative project of a multi-management group of 18 primary schools and a group of researchers. The results show that implementing a system of data feedback starting from a shared vision on the need to learn from data, fostered processes in the school of learning from data for school improvement. The results also show a growing inquiry habit of mind amongst school principals, whereas the researchers learned how to take their role in the collaboration by providing conditions that enhance school improvement from data feedback. The results indicate that the collaborative process can be characterised by several learning functions and thus contribute to a better understanding of how the conditions for data feedback and school improvement can be enhanced.  相似文献

ABSTRACT

Informal mentoring had been previously identified as a vital component to leadership development and succession planning. Through a phenomenological approach, we sought to capture the lived experiences of aspiring school leaders pertaining to informal mentoring. Using open-ended questions and reflective activities, eight aspiring school leaders provided information about their experiences and characteristics of informal mentoring. Through a human science research perspective, four themes emerged from the data analysis: (a) defining informal mentoring, (b) characteristics of effective informal mentors, (c) constructive relationship, and (d) mentoring recommendations. Participants found their experiences with informal mentoring beneficial. There was a reported high level of trust between mentor and protégé and the process was flexible. Because the aspiring leaders sought to become school leaders in the near future, most were cognizant of the fact they needed to have quality mentors, but also be a mentor to new educators.  相似文献

In this paper, I critically examine the discourse surrounding response to intervention (RTI), a US-based education reform that has garnered a considerable amount of attention (as well as controversy) in a very short amount of time. A multi-pronged reform effort, RTI is a tiered approach to delivering instructional intervention to students at risk, an on-going and systematic model of monitoring student performance, as well as an alternative to the ability/achievement discrepancy model for identifying learning disabilities. In this paper, I argue, however, that RTI is not so much a reform but a tactic, aimed at returning to the status quo of segregated special education and reinvigorating many of the foundational assumptions of traditional special education practice.  相似文献

Background: Often, a principal’s responsibilities include making decisions about the appropriateness of educational programmes to adopt in their school. Recommendations about programmes can be conflicting; so, a principal may need to search for evidence to inform their decision.

Purpose: The purpose of this small-scale study was to clarify how school leaders search for, and use, evidence to inform programme adoption. We sought to answer three research questions: (1) how do principals search for evidence, (2) how do they use common sources and (3) what sources do they consider most useful?

Sample: Twelve elementary school principals or vice-principals in Ontario, Canada participated in the study.

Design and methods: In telephone interviews, the participants described how they would respond to a fictional decision-making scenario and rated different sources of evidence. Responses were analysed in depth, using a mixed-method approach, which involved coding principals’ interview responses for themes and conducting a dual scaling analysis of their ratings of the usefulness of possible sources.

Results: Principals report valuing formal sources of evidence such as reports and articles. However, in practise, findings indicated that they would turn to people first.

Conclusions: School leaders prefer curated evidence from local educators to inform their decisions about the appropriateness of educational programmes for potential adoption.  相似文献

Faith identity is emerging as significant for Muslim students in the post 9/11 scenario, with implications for their education and wider social cohesion. This poses challenges to school leaders, raising issues not only linked to student achievement and performance, but also with regard to students’ identity constructions and their educational engagement. The paper draws on data collected from a small number of teachers and Muslim students from two secondary schools in England, looking at how Muslim students experience their identity in the school context and with what implications for their educational engagement. It also discusses the challenges for educational leaders/teachers in managing ‘Muslimness’ on educational sites. The data indicate that the increasing engagement with faith identity can be a response to experiences of discrimination, marginalisation and negative media. The paper highlights the need for communication and understanding across differences, underpinned by an equally pressing need for the recognition of religious and cultural diversity.  相似文献

The use of exclusionary discipline practices in schools has been well documented since the 1970s with the passing of the Safe Schools Act and implementation of zero‐tolerance policies. Despite research indicating the ineffectiveness of exclusionary practices, students continue to receive suspensions and expulsions at alarming rates. Additional research highlights that there may be misconceptions regarding the application of suspensions and their perceived functions and effectiveness on students and their families. The purpose of this article is to discuss common misconceptions regarding the effects of suspension and provide teachers, school psychologists, and administrators with proactive strategies for implementation in local systems to create positive school climates and optimize successful outcomes for all students and staff.  相似文献

ABSTRACT

This paper claims a central role for school leaders (principals or head-teachers) in the enactment of social justice policy in schools, who act as key agents or ‘gate keepers’ for what counts as social justice in their contexts of practice. Social justice means different things in different contexts depending on where leaders – who use policy as an opportunity to advance what they think is achievable within the limits of available resources – are positioned in the field and how that defines their stances. Drawing on qualitative data generated through in-depth interviews with ten secondary school principals in two Australian cities, the paper analyses the engagement of school leaders with nationally prescribed equity-related policies. Our analysis shows that, depending on the institutional ethos and resources of schools and their own social justice dispositions, school leaders tend to take different stances towards nationally defined equity agendas. Their responses range from compliance to compromise to contest. The paper suggests that doing social justice in schools can never be unilateral, as policy documents suppose, but is characterised by context-informed policy translation, mediated by a range of interactive forces and interests.  相似文献

This paper presents data from a study of five English primary schools. It examines some of the challenges associated with school autonomy and collaboration for state primary schools amid the uncertainty and complexity of governance in the present English education context. The paper features the voices of six leaders gathered from interviews that explored their thoughts about the academies movement. It highlights their fears that academisation, and particularly the imperative to join a large academy chain, will undermine their autonomy as individual schools. Accepting of the inevitability of academisation and the forms of network governance this reform offers, it highlights the head teachers’ moves to ensure their autonomy in terms of determining the timing and type of conversion. In relation to these moves, the paper reiterates the significance within effective collaboratives of member schools experiencing a sense of ownership, a common purpose, shared responsibility for students and their learning and relations of trust. The paper considers some of the tensions arising in this space in relation to competition, collaboration and school vulnerability.  相似文献

There is more need today for school leaders to be up-to-date with technology and its various uses in education. Enhancing self-efficacy in the use of technologyis an expected role of educational leadership preparation programmes. This study investigated technological self-efficacy of a group of educators in leadership positions while participating in a leadership preparation programme at Sultan Qaboos University in Oman. The findings show that these educators had high technological self-efficacy. There were also significant, positive relationships between technological self-efficacy variables, academic achievement and age. Age was negatively correlated with general learning self-efficacy and also with one indicator of academic achievement. In the qualitative analysis, the study used the framework of the Theory of Margin (TM) to identify the factors affecting technology self-efficacy. Results indicate that, while participants with a high power-load margin (PLM) reported a higher number of internal and external powers, those with a lower PLM reported a higher number of internal and external loads.  相似文献

ABSTRACT

Inclusion refers to the practice of educating students with disabilities in the general education setting. This concept stems from the seminal United States Congressional legislation PL 94-142, and its subsequent reauthorised amendments, which mandate that students with disabilities be educated in the general education setting with their ‘non-disabled’ peers to the maximum extent possible. IDEIA’s legal mandates underscore the stark reality of discrimination and exclusion faced by individuals with disabilities within schools and society. Although progress has been made in advancing equity agendas of access and academic achievement, few would deny that significant work remains. If all individuals, including those with disabilities are to achieve their birthright of full integration into society, schools must reflect integration at all levels. This article provides a historical perspective on the inclusion movement, discusses the role school leaders play in ensuring inclusive environments and concludes with recommendations for future school leaders and teachers.  相似文献

School accountability is such a familiar concept in many education systems that questions about what it actually means and entails are rather uncommon, especially to busy practitioners on the ground. This paper reports a research that examines each of the questions of what and to whom Singapore schools are accountable, from the point of practitioners holding leadership positions in Singapore schools. This research was a qualitative study with a sample of 36 vice-principals. This analysis was enriched and interpreted with a literature-based discussion, which pointed out the implications of the research findings. According to the findings, the participants felt that Singapore schools were accountable for students’ holistic development; site, funding and staff management; national survival and nation building; and humanity and the future. Singapore schools were accountable to students, parents, country and citizens, and themselves. Interestingly, for a system that was reputed for its academic achievement, none of the participants mentioned examination results directly but referred to the importance of holistic education. The findings also suggested an inseparability of the concepts ‘accountability’ and ‘responsibility’ in the participants’ minds.  相似文献

This study examines how the leaders of technology integration in educational institutions - school principals and ICT facilitators - assess systemic changes that occurred in their schools. The study collected the data from Israeli elementary schools towards the end of the third and the fourth years of the gradual National ICT program. The research questions explored (1) the predictors of the general school ICT culture and (2) changes over time in the general school ICT culture and its components. An online questionnaire was distributed to all elementary schools in the Northern District and filled out jointly by the school principal and ICT facilitator. A total of 392 questionnaires (91.2 % response rate) were analyzed. The following predictors explained 63 % of variance in general school ICT culture: the percent of teachers who frequently use ICT in lessons, using technology for enhance pedagogy, teachers’ digital competence, digital content use, its design by teachers, pedagogical update of class website, school portal update (negative predictor), e-communication within school staff, and teacher-parents e-communication. Regarding the impact of time, the results indicated that between the 3rd and 4th years of ICT integration significant changes still occur in the general school ICT culture and most of its components.  相似文献

Factitious disorder is a condition that has received considerable attention in the medical literature yet is not fully recognized in the school setting. School psychologists can provide important data and observations that can facilitate early identification of this disorder. This article describes a case example of factitious disorder that was identified in the school setting. Symptoms of the disorder are presented, as are the differential diagnoses that must be considered. Specific recommendations for the school psychologist regarding identification, coordination with medical teams, interventions, and ethical and legal obligations are included. © 2000 John Wiley & Sons, Inc.  相似文献

In this article, we focus on the role and actions of individual school leaders in initiating and governing the process of reculturing. First, we elaborate on the core elements of the process of reculturing, referring to a complex learning process of finding a new balance between cognitions and emotions both individually and collectively. We then review the literature for issues related to school leaders’ roles and actions during reculturing. We argue that the role of leadership power largely has been left out of the picture so far while at the same time leadership power is so crucial for teachers’ roles and actions in educational innovation processes. To illustrate our line of thinking, we analyse the stories of three school leaders about their roles and actions during successful processes of reculturing and retrospectively analyse the role of leadership power during these processes, building on a framework of Hetebrij (2006) for judging the quality of power use.  相似文献
