This article takes up the educational challenge of the framers of the Universal Declaration of Human Rights. Specifically, the author explores the question of: how can we talk about a universal conception of human rights in a way that both respects the need for cultural pluralism and the necessity to protect those rights and freedoms that all people—regardless of differences such as race, class, culture, or religion—are entitled to? What metaphor or metaphors can be useful for us to speak clearly and coherently about the issue of universal human rights in a diverse world? The author examines a prevailing yet problematic metaphor, which Makau Mutua critiques in his well-known essay ‘Savages, Victims and Saviors: The Metaphor of Human Rights.’ He then attempts to articulate some common values that can serve as a foundation for an alternative conception of human rights. Next, he proposes an alternative metaphor—the Buddhist notion of equalizing and exchanging self and other—that more aptly captures the complexity and contradictions of talking about universal human rights. Finally, he turns to the role of education in helping people become familiar with and respect this alternative metaphor.  相似文献

This article analyses the challenges posed by traditional ethnic and linguistic minorities in multicultural states and more specifically the problems faced by indigenous peoples and communities. Their educational and cultural needs and demands are increasingly being framed in the language of human rights, based on the expanding international legal and institutional human rights system. The United Nations World Conference on Human Rights, held in Vienna in 1993, endorsed a rights-based approach to development, human rights education is a growing field in educational practice, respect for cultural diversity is now enshrined in international and domestic laws, and the right of every person to education and to culture has become a mainstay of international human rights principles to which a majority of the world's states has subscribed.  相似文献

In recent years, the goals and purposes of education within the international development discourse have shifted significantly away from education for productivity or human capital development and towards education for the fulfillment of the individual through human rights. The current global education climate provides governments with an environment to support policies of free basic education, driven by a global diffusion of the central principles of education as a human right. This article considers the function of international human rights law and political movements within educational policymaking and practice, specifically regarding policy efforts to increase school access. Using the Philippines as a case study, this article addresses the guarantees for free secondary education in Philippine legal and policy documents, and assesses the current government policy for secondary education expansion??the Education Service Contracting (ESC) Program??to discuss the impact of the country??s human rights commitments on educational policy. Using Kingdon??s multiple streams model of policy analysis, I account for human rights law within ESC policymaking and determine the drivers that have led the country to take up its current model of private expansion. In conclusion, the human right to a free education should be deliberated, not as a trump card to supersede local educational obligations, but as a guiding principle, placed within problem, solution, and political contexts to assess the current state of education and adequately protect those who need publicly funded schooling the most.  相似文献

This paper identifies and addresses some dilemmas to be faced in promoting educational projects concerned with human rights. Part of the difficulty that human rights education initiatives must cope with is the way in which value has been historically conferred upon particular notions such as freedom and justice. I argue here that a just education must grapple head‐on with the conceptual dilemmas that have been inherited and refuse to shy away from the implications of those dilemmas. To do this I address the fundamental fictions upon which rights are based and view those fictions as nonetheless useful for opening up the ethical terms of human rights education. With reference to the work of Arendt, Lyotard and Levinas, I conclude that the real potential of human rights education lies in its capacity to provoke insights that help youth live with ambiguity and dilemma, where freedom, justice, and responsibility cannot be dictated to them, but rather involve tough decisions that must be made in everyday life.  相似文献

Over the last few decades, the idea that education should function to promote economic progress has played a major role in shaping educational policy. So far, however, philosophers of education have shown relatively little interest in analysing this notion and its implications. The present article critically examines, from a philosophical perspective, the link between education and the currently prevailing understanding of economic progress, which is grounded in human capital theory. A number of familiar philosophical objections to the idea that economic progress is a worthy educational aim are raised, but it is held that many of these objections stem from a partial understanding of economic theory. The article then moves on to investigate the foundations of human capital theory's conception of economic progress. It is argued that there are inherent tensions between the philosophical foundations of the economist's conception of progress and the very essence of education. The article concludes by suggesting that in order to resolve these tensions we should consider grounding the economic theory that guides educational policy‐making in an intersubjective or objective conception of welfare.  相似文献

This paper argues against a trend of human rights education, where human rights are taught in the form of citizenship education. In my view, citizenship education and human rights education cannot be taken as replaceable for each other. Underpinning the idea of citizenship is a distinction between ‘politically qualified’ and ‘politically unqualified’ persons. This distinction implies a violation of human rights in the name of social solidarity and security. This paper will argue that citizenship education could imply discrimination/exclusion although it claims to promote solidarity and human rights. Furthermore, the qualification of having rights is not dependent on citizenship but simply in human life itself. Three educational implications are discussed. Firstly, human rights and citizenship education cannot be seen as equivalents. Secondly, educators should be alert to the dangers of possible exclusion implied in citizenship education. Finally, this paper proposes different suggestions for human rights and citizenship education separately.  相似文献

This article surveys five manuals on human rights education, examining and comparing them according to a set of basic categories such as the educational level of the target audience, the learning objectives and the educational content. This approach is used to establish the overall curricular orientation of the manuals. In addition, one teaching unit from each manual is selected for special analysis. Based on the results of this survey, the author argues that the tradition of moral education elaborated by Lawrence Kohlberg should be integrated into our concept of human rights teaching and learning.  相似文献

This study is concerned with the problem of perspective planning of education. First it considers the underlying conception of the educational system, indicating what are the essential factors in Hungary's national education. The authors then seek, by means of a systems theory conception to give this education a place in society, and in civilization — bearing in mind that national education is “a system of relative independence”. From here they go on to examine the patterns imposed by planning for perspective development. An important section examines planning as a process and considers it as an essential concomitant of the strategy of development in the following phases:
  1. the politico-scientific process of formulating the conception.
  2. the process of checking the continuing validity of the conception.
  3. the decision-making process by which the conception is accepted.
  4. the process of initiating and implementing the conception.
The thinking of practitioners of national education may come to regard planning as a permanent and continuing activity. A method of planning the process of continuing-development must be created on three levels, that of the great corporations concerned, that of regional directors, and that of experts in educational practice.  相似文献

While respect for human rights has long been endorsed as a goal of education, only recently has significant attention been paid to the need to incorporate rights within educational processes. Current support for human rights within education, however, has a variety of motivations. This paper provides a theoretical exploration of these diverse justifications, leading to a normative proposal. A distinction is made between status-based and instrumental approaches. Human rights within education can be justified from a status-based perspective on the basis of their indivisibility, meaning that the right to education must not entail an infringement of other rights. Yet while rights-respecting environments are important sites of learning, instrumental justifications can be a source of concern, if the goals in question are irrelevant or inimical to the enhancement of rights. An argument, therefore, is put forward for a simultaneous realisation of embodiment of and opportunity for learning about human rights.  相似文献

Abstract

This paper states that modern education and utopian discourse share one common trait, that of being structurally founded on the promise of human betterment. The changing relations between concepts of education and utopianism will be developed through conceptual analysis of the dynamics of the promise in their interweaving process. This shall be discussed through three main topics. The first is the appropriation of space in early modern education (sixteenth century onward), with particular emphasis on the influence of print technology on framing a new conception of educational spaces and practices. Second, the promise of the idea of progress in the Enlightenment period, which will become the further technological promise of a society-to-come, no longer spatially but temporally presented. Finally, the promise of autonomy through and against the modern subject, in which such autonomy is presented like the end of the journey through education, supposed that there is an end to such a journey. The key frame uniting the three topics is that utopian discourse journeying towards a normative conception of human society, as well as modern educational schemes journeying towards a normative conception of adulthood, are limited insofar as their respective promises, which are more impatient than the slow project of creation, more than often outruns it. The paper thus inquires whether or not there is a way to uphold the creative and imaginative possibilities of utopia in education, by acknowledging the pervasive effects of the promise on the social imaginary.  相似文献

In this article we explore education policy changes in South Africa through a rights-based framework. We situate our analysis in the context of deepening poverty and inequality arguing that progress (or the lack thereof) in schools cannot be divorced from poverty and its consequences. We show that education reform in South Africa has been situated within a policy frame that results in a tension between cost recovery and redressing historical backlogs. We argue that the introduction of user fees and the burden of other costs have rendered abstract the idea of education as a ‘right’. The definition of rights is extended to include the quality of education and educational opportunities. We question the constitutional and legislative romanticism surrounding a rights-based discourse and encourage a re-conceptualisation of human rights in education. Finally, we examine the resurgence of education social movements in relation to democratisation, educational transformation and human rights in South Africa.  相似文献

In this essay Gert Biesta asks what the humanities can contribute to the field of teacher education. In addressing this question he turns to the idea of education as a Geisteswissenschaft as it was developed in the German‐speaking context in the first decades of the twentieth century. In this conception, education is configured as an interested academic discipline that engages with normative questions concerning the telos of education and does so with a focus on meaningful human action rather than human behavior. Viewing education this way highlights the role of value judgments in teaching. The values that are at stake in such judgments, Biesta argues, are not to be understood as moral values but as educational values, a view that raises some important questions about the specific nature of educational normativity. In a final step Biesta discusses how the idea of education as a Geisteswissenschaft makes a difference for the field of teacher education.  相似文献

The 21st century will, we hope, be the century of education or, as Jacques Delors put it in his report for UNESCO, the century of "lifelong learning". But this hope will only be realised if education is the subject and aim of a universal right. This right is enshrined in the 1948 Universal Declaration of Human Rights, which ought to be recognised in all countries of the world as the set of principles that should guide human action. The recognition of these rights should lead to a functioning democracy within educational establishments, where the rules of life should be the same for all: pupils, teachers and administrators. It is no less essential that human rights should constitute guiding principles for educational practice. The United Nations Decade for Human Rights (1995–2004) is an outstanding opportunity for each state to establish a plan of action for a true programme of human rights education.  相似文献
