During the mid 1920s, the Spanish Government, prompted by the Rockefeller Foundation, began for the first time to support fundamental research in physics. The negotiations leading to this outcome are instructive, in reflecting key differences between the Foundation’s vision and the practices of scientists accustomed to a ‘culture of scarcity’. This paper shows how the Foundation and the Dictator of Spain, Miguel Primo de Rivera, tested the limits of ‘civil discourse’, and reached a resolution.  相似文献

This work explores the attitudes of American scientists towardsinternational scientific activity, with particular respect to theoceanic sciences, during the three decades after the First WorldWar. In the mid-1950s, the Eisenhower Administration favouredthe thesis that increased international collaboration wouldstrengthen the Free World, ease Cold War tensions, and promotethe growth of science. The world’s third largest producer of scientific research, Germany, is the origin of the research university and the independent, extra-university research institute. Its dual-pillar research policy differentiates these organizational forms functionally: universities specialize in advanced research-based teaching; institutes specialize intensely on research. Over the past decades this policy affected each sector differently: while universities suffered a lingering “legitimation crisis,” institutes enjoyed deepening “favored sponsorship”—financial and reputational advantages. Universities led the nation’s reestablishment of scientific prominence among the highly competitive European and global science systems after WWII. But sectoral analysis of contributions to science, technology, engineering, mathematics, and medical and health journal publications (1950–2010) finds that Germany’s small to medium-sized independent research institutes have made significant, growing contributions, particularly in publishing in higher impact journals proportionally more than their size. Simultaneously—despite dual-pillar policy implications—the university sector continues to be absolutely and relatively successful; not eclipsed by the institutes. Universities have consistently produced two-thirds of the nation’s publications in the highest quality journals since at least 1980 and have increased publications at a logarithmic rate; higher than the international mean. Indeed, they led Germany into the global mega-science style of production. Contrary to assumed benefits of functional differentiation, our results indicate that relative to their size, each sector has produced approximately similar publication records. While institutes have succeeded, the larger university sector, despite much less funding growth, has remained fundamental to German science production. Considering these findings, we discuss the future utility of the dual-pillar policy.

Abstract

This essay provides a critical genealogical study of the “water cure” controversies that took place during the Philippine–American War. The author extends the work of Foucault and Agamben to argue that a biopolitical review of this controversy illustrates how many of the legal and cultural arguments used to legitimate the water cure have resurfaced in contemporary debates about waterboarding and enhanced interrogations techniques. The essay also illustrates how anti-imperialists and other critics of Theodore Roosevelt's administration tried to use these water-cure debates as discursive vehicles for complaining about the systematic abuse of Filipinos during the Philippine “Insurrection.”  相似文献

Abstract

Female priests are a relatively new phenomenon in Hindu Indian culture. Positioned as outsiders within, they have been marginalized from the male-dominated priestly profession, even as they continue to challenge normative expectations surrounding their unconventional occupational choice. This study presents findings from a multi-methods qualitative study that, in addition to analyzing media reports about female Hindu priests of Pune city, interviewed 12 practicing priests. Utilizing data-driven lenses of embodied, emotional–spiritual, and aesthetic (performative) labor, findings from this study revealed how participants communicatively and strategically diffused resistance and redefined competence by negotiating contradictory aspects of their professional realities.  相似文献

Between 1939 and 1959, the regime led by General Franco pursued a policy of economic self-sufficiency. This policy inflicted great injury on Spanish science and industry, not least in Catalonia, and in its capital, Barcelona. In response, Catalan industry looked to a future made more promising by the advent of nuclear power. This paper describes the innovative role of an industrial body, the Official Chamber of Industry of Barcelona, in catalyzing one the first programmes of teaching and research in nuclear engineering in Spain.  相似文献
