Many public organizations struggle to adapt to digital transformation. Whereas previous research has identified internal drivers of change, an unpredictable factor from the external environment such as the COVID-19 pandemic can trigger public innovation. In this study, we aim to investigate if and how the COVID-19 pandemic has influenced the digital government transformation. In more detail, we explore how the COVID-19 pandemic has affected different organizational aspects that are expected to be affected by a digital transformation. Findings from case studies of ten organizations from the Austrian federal administration indicate that the pandemic has not only led to an increased use of technological means but also influenced various organizational aspects such as employees' attitudes toward technology and organizational culture toward innovation. In particular, organizations heavily affected by the pandemic have benefited from a greater degree of digital transformation. Consequently, the pandemic has influenced a spirit of innovation and accelerated the speed of digital transformation.  相似文献

The outbreak of the global COVID -19 pandemic has affected all aspects of life, access to higher education has not been out of danger as evidenced by the enforcement of official closures, enforcement lockdown and social distancing rules by governments throughout the world. However, while the COVID-19 pandemic has presented the world with numerous socioeconomic challenges, it has also helped to spur creativity and information as evidenced by the responses of academic libraries that have seen a heighted use of digital platforms to support education, teaching and research. The study sought to establish how librarians in Zimbabwe responded to the outbreak of COVID-19 and the implications of the pandemic on library service delivery. A qualitative research was adopted for the study. Using snowballing, interviews were used to gather data beginning with the library association's branch leadership. The researchers ensured that the questions were aligned to the research objectives. The interview schedule included open and closed questions to enable participants to provide further details relating to the phenomenon under study. The participants were guaranteed their rights to consent, privacy and anonymity in the introduction of the interview schedule. An The study reveals that there has been an increase in the use online platforms for accessing information especially library's webpages, electronic books and journals. The use of library online resources from distance locations also rose following closure of campuses. Library patrons' perceptions towards electronic resources significantly improved as they realized that they were equally useful as the print. Findings from the study provide useful recommendation on how librarians can remodel their services to match new demands presented by the COVD-19 pandemic. The study provides a starting point upon which further research on the effect of COVID-19 or other similar pandemics have on library service delivery.  相似文献

In 2020, the COVID-19 pandemic was a major public health emergency on a global scale. The literature regarding the pandemic and its impact on academic libraries is still rising. This article examines the two-year process of developing a flexible service scenario and the broader picture by analyzing data on Chinese top university libraries' programmes and outreach initiatives prior to, during, and the normal COVID-19 pandemic (Sept. 2019–Sept. 2021). COVID-19 is found to have a significant impact on the physical space, collection development, and service of the library, demonstrating the characteristics of space access restricted by security measures, collection digitization, and online service. This research also examines the previous year's initiatives and programmes and discusses the next phase of “new normal” procedures. Hopefully, this study will give insight on how Chinese libraries responded to the recent pandemic, informing libraries' outreach and efforts to be better prepared to take imperative, swift, and decisive action in the post-COVID-19 era and beyond.  相似文献

We are living in turbulent times, with the threats of COVID-19 and related social conflicts. Digital transformation is not an option but a necessity for governments to respond to these crises. It has become imperative for governments worldwide to enhance their capacity to strategically use emerging digital technologies and develop innovative digital public services to confront and overcome the pandemic. With the rapid development of digital technologies, digital government transformation (DGT) has been legitimated in response to the pandemic, contributing to innovative efficacy, but it also has created a set of challenges, dilemmas, paradoxes, and ambiguities. This special issue’s primary motive is to comprehensively discuss the promises and challenges DGT presents. It focuses on the nature of the problems and the dilemmatic situation in which to use the technologies. Furthermore, it covers government capacity and policy implications for managerial and institutional reforms to respond to the threats and the uncertainty caused by disruptive digitalization in many countries. To stimulate discussion of the theme of this special issue, this editorial note provides an overview of previous literature on DGT as a controlling measure of the pandemic and the future direction of research and practice on DGT.  相似文献

Evidence from literature reveals that good governance practices influence citizens' attitudes and behaviours towards the government. Therefore, grounded on the good governance theory, the current study aimed to empirically examine how good governance practices promote public trust with the underlying mechanism of perceived government response on COVID-19 (PGRC) and moderating role of government agency's provision of quality information on social media (GQS). The data was collected from 491 followers of the Facebook account, Instagram, and Twitter pages of a government news agency, i.e., Associated Press of Pakistan and were analyzed using measurement and structural model by employing SmartPls 3.3.0. The results revealed a direct and indirect association of good governance practices with the public's trust in government via PGRC as mediator. Likewise, results showed that GQS interacts with PGRC and augments public trust in government. This study tried to contribute to the body of knowledge while addressing the gap related to the dearth of literature regarding government use of ICT during the COVID-19 pandemic to harvest benefits from social media while communicating with citizens on a larger scale. Moreover, the current study offers valuable practical and strategical recommendations to agencies and policymakers.  相似文献

Based on the information-as-coping perspective, we provided a theoretical framework to understand how the quality of government information and citizens' partisanship impact citizens' wellbeing in terms of satisfaction with life and anxiety during COVID-19. With survey data from 705 respondents in Indonesia, we found that government information quality is of vital importance in helping citizens get ready to fight the pandemic, as well as lowering their anxiety. Our results show that higher information quality leads to a higher ability to respond quickly to the crisis, as well as a reduced level of information overload. While partisanship is a significant predictor of information overload, it had no significant impact on perceived quick response ability. Quick response ability and information overload, in turn, predict anxiety and citizen's satisfaction with life.  相似文献

Open government data (OGD) policy differs substantially from the existing Freedom of Information policies. Consequently OGD can be viewed as a policy innovation. Drawing on both innovation diffusion theory and its application to public policy innovation research, we examine Australia's OGD policy diffusion patterns at both the federal and state government levels based on the policy adoption timing and CKAN portal “Organization” and “Category” statistics. We found that state governments that had adopted OGD policies earlier had active policy entrepreneurs (or lead departments/agencies) responsible for the policy innovation diffusion across the different government departments. We also found that their efficacy ranking was relatively high in terms of OGD portal openness when openness is measured by the greater number of datasets proactively and systematically published through their OGD portals. These findings have important implications for the role played by OGD policy entrepreneurs in openly sharing the government-owned datasets with the public.  相似文献

While the use of social media by local governments has gained relevance in recent years, crises are critical situations that reinforce the need to reach citizens to disclose information, demonstrate the government's commitment, and increase the citizens' level of preparedness and awareness of resources. This paper examines the factors that influenced local governments' e-disclosure during the first wave of the COVID-19 pandemic. To accomplish this objective, we systematically tracked every post published by the official Facebook page of 304 Portuguese municipalities between March 2 and July 5, 2020. The findings show that financial autonomy is the main predictor of e-disclosure, factors varied on the different phases of the pandemic's first wave, and sociodemographic factors became more prevalent as explanatory factors when the crisis worsened. Our study may help increase the level of preparedness during possible future crises. In particular, establishing communication strategies for prolonged public health crises, making financial resources available for the accomplishment of such strategies, and reducing the digital divide can contribute to more effective disclosure. Future research should explore the dynamics of disclosure during public health crises. This study also highlights the need to incorporate time in research that focuses on the determinants of e-disclosure that could also be tested in normal times.  相似文献

Cybercriminals are taking advantage of the COVID-19 outbreak and offering COVID-19-related scams to unsuspecting people. Currently, there is a lack of studies that focus on protecting people from COVID-19-related cybercrimes. Drawing upon Cultivation Theory and Protection Motivation Theory, we develop a research model to examine the cultivation effect of government social media on peoples' information security behavior towards COVID-19 scams. We employ structural equation modeling to analyze 240 survey responses collected from social media followers of government accounts. Our results suggest that government social media account followers' participation influences their information security behavior through perceived severity, perceived vulnerability, self-efficacy, and response efficacy. Our study highlights the importance of government social media for information security management during crises.  相似文献

With the rapid evolution of data over the last few years, many new technologies have arisen with artificial intelligent (AI) technologies at the top. Artificial intelligence (AI), with its infinite power, holds the potential to transform patient healthcare. Given the gaps revealed by the 2020 COVID-19 pandemic in healthcare systems, this research investigates the effects of using an artificial intelligence-driven public healthcare framework to enhance the decision-making process using an extended model of Shaft and Vessey (2006) cognitive fit model in healthcare organizations in Saudi Arabia. The model was validated based on empirical data collected using an online questionnaire distributed to healthcare organizations in Saudi Arabia. The main sample participants were healthcare CEOs, senior managers/managers, doctors, nurses, and other relevant healthcare practitioners under the MoH involved in the decision-making process relating to COVID-19. The measurement model was validated using SEM analyses. Empirical results largely supported the conceptual model proposed as all research hypotheses are significantly approved. This study makes several theoretical contributions. For example, it expands the theoretical horizon of Shaft and Vessey's (2006) CFT by considering new mechanisms, such as the inclusion of G2G Knowledge-based Exchange in addition to the moderation effect of Experience-based decision-making (EDBM) for enhancing the decision-making process related to the COVID-19 pandemic. The effectiveness of social distancing and other public health interventions for containing the COVID-19 pandemic has been demonstrated. However, whether and how Internet use behaviours can lead to enhanced self-protection and reduced transmission when considered in conjunction with behavioural interventions remains unclear. This study investigated the strength of effective Internet behaviours and its interaction with global public health interventions for controlling the COVID-19 pandemic. We conducted an econometric analysis of multisource infection and policy information, Internet behaviour, and meteorological information from worldwide in a 3-month period. People's Internet behaviours may contribute crucially to pandemic containment. Furthermore, they may help enhance the effects of public health interventions, particularly behavioural interventions. We discussed plausible mechanisms through which Internet behaviours reduce epidemic spread independently or in tandem with behavioural interventions. Further investigation into the heterogeneity of the interventions demonstrates Internet behaviour's significance in heightening the effects of difficult-to-implement, primitive crisis orientation, and specific objectives of interventions. Governments should recognise the importance of the Internet and leverage it in managing social crises. Our findings serve as a reference for the formulation of global public health policy. Specifically, the insights provided herein can facilitate the implementation of strategies for containing ongoing secondary outbreaks of COVID-19 or outbreaks of other emergent infectious diseases.  相似文献

In situations of crisis, governments must acknowledge that communication is a major weapon in their armoury, and can be used to convince the public to accept sometimes stringent measures, while preventing a worsening of the situation by curbing any spread of panic. Theoretically, during a pandemic, fear can be contained at reasonable levels by governments counterbalancing uncertainty with information. However, there is no empirical evidence on how the flow of information during a crisis can influence emotional states among the population. In this process, social media appears to be a valuable tool for governments to observe emotional response in a population. In the light of this and within the context of the Italian government's social media campaign #iorestoacasa (‘I'm staying at home’) launched during the Covid-19 crisis, the current study utilises text analytics to explore the relationship between government and press communication, and the level of fear expressed by citizens through more than 200 thousand #iorestoacasa tweets. The results highlight how the content of the messages evolved in the early part of the outbreak and during the social media campaign. They suggest that in Italy the discussion regarding the efforts made by the European Council to find common solutions for dealing with the emergency has prompted a positive influence on public mood. Conversely, messages about people's individual vulnerability and the associated sense of an external locus of control correlated positively with levels of fear. This study opens new ways to support government communication during a crisis by monitoring public emotional response through social media.  相似文献

When the Academic Library Association of Ohio (ALAO), Ohio's chapter of the Association of Academic & Research Libraries (ACRL), began planning for its 2020 conference, the COVID-19 pandemic hadn't yet begun. However, when COVID-19 arrived, the Conference Planning Committee was quickly compelled to make decisions about whether to move the conference online, how to deliver it in an online format, and how to help ALAO members adapt to the change. Objective:The COVID-19 pandemic highlights the public''s need for quality health information that is understandable. This study aimed to identify (1) the extent to which COVID-19 messaging by state public health departments is understandable, actionable, and clear; (2) whether materials produced by public health departments are easily readable; (3) relationships between material type and understandability, actionability, clarity, and reading grade level; and (4) potential strategies to improve public health messaging around COVID-19.Methods:Based on US Centers for Disease Control and Prevention statistics from June 30, 2020, we identified the ten states with the most COVID-19 cases and selected forty-two materials (i.e., webpages, infographics, and videos) related to COVID-19 prevention according to predefined eligibility criteria. We applied three validated health literacy tools (i.e., Patient Education Materials Assessment Tool, CDC Clear Communication Index, and Flesch-Kincaid Grade Level) to assess material understandability, actionability, clarity, and readability. We also analyzed correlations between scores on the three health literacy tools and material types.Results:Overall, COVID-19 materials had high understandability and actionability but could be improved in terms of clarity and readability. Material type was significantly correlated with understandability, actionability, and clarity. Infographics and videos received higher scores on all tools.Conclusions:Based on our findings, we recommend public health entities apply a combination of these tools when developing health information materials to improve their understandability, actionability, and clarity. We also recommend using infographics and videos when possible, taking a human-centered approach to information design, and providing multiple modes and platforms for information delivery.  相似文献

This study examined research and instruction services provided by academic health sciences librarians in the United States during the COVID-19 pandemic. A total of 205 respondents (N = 205) completed an anonymous online survey about academic health sciences librarian involvement in providing research and instruction services during the global pandemic. In-depth literature searching services (86%, n = 176), curated COVID-19 research through guides (66%, n = 135), and systematic review consultations (53%, n = 109) were reported as the top three research services in demand. Librarians supported online teaching and learning at their institutions by providing online instruction for a course (92%, n = 189), facilitating access to licensed resources (73%, n = 150), and identifying open access and open educational resources (62%, n = 127). Overall, this study contributes to understanding pandemic-responsive academic library services to meet the unique needs of health sciences education and research in evolving COVID-19 pandemic information environments.  相似文献

During the early stages of the COVID-19 pandemic, the College’s library and the office of institutional research & training (OIRT), along with all departments of our college, shifted to working from home (WFH) overnight. This column shares examples from the literature regarding experiences and lessons learned from both the corporate world and academic libraries’ experiences managing teams remotely with technology. Finally, we share how the College’s academic library and OIRT transitioned to working from home during the COVID-19 pandemic with the variety of online tools we already used, but further enhanced during this experience, to communicate and collaborate effectively with our team members.  相似文献

Using the Utah COVID-19 Digital Collection as a case study, this study investigates the nature of the materials collected in a community archive during COVID-19, examining their unique contributions to building public history. The authors collected and analyzed metadata from 812 collection items created between March and June of 2020. Findings show that the local community's active voluntary participation was noteworthy. The local community submitted more than half of all collected materials. Even when submissions from the campus community decreased during summer break, the local community's submissions remained steady, helping to broaden the collection's geographical and topical coverage. The authors conclude by offering their recommendations for COVID-19 community archiving projects and future research directions.  相似文献

Abstract

During the early stages of the COVID-19 pandemic, the College’s library, learning center, & archives and the office of institutional research & training (OIRT), along with all departments of our college, shifted to working from home (WFH) during the COVID-19 pandemic. As we continue to work from home, in this column we share with you a follow-up to our previous column, specifically what worked and didn’t work in regards to the techniques and tools we continue to use to manage our staff remotely with communication tools (Slack, Zoom Calls, FlipGrid) and a project management tool (Notion) during the early stages of the pandemic. We added a new technique to the mix since our last publication—an Action Dashboard in Notion, and describe how we built it, and our plans for next steps using Notion as a comprehensive project management tool moving forward.  相似文献
