This paper presents a benchmark proposal for the Open Government and its application from the open data perspective using data available on the U.S. government's open data portal (data.gov). The benchmark is developed over the adopted Open Government conceptual model, which describes Open Government through data openness, transparency, participation and collaboration. Resulting in two measures, that is, one known as the e-government openness index (eGovOI) and the other Maturity, the benchmark indicates the progress of government over time, the efficiency of recognizing and implementing new concepts and the willingness of the government to recognize and embrace innovative ideas.  相似文献

Open data is a global movement with the potential to generate significant social and economic benefits. Policies on open government data (OGD) inspire the development of new and innovative services that government agencies may lack. The International Open Data Charter adequately describes the importance of data mining. Governments that have signed this charter should focus on the following areas—(i) data mining, (ii) linkage, and (iii) in-depth analysis, i.e., distribution of open data that is freely accessible for elaborate analysis using machine reading. However, a series of practical difficulties is observed in connection with the data mining of OGD for in-depth analysis. First, most OGD do not have identifiers to prevent privacy disclosure. Second, owing to the nature of siloed data, the data sharing and collection methods vary with respect to heterogeneous OGD, and administrative or institutional barriers need to be overcome. This has created a demand for a novel technical solution that applies micro-aggregation and distance-based record linkage to address the aforementioned issues. Thus, in this study, a method capable of integrating two or more de-identified OGDs into one dataset to enable OGD data mining is proposed. In addition, the proposed method allows users to adjust the privacy threshold level to determine an appropriate balance between privacy disclosure risk and data utility. The effectiveness of the method is evaluated in terms of several metrics via extensive experimentation. This study emphasizes the importance of the research on efficient utilization of already-published OGDs, which has been relatively neglected in the past. Further, it broadens the research area for privacy-preserving data mining by proposing a method capable of mining heterogeneous data even in the absence of identifiers.  相似文献

Open government data (OGD) are valued by many countries and governments worldwide because of its important political, economic, and social benefits. Based on the resource-based theory, we construct a research model from the aspects of tangible, intangible, and human resources, as well as organizational culture to explore the factors that influence open government data capacity (OGDC). Results indicate that data variables, basic resources, organizational arrangement and technical capacity are directly related to the OGDC of government agencies; power distance negatively moderates the relationship between organizational structure and OGDC; uncertainty avoidance moderates the relationship among basic resources, organizational arrangement and OGDC. On this basis, we put forward relevant suggestions for the following development of OGD.  相似文献

While the UK government has faced increasing pressure to introduce freedom of information legislation, freedom of information and open government are becoming crucial questions in relation to the operation of the European Community and European Union. The European Community and Union are under growing pressure to make themselves more open and “transparent” in their operations, and recent reforms have allowed greater access to Community documents by individuals. However, these reforms have left many questions unanswered, or even unaddressed, and the whole subject of national parliaments and their right to Community and Union documents is unresolved. What is emerging is a very difficult and complex set of relationships which must be addressed if the European Community and Union are to maintain credibility as democratic institutions among member states and their citizens. The author believes that achieving greater openness at the European level is vital if the Community and Union are to succeed.  相似文献

Federal open records laws, executive orders on national security classification, and similar policy instruments in the states require that most records at government agencies be available to the public upon request—subject to exemptions which may entail review. Traditionally, this review has been accomplished by redaction (purging) of hardcopy. Resource limitations and increases in the number of requests demand a rethinking of the process. Offices are experimenting with optical scanning, onscreen purging, and online dissemination. Statutory and common law trends may soon require disclosure of database reports in electronic form, when so requested, rather than printouts. The dissemination of manipulable data of commercial value requires a rationale broader than the “citizenship rights” that justified the Freedom of Information Act. Online publication of agency-controlled records also demands careful planning of information systems and public networks. The issues discussed in this article are central to the establishment of an adequate policy for electronic freedom of information.  相似文献

This paper looks at the role of the European Directive on re-use of public sector information in the current trend towards opening up government data. After discussing the PSI directive, it gives an overview of current policies and practices with regard to open government data in the Member States. It is argued that the success of the open government data movement in some Member States can be related to the confusion or ignorance about the relationship between traditional freedom of information legislation and the re-use of public sector data. If future information policies decide to follow this trend, they should always ensure that existing rights on freedom of information are not harmed.  相似文献

In the last decade, governments around the world have created open government data (OGD) repositories to make government data more accessible and usable by the public, mostly motivated by values such as improved government transparency, citizen collaboration and participation, and spurring innovation. The basic assumption is that once data are more discoverable, accessible, available in alternative formats, and with licensing schemes that allow free re-use, diverse stakeholders will develop innovative data applications. Despite OGD's potential transformative value, there is limited evidence for such transformation, particularly due to scarce data use, which is partly attributable to the lack of technical skills and user training. To advance the dialogue around methods to increase awareness of OGD, improve users' skills to work with OGD, and encourage data use, the paper compares and contrasts how three training interventions in Spain, Italy, and the United States have sought to increase awareness of OGD, improve users' skills and potentially engage them in their use of OGD. We report three main findings. First, introduction and analysis skills are taught in combination to encourage use of open data. Being aware of OGD and its benefits is insufficient to promote use. Second, OGD training seems to be more effective when complemented with knowledge about context and interactions with government. Finally, embedding the training interventions in the specific contexts and considering the unique characteristics, interests, and expectations of different types of users is critical to success.  相似文献

In recent years, more and more government administrations around the world are participating in open data policy implementation. Government officials who are charged with implementing this new policy usually need to look for related information for deciding what datasets to open to the public. Accordingly, a research gap exists in understanding government officials' information behaviors in implementing open data policy. By using a qualitative approach to conduct semi-structured interviews with government officials who have extensive experience in implementing open data policy, this study explores government officials' information behaviors in searching and selecting datasets for open data publication. Specifically, this research investigates government officials' information needs, the employed information sources, and the intervening variables that influence their information behaviors. While open data is an ongoing policy implementation, government officials' information behaviors form an iterative cycle where information needs continually occur, information seeking activities are conducted by using a variety of information sources, and the obtained information is used to satisfy information needs. The findings and discussions of this study are expected to provide insights of government officials' data search and selection to practitioners and to enrich the current literature of open government data.  相似文献

All public values (transparency, accountability, civic participation, and collaboration) of open government could be difficult to achieve without administrators' good implementation. This paper raises concern that perceived risks to OGD accountability lead to undesired strategic resistance. Using a nation-wide government survey data of Taiwanese public servants, this study empirically tests for differences in OGD behaviors between two types of perceived risks (individual accountability vs. organizational accountability). Results find the existence of perceived risks to accountability in the process of data release and positive effects on inducing strategic workaround when implementing OGD policies. These findings shed light on the understanding of practices of open government and contributes to knowledge of administrative behavior.  相似文献

Prior empirical studies of the Open Government Partnership have failed to take into account possible diffusion mechanisms contributing to the expansion in the number of countries joining the partnership since its beginning in 2010. Notwithstanding the increase in the study of open government policies over the past decade across multiple levels of government, the factors influencing the decision to join multilateral initiatives like the Open Government Partnership are still under-researched. Using data from 175 countries and covering a period that goes from the year prior to the establishment of the Open Government Partnership (OGP) until the year when the latest current members have joined the partnership (2010–2018), this article examines the diffusion mechanisms affecting a country's decision to participate in the OGP. Based on binary response logit regression models, this study analyses the effects of key diffusion variables while controlling for the countries' internal determinants of participation. The findings indicate that diffusion of the OGP takes place through regional proximity, common cultural and system of government traits, and membership in international organization. While democratic countries are more likely to join, autocracies also join conditional on other countries in the same group joining. This suggests further research is needed to uncover the way countries with different regime traits design and implement transparency and open government policies under the banner of this multilateral initiative.  相似文献

Open government data (OGD) initiatives are an emergent platform research topic. There is little understanding how these platforms are governed for the innovation of services using open data, where the cultivation of an installed base of heterogeneous service innovators can lead to increased usage of OGD. In this paper, we draw on established literature from digital platforms research to investigate how service innovation is cultivated in open government data contexts. We employ a comparative case study of open government data platforms in three leading Latin American cities and draw upon the concept of boundary resources taken from platform theory. Our research generates two key contributions. First, we propose a theoretical model, which explains how an OGD platform owner is able to govern the demand and the supply side of its platform to facilitate the cultivation of a platform ecosystem. Second, we develop contributions to practice in terms of a set of recommendations for governments in emerging countries concerning how to establish and manage a vibrant OGD platform ecosystem.  相似文献

The efficient delivery of government services to the poor, or Bottom of the Pyramid (BOP), faces many challenges. While a core problem is the lack of scalability, that could be solved by the rapid proliferation of platforms and associated ecosystems. Existing research involving platforms focus on modularity, openness, ecosystem leadership and governance, as well as on their impact on innovation, scale and agility. However, existing studies fail to explore the role of platform in scalable e-government services delivery on an empirical level. Based on an in-depth case study of the world's largest biometric identity platform, used by millions of the poor in India, we develop a set of propositions connecting the attributes of a digital platform ecosystem to different indicators for the scalability of government service delivery. We found that modular architecture, combined with limited functionality in core modules, and open standards combined with controlled access and ecosystem governance enabled by keystone behaviour, have a positive impact on scalability. The research provides insights to policy-makers and government officials alike, particularly those in nations struggling to provide basic services to poor and marginalised. This is also one of the few studies to apply platform theory empirically to the e-government domain.  相似文献

This study proposes a way of mapping open innovation research structure by quantitatively analyzing open innovation research papers retrieved from Web of Science database. A total of 130 papers are retrieved in this study and 62 papers which contain keywords are chosen for research structure visualization. Open innovation research networks are quantitatively investigated by combining network theory and keyword co-occurrence. Contour maps of open innovation are also created on the basis of networks for visualization. The networks and contour maps can be expressed differently by choosing different information as the main actors, such as the paper author, the institute, the country or the author-keywords, to reflect open innovation research structures in micro, meso, and macro-levels, respectively.The quantitative ways of exploring open innovation research structure are investigated to unveil important or emerging open innovation components as well as to demonstrate visualization of the structure of global open innovation research. The quantitative method provided in this project shows a possible way of visualizing and evaluating research community structure and thus a computerized calculation is possible for potential quantitative applications on open innovation research management, e.g. R&D resource allocation, research performance evaluation, and science map.  相似文献

In a comparative national study addressing the fiscal domain, we explored relationships between socio-cultural, political, economic, and government conditions and concepts critical to open government, defined as (a) budget transparency (b) participation in budget processes, and (c) accountability information. We found that democracy, human capital, and budget document disclosures are consistently related to transparency, accountability, and the involvement of the Supreme Audit Authority with the public. E-participation and commitment to the Open Government Partnership are each related to particular measures of transparency and accountability. Gross domestic product was negatively related to particular measures of transparency and accountability. Only democracy was related to public participation in budget discussions with the executive, and that was a minimal effect.  相似文献

The Open Government Data (OGD) projects have spread rapidly in recent years, given that they involve a great transformative potential, whose aims to guarantee transparent government and stimulate the participation and citizenry engagement. It seems that there is a lack of studies analysing factors regarding both the access to OG projects and the volume and format of data published into OGD projects. Therefore, this paper seeks to identify main factors affecting both the way of accessing the OG projects and the volume and format of data published into OGD projects in larger Spanish municipalities (with >50,000 inhabitants and a sample of 145 municipalities). Our main findings seem to point out the intention of sample governments to increase their information disclosure as a way for enhancing their reputation or government's image introducing OGDPs initiatives. Also, it revels differences among analysed municipalities regarding the context in which the information is disclosed.  相似文献

Open government data (OGD) policy differs substantially from the existing Freedom of Information policies. Consequently OGD can be viewed as a policy innovation. Drawing on both innovation diffusion theory and its application to public policy innovation research, we examine Australia's OGD policy diffusion patterns at both the federal and state government levels based on the policy adoption timing and CKAN portal “Organization” and “Category” statistics. We found that state governments that had adopted OGD policies earlier had active policy entrepreneurs (or lead departments/agencies) responsible for the policy innovation diffusion across the different government departments. We also found that their efficacy ranking was relatively high in terms of OGD portal openness when openness is measured by the greater number of datasets proactively and systematically published through their OGD portals. These findings have important implications for the role played by OGD policy entrepreneurs in openly sharing the government-owned datasets with the public.  相似文献
