Abstract

This paper attempts to assess policy making for special educational needs in Northern Ireland (NI) from the reform in 1996 of procedures for the identification of pupils with disabilities to current proposals for the reform of procedures for the selection of pupils for secondary education. The reports of Dyson (DENI, 1998b) and Bums (DENI, 2001a), focussing respectively and exclusively upon provisions for disabilities and abilities, are proposed as defining events in a period during which significant advances towards a more inclusive education provision coincided with disparate and fragmented policies for special educational needs. Drawing upon policy documents, regional reports and statistical evidence, the paper attempts to assess progress towards the inclusion for pupils with special educational needs in NI and to gauge government intentions to encourage greater inclusion for such pupils.  相似文献

Loughshore Educational Resource Centre is a religiously integrated, co‐educational, special needs and secondary school situated in Belfast, Northern Ireland. Loughshore works with a wide clientele of pupils across the spectrum of need and ability from the metropolitan area of Belfast. It plays a vital role as an educational base for a multiplicity of out‐of‐school children. The centre works in the backdrop of an emerging peace in the region as well as the significantly high levels of deprivation experienced across Northern Ireland’s capital. With places at the centre at a premium, a strict admission criterion exists. The centre aims to give a ‘second chance’ to its pupils, who are at risk of social exclusion, focusing on academic, personal and social development, providing skills which can be used to gain employment or continue to further education.  相似文献

The events in North Belfast surrounding the children of Holy Cross Primary School have reminded us all, graphically, of how long and tortuous the path to lasting peace in Northern Ireland might be. In this very timely article, the author describes his practice-based research aimed at informing the processes of school improvement for peace and reconciliation. The analysis involves an exploration of the contribution that professional educational psychology might make to community relations education and to the broader project of inclusion and social reconstruction in Northern Ireland. The present article intends to contribute towards local debate concerning a reappraisal of the educational psychologist role. Furthermore, to be relevant to all educational psychologists who are interested in the contribution of schooling towards improved intergroup relationships and peace education.  相似文献

This article draws together my thinking in relation to special educational needs and inclusion that have dominated my practice. The article, through the concept of embodiment, revisits, reviews and reframes the key issues of the construction of special educational needs, inclusion and the ideology that binds them together. Through this exploration, I argue we often seem to move forward with policy while in reality standing still in ensuring the ‘success’ of all of our pupils. By critiquing and reframing taken‐for‐granted assumptions and the sacred words ‘success’ and ‘achievement’, this article maps out the future directions of inclusive education. It concludes with a reflection on my first days as a ‘teacher of special educational needs’ and my work to support Kenny, a student with cerebral palsy. This personal reflection maps out a different form of educational success that perhaps could provide a forward momentum to develop more successful inclusive education policy and practice.  相似文献

Julie Allan is Professor of Education at the Institute of Education, University of Stirling, where she also directs the Participation, Inclusion and Equity Research Network. In this article, she explores the challenges involved in achieving an inclusive education system. Her argument draws on recommendations from two separate studies, undertaken in Queensland, Australia and Scotland, which are attempting to shape inclusion policy and practice. The Queensland School Reform Longitudinal Study identified a set of productive pedagogies in which issues of social justice, equity and inclusion are foregrounded. The Scottish Parliamentary Inquiry into special needs, to which Professor Allan was adviser, recommended a number of changes aimed at establishing an inclusive education system for all pupils. Comparisons of the two sets of recommendations, which formed the basis of a series of workshops with teachers, school leaders and administrators within Education Queensland, have prompted two major questions which are addressed in this paper: what gets in the way of inclusive practice and what will it take to be inclusive? Julie Allan's responses to these questions take account of the ways in which we think about ‘special education’ teacher training and professional development; and educational policies and practices. She represents a fascinating set of ‘double‐edged responsibilities’ that will challenge practitioners, policy makers and teacher educators to refocus and reframe their thinking about special educational needs and inclusion.  相似文献

Despite a successfully negotiated peace agreement in Belfast in 1998, tensions between different community groups continue to exist in Northern Ireland. This situation creates a governmental need to find solutions to problems such as segregation, inter- and intra-group violence and other forms of sectarian antagonisms. On the one hand, this is attempted by disciplinary measures such as ‘peace walls’ and an increased presence of state powers such as police and armed forces. On the other hand, community relations discourses remain a common refrain in Northern Ireland with their focus on a ‘conduct of conduct’ approach. In this article, I seek to understand adult community education through community relations initiatives and designated anti-sectarian courses as a governmental technology in Northern Ireland designed to change technologies of the self. The article highlights the possibilities for a way forward inherent in this approach and links community relations to broader contexts of policy developments in Northern Ireland.  相似文献

This paper is set against a background of Ireland’s endorsement of a ‘unique’ social partnership model wherein educational policy measures are being shaped by emergent change factors in a so‐called new era of lifelong learning. Despite a number of policy responses focusing on the need for greater social inclusion, the paper highlights how the Irish education system continues to mirror and produce notions of ‘advantage’ and ‘disadvantage’. It is argued that while educational strategies appear extensive in addressing this social stratification, serious questions remain concerning their far‐reaching impact. In particular, the paper points to a critical concern for how notions of ‘disadvantage’ and ‘social exclusion’ are ideationally conceived and used within an Irish policy context. It is contended that the inadequate treatise of this concern impedes real progress towards meeting the needs of disadvantaged groups in society. A case for reassessing the ideological treatment of social exclusion is therefore made in the interest of promoting effective educational measures for social (and cultural) inclusion.  相似文献

The policy of including pupils with special educational needs (SEN) in mainstream schools and classes is now firmly established in many jurisdictions worldwide. Successful implementation of such policy depends largely on teachers having the knowledge, skills and competencies necessary to make it work. This poses a considerable challenge for both teachers and those responsible for Initial Teacher Education (ITE). This article presents the results of a study investigating current Northern Ireland practitioners' perceptions of their initial ITE relative to SEN. The major question under investigation was whether they felt that their ITE prepared them to be effective teachers in inclusive settings. Findings confirm research in other jurisdictions that teachers feel unprepared for inclusion. Emerging from this are the participants' recommendations for the content and delivery of SEN courses in ITE. Their recommended model of SEN delivery is a combination of ‘permeation’ plus a ‘stand alone’ course with the focus on student characteristics, behaviour management, assessment and evaluation, and SEN legislation.  相似文献

Notwithstanding the recent signing and ratification by Cyprus of another International Convention on the rights of students designated as having special educational needs and/or disabilities to attend mainstream schools on an equal basis with their peers, local policy and practice promote an ‘exclusionary inclusion’ that draws a discernible line between general and special education. This paper concentrates on exploring the role of special education teachers in Cyprus in the light of policy concerns about providing the ‘least restrictive’ learning environment for this group of students and enabling them ‘to reach their full potential’. It is suggested that the role of special education teachers embodies and reflects reductionist forms of inclusion informed by deficit-oriented and assimilationist special education perspectives, while there is also evidence of a lack of professionalism and accountability. The paper draws on head teachers’ and special education teachers’ interviews in order to portray the ways in which they view and experience the role of special education teachers in mainstream schools in Cyprus. This study considers the reasons why so few male student teachers are entering the special education sector. This comes as recent statistics reveal that the percentage of male teaching staff in special education in Northern Ireland is much lower than in England. The article first critically considers the international literature on male students’ perceptions of entering the teaching profession. The study then examines the opinions of the post‐primary student cohort at one major initial teacher education institution in Northern Ireland and contrasts male and female responses in terms of students’ confidence in their knowledge of special educational needs and their relative willingness to consider specialising in this area. The study reveals significant differences in the cohort between male and female students’ perceptions, and through individual interviews it explores further the reasons why male students are reluctant to specialise in special educational needs.  相似文献

School self-evaluation allows staff to review the quality of their work in relation to local contexts. In this article, Peter Neil, senior lecturer in education, Alex McEwen, professor of education, and Karen Carlisle and Damian Knipe, both research assistants in the Graduate School of Education at Queen's University, Belfast, discuss a research project focusing on the process of self-evaluation carried out by staff at a special school in Northern Ireland. The project involved the participants in the completion of a research journal over a four-week period. The authors describe the ways in which the outcomes of the project were fed back to staff and the impact the project had on a range of issues, including teaching and learning and the school's professional development agenda.  相似文献

This paper reviews the provision of higher education courses in the further education sector in Northern Ireland. It charts the evolution of policy through the 1990s by examining major policy documents. It notes the chronic absence of reliable statistical and research evidence during this period. The available statistical evidence is reviewed. Key themes are identified including: localism, ‘non‐evidence based policy making’, higher education versus the demand for skills and community relations and equality. The innovative concept, now it would appear doomed, of the Springvale campus for west Belfast is examined. Finally, the paper notes that there is an urgent need to provide strategic direction to the further education sector as a whole.  相似文献

Special educational provision in the Republic of Ireland has experienced significant changes in the past decade. A combination of interrelated factors including litigation, legislation, parental advocacy and international developments has radically altered the landscape of special education. As a result of these changes the move towards establishing inclusive learning environments appears irreversible though many critical issues remain to be addressed at this time of transition. This study examines how key stakeholders in primary education perceive the challenge of responding appropriately to increased diversity. The results indicate that many barriers remain in the development of inclusive learning environments. The conceptual understanding of special educational needs (SEN) was seriously deficient and this affected the coherence of policy and service delivery. The system lacked strategic leadership, according to participants, and this restricted the capacity to support schools. School capacity to deliver quality education for children with SEN was constrained by the serious shortfall in the range and level of skills required and opportunities for professional development available. There was strong support for the principle of inclusion into mainstream though this was principally perceived in terms of the development of socialisation skills. It was concluded that in this transition phase schools required strategic leadership from policy‐makers to address the many challenges that remain in the establishment of inclusive learning environments.  相似文献

This paper focuses on the experiences of British parents who have children identified with ‘special education needs’ within mainstream education. Expectations of mainstream education can have a negative affect on parents when a child is unable to maintain his or her education within a mainstream school. In England and Wales, ‘inclusion’ within mainstream schools is implemented by the current government and promoted as anti‐exclusionary. However, current research indicates that actual ‘inclusion’ (the child experiencing inclusion as well as being placed in a mainstream environment) is not necessarily occurring in practice. As it stands, the conflict is between desires to embrace difference based on a philosophy of ‘equal rights’ (‘inclusive’ education) and prioritising educational performance, structuring it in such a way that it leaves little room for difference and creativity due to the highly structured testing and examination culture. Qualitative analysis of parents who have children identified with special educational needs indicate that they have hopes and expectations for their children. These hopes and expectations are challenged recurrently.  相似文献

It is nearly 30 years since Mary Warnock's Report of the Committee of Enquiry into the Education of Handicapped Children and Young People introduced the phrase ‘special educational needs’ into the UK education system. In this article, Katherine Runswick‐Cole, Research Associate at Manchester Metropolitan University, and Nick Hodge, Principal Lecturer in Research Development at Sheffield Hallam University, argue for the abandonment of the ‘special needs’ discourse, claiming that it has, in fact, led to exclusionary practices within education. Building on the work of early years educators in Reggio Emilia schools in Northern Italy, the authors advocate for the adoption of the phrase ‘educational rights’ and suggest that the positive impact of such a linguistic turn would be significant for the lives of young people currently described as having ‘special educational needs’ and for children's rights.  相似文献

ABSTRACT

This paper presents an overview of the present educational system and structures in Pakistan. Historical developments in special education are reviewed, and legislation, policy, administration and organization at the national, regional and local levels are described. Efforts are under way in Pakistan to move away from the dual system of education, in which children with special educational needs receive educational services in special schools, towards an inclusive school system. Initiatives to mainstream children are being launched in pilot projects, and efforts are being made to build linkages between special and regular schools. Under the term ‘special needs education’, the trend is to shift the focus from disability categories towards building the capacity of the schools and providing needed support services. It is envisioned that the first step in promoting inclusion is to consolidate the dual administrative structure into a single system, with a clearly defined policy and plan for accommodating children with special needs within ordinary schools.  相似文献

This paper uses Ireland – one of Europe’s most rapidly changing societies – as a case study and examines progress towards an inclusive education system. It explores policy and progress on developing an inclusive system under a number of key headings: social class, ethnicity, gender and disability. On the basis of analysis of official statistics and of research evidence from a study of the inclusion of children with disabilities and special educational needs, this paper assesses whether the impact of recent state policy and legislative change has significantly increased the degree of inclusion in the education system under the four headings. There is a particular focus on the area of disability. The particular questions explored in this paper are whether the unprecedented changes which have taken place in Ireland since the mid‐1990s have resulted in a more inclusive system, an increase in equality, and an increase in inclusive practices in schools. On the basis of the available evidence, the results appear to be mixed.  相似文献

The Education Reform (Northern Ireland) Order 1989 requires that all pupils of secondary school age should have equal access to a broad and balanced curriculum. The inclusion of language studies within the statutory framework of the Northern Ireland curriculum has led to a significant expansion in the teaching of modern languages to pupils with special educational needs. Many teachers are now faced with the task of teaching pupils who hitherto would have been excluded from the language department and some teachers in special schools now have to teach a language with which they themselves are unfamiliar. This paper is the first stage of a research and development project funded by the Northern Ireland Council for the Curriculum, Examinations and Assessment (NICCEA); it examines some research evidence relating to the challenge of teaching languages to pupils with special educational needs.  相似文献
