2002年职业培训工作的基本思路

发展农业循环经济的途径和政策选择

发展农业循环经济对缓解资源压力、保护和改善农村环境、调整农村产业结构、扩大农村就业、促进农民增收、提升我国农业和食品加工业的国际竞争力等都有特别重要的意义，其主要途径为：高效利用土地，防止耕地流失和污染；加强对水资源的管理和合理使用；开发农村新能源；发展生态农业，提高农村经济的发展水平；对秸秆、粪污进行综合利用，提高其利用效率。发展农业循环经济，关乎整个国民经济的大局和趋势，政府必须做好宣传、规划和协调工作，并在资金、技术、基础设施、法律制度等方面给予必要的支持。     

加大农民科技培训力度 提高农民整体素质

加强对农民培训，提高农民整体素质，是扩大农民就业、促进农民增收的关键所在，是推进农村社会转型和文明进步的必然要求，也是从根本上解决农业、农村和农民问题的有效途径。为贯彻落实中央、省和杭州市《关于统筹城乡发展促进农民增收的若干意见》精神，结合我市实际，我们加大了农民科技培训力度，有力地提高了农民的整体素质，促进了农村经济健康快速发展。
