While the records of the Senate and House of Representatives are among the most valuable sources of information for enhancing public knowledge of congressional operations and decisions, they largely have not been available for examination unless they have been distributed as an official publication. Some have suggested that this situation could be rectified by making Congress subject to the requirements of the Freedom of Information Act. There are, however, both constitutional and practical problems in this approach. Nonetheless, there are those within the two Houses who are aware of the need for reform in this area, and efforts have been made to modify archival policies. Arguably, both citizens and legislators can benefit from improved records access arrangements.  相似文献

There's been a good deal of attention given in recent years to the effects of media on political campaigns, but most of that concern has centered on Presidential, Senate, and House contests. The following article, however, focuses in on the grass‐roots level by examining broadcast media use by candidates for the Michigan State legislature in the off‐year elections of 1970. Using state records and a survey of candidates, the author has constructed a picture of radio‐TV campaigning suggesting a wide variety of use, interest in further use, but limitations on usage by what candidates term excessive cost of broadcast time. This concern over expense overrides, to some extent, the recognized impact of media which in this survey correlates strongly with election success. The study is taken from the author's master's thesis written at Indiana State University.  相似文献

A brief review of the American census begins with the framers of the Constitution assembled in Philadelphia in 1787. When the delegates agreed on State representation in the Senate and proportional representation in the House, they wrote a census clause into the Constitution to ensure periodic adjustments. During the nineteenth century, the volume of census questions increased dramatically, provoking criticisms of census accuracy and calls for a permanent Census Bureau, established in 1902. In recent times, major innovations in census work have improved accuracy and timeliness, along with more popular interest in the enumeration. For the 1980 census, many people wanted to help set the stage for the census, and most people want to be counted, continuing the best traditions of 200 years.  相似文献

Congressional elections are crucial to the American political system and candidates spend millions of dollars seeking votes with television spots. Unfortunately, the literature in this area is a hodgepodge of studies (with different methods and samples) rather than a comprehensive analysis of congressional television advertising. This study utilized the Functional Theory of Political Campaign Discourse to content analyze 744 television spots for House and Senate candidates from 1980–2004. Candidate discourse in these spots employed acclaiming (positive) strategies much more frequently than attacking (negative) or defending (refutational) strategies. Unlike discourse in presidential campaigns, congressional TV spots tend to place equal emphasis on policy and character (although since 1992 the emphasis has been on policy). Democrats tend to attack more and to discuss policy more than their counterparts. Incumbents acclaimed more and attacked less than challengers, whereas open-seat candidates have a style that lies between these two extremes. Open-seat candidates discuss past deeds less frequently than incumbents or challengers, both of whom tend to rely on the incumbent's record to attack (challengers) or to acclaim (incumbents).  相似文献

The pages of the Journal of Broadcasting have often carried material relating to the American Bar Association's Canon 35, which prevents broadcasters from carrying the tools of their trade into the courtroom. Although the conflict between lawyer and broadcaster has flared up once again following the recent statements by Mr. Justice Douglas, the question of judges ordering their courtrooms is not nearly of such serious import to the broadcaster as the question of gaining admittance to legislative sessions and hearings.

Many of television's most impressive hours have been spent covering the hearings of various U.S. Senate committees. However, the broadcast media have no such access to hearings in the House of Representatives—even when these hearings may be of vital concern to the nation and the industry. On the local level, the situation is no less spotty, with the current fight to gain access to the Chicago City Council garnering the headlines.

A broadcaster trying to gain admittance for his microphones and cameras into a legislative session is often handicapped by not knowing the pertinent precedents from other parts of the country. The following survey of this subject is designed to assist the broadcaster or other interested parties in interpreting the various laws, regulations and precedents. Mr. Partain is a graduate of Duke University and the Duke University Law School and received his master's degree in Radio‐Television from Northwestern University in 1959.  相似文献

《玉海》是南宋文献学家王应麟为应博学鸿词科考试而编纂的大型类书,在我国古文献学史上占有重要地位。该书自问世以来,刻印不绝,出现了各种版本,其中元后至元六年庆元路儒学刊本最早,为各版本之源头;清光绪九年(1883)浙江书局刊本,是现存校勘较好的版本。目前通行的本子有1987年由江苏古籍出版社、上海书店影印的浙江书局本和1992年由上海古籍出版社影印的四库类书丛刊本。  相似文献

The centerpiece of the efforts of the National Congress to build its staff and information capabilities was the establishment of the Centro de Informática e Processamento de Dados do Senado Federal (Prodasen) or Center for Data Processing of the Federal Senate. The establishment of Prodasen was to spearhead the reform movement of the Senate administration and operation, and to provide the Congress with up-to-date, timely, and relevant information to enable the members to exercise their constitutional function. Because of the centrality of Prodasen, both as an information provider and as an example of a modern congressional staff unit, examining its creation, goals, and operations can illustrate the promises and dilemmas of congressional staff in Brazil, their present role in the legislative process, and the challenges they face under the new democratic regime.  相似文献

Hardin Library for the Health Sciences offers an education service called Hardin House Calls. In collaboration with the University of Iowa libraries' public relations coordinator, the education team developed a marketing campaign for Hardin House Calls. Marketing strategies included designing a new logo, meeting with external relations representatives and faculty, distributing a user survey, and producing and distributing posters and advertisements. These marketing strategies greatly increased the visibility and use of Hardin House Calls. The campaign also led to a series of faculty development sessions, education collaborations with smaller health sciences departments, and collection development opportunities. Promoting an instructional service through a public relations frameworkwas found to be a highly successful strategy.  相似文献

Throughout the literature much of the research on political campaign debates has focused on presidential debates and has largely ignored non‐presidential debates, particularly those featuring candidates competing in mixed‐gender races. The purpose of this study is to draw attention to these non‐presidential debates and particularly those in which gender may play a pivotal role. Through our analysis of four debates—two gubernatorial and two U.S. Senate debates—we advance the notion of debatestyle as a useful analytic scheme to examine the verbal content of female and male candidate debate dialogue. While few differences in female and male debatestyles ultimately emerged, results of the current study indicate that female and male political candidates, when engaged in debate, adopt a strategy of gendered adaptiveness that offers important contributions to both research on political debates as well as research on gender and politics.  相似文献

Following testimony dealing with the role played by television audience ratings in determining whether a given program will or will not be kept on the air, Chairman Oren Harris of the House Committee on Interstate and Foreign Commerce requested the American Statistical Association to examine, describe, and evaluate the statistical reliability and validity of the various commercial rating services. The ASA's Technical Committee on Broadcast Ratings, under the Chairmanship of William G. Madow, produced its report early in 1961. It was published by the House Commerce Committee in March, under the title, Evaluation of Statistical Methods Used in Obtaining Broadcast Ratings (House Report 193, 87th Congress, 1st Session).

Although the entire report is highly technical, it is recommended to all those seriously interested in the rating services and their standards. For those without the statistical background to understand certain portions of the report, attention is called to more easily read articles, such as Harrison B. Summers’ “Qualitative Information Concerning Audiences of Network Television Programs”; (which appeared on pp. 147–160 of this issue of the Journal) as well as general articles cited in the bibliography that follows.  相似文献

Although outreach is a common activity in academic libraries, little has been written about strategies for assessing library outreach efforts. Assessing outreach efforts is important in order to measure the success of the outreach activity, identify areas for iterative improvement, and demonstrate the value of the outreach activity to stakeholders. This article is a case study describing the multifaceted strategies employed to assess a major outreach event, Texas A&M University Libraries annual Open House event. It details demonstrating value and programmatic improvement as the articulated goals for outreach assessment as well as the specific strategies used and the insights gleaned from each assessment strategy.  相似文献
