The Ronald Reagan Presidential Library

The Ronald Reagan Library, located on a rugged hilltop in southern California, is the newest facility in the National Archives's system of presidential libraries. Five American presidents gathered at the library for its dedication on November 4, 1991. The library's collections of textual, audiovisual, and museum objects are the largest holdings of any presidential library. Under provisions of the Presidential Records Act (1978), the library has made available for research over 7 million pages of its 47 million pages of records. The main museum exhibits depict the life and presidency of Ronald Reagan, with an emphasis on photographs, gift items, and multimedia presentations. Exhibit highlights are a full-scale replica of the Oval Office and a section of the Berlin Wall. Events at the library have included visits by Mikhail Gorbachev and Margaret Thatcher. The first two years of operation have provided the Reagan Library with a solid foundation for future expansion of collections management, exhibits, and programs.     

Customer Satisfaction Management with “Counting Opinion” Surveys

This article tracks how Ajax Library Services, located in suburban Toronto, followed up on its designation as the only ISO‐certified library in North America by its adoption of the computer‐based, computer‐survey tools of Counting Opinions. Use of the online survey tool helped to inspire reforms in customer service, collection development and many other library policies. And, with before and after data reports, library administration could see how the library's users reacted to the changes. This intermixing of quantitative and qualitative data represents a level of customer‐opinion‐and‐data analysis seldom seen in public libraries. Collecting Opinions has expanded its public library analytical utilities to include access to data on additional public libraries so that customers can do statistical rankings to rank their own service levels to other libraries who serve communities with similar demographics.     

Valuing Diversity:

Penfield Library at SUNY Oswego is in its fourth year of an innovative program to bring cultural diversity to its reference services. Jointly sponsored by the Library and the Office of Learning Support Services, the Library Reference Assistant (LRA) Program recruits and instructs students of color and non-traditional students in assesting librarians at the Reference Desk. Involving these students in the process of providing reference services makes a strong statement about our confidence in their ability to succeed and to serve as role models for non-traditional students and students of color. The sucess of the LRA Program has required a strong commitment on the part of both librarians and student participants in the development and implementation of this program. The LRA Program is serving as a model for similar programs in other SUNY libraries.     

The birth of the tenth presidential library: The Bush presidential materials project, 1993–1994

The Bush Presidential Library and Museum, the tenth Presidential library, will be built on the campus of Texas A&M University between 1995 and 1997 and administered by the National Archives. It will be the archival depository for all of George Bush's Vice-Presidential and Presidential records and memorabilia as well as voluminous personal papers dealing with his life before and after his service in the White House. Every Presidential library undergoes an evolution from a Presidential materials project to a fully functioning facility, and the Bush Library currently is in its earliest period of development. The Bush Presidential Materials Project is systematically processing President Bush's records and museum objects for exhibit when the library opens to the public in 1997. The Bush Library will be the most highly computerized Presidential library to date, with automated systems, including an optical scanner for documents, facilitating archival processing and reference services.     

ILLiad,Document Delivery,and the Distance Student: How Document Delivery Can Enhance Support for Distance Library Users

ABSTRACT

Academic libraries serve great numbers of distance learners and must address the unique challenges faced by these students. Technology can bridge the gap in terms of access and use of library resources. Academic librarians working with distance students must examine their student population, determine the needs of their users, and be prepared to adapt technology available to meet those needs. Many academic libraries have adapted Online Computer Library Center (OCLC) ILLiad to allow better support of distance learners. Library models that have used OCLC ILLiad or similar software for distance services are discussed and can be used as a model for change in library distance services programs.     

Library Services to Multicultural Communities: Russian Best Practice

Russia is a very diverse country with many ethnic groups, religions, and languages, including not only indigenous groups but also migrants and refugees. The author, chair of the Russian Library Association's roundtable Library Services to Multicultural Populations, writes about how Russian libraries are working to serve these populations, following guidelines issued by IFLA and UNESCO. She particularly singles out the Sverdlovskaia oblastnaia mezhnatsional'naia biblioteka [Sverdlovsk Oblast Inter-Nation Library] in Ekaterinburg, capital of the Ural Federal District. It seeks to preserve and develop the cultures of the Urals peoples and has become a cultural, educational, and methodological center for multicultural issues for other Ural libraries.     

The Impact of the Web on User Education at the Science,Industry and Business Library (SIBL) of The New York Public Library

Abstract

Like many other libraries, the Science, Industry and Business Library (SIBL) of The New York Public Library instructs customers in using the Web. In addition, the library is using the Web to further educate and assist its customers. SIBL provides Web access to its catalogs, a Web menu for the selection of electronic databases, Web guides for doing research in various subjects, and Web-accessible instructional materials. The library is also planning Web-based tutorials for its site which will reach a new, remote audience. Remote access to learning opportunities will enhance and extend traditional library services.     

Chat Widgets: Placing Your Virtual Reference Services at Your User's Point(s) of Need

The senior population in America is expected to double from 35 million in 2004 to 70 million by 2030, creating an ever-growing need for libraries to provide quality senior services and programs. This article discusses the services and programs that the San Antonio Public Library (SAPL) offers for senior groups, the issue of additional services that the SAPL can provide in the future to accommodate the needs of seniors groups and those with disabilities, and what services other public libraries provide to senior citizens.     

Knowing What the Patron Wants: Using Predictive Analytics to Transform Library Decision Making

Predictive analytics and machine learning are burgeoning areas of professional practice for large corporations especially businesses that offer products and services to customers. The power to better understand the movement of large amounts of data in a company and the capability to deploy that data to meet a customer's needs is invaluable from a services standpoint. Some in libraries have theorized that this type of data usage could possibly be used in a library service environment as well. In this article, we demonstrate how you can develop and use machine learning algorithms and predictive analytics to proactively understand library behavior. Although libraries are good at data collection, we often rely on statics or old data for assessment. Utilizing a machine learning system, called the Automated Library Information Exchange Network (ALIEN), we can better understand the movement of the items in the collection and better serve the needs of our customers the library patrons.     

Impact of the Pacific Southwest Regional Medical Library Service on hospital library development

A study was designed to evaluate the progress of hospital libraries within Region 7 since the Pacific Southwest Regional Medical Library Services (PSRMLS) began in 1969. Library progress was defined as an increase in extent and types of services and resources offered. The study assessed the impact of Regional Medical Library programs on hospital libraries and compared resources and services reported in 1969, 1971, and 1984. The 1984 data were also measured against a set of core library services and resources that should be provided by a full-service hospital library. In addition to assessing the quality of PSRMLS programs and their effect on Region 7 hospital libraries, the study documented extensive growth in staffing, collection size, and services. PSRMLS programs were highly rated by the respondents, who also indicated that participation in PSRMLS programs improved specific library resources and services.

非传统公共图书馆是指由非政府团体、企业或个人举办,向全社会开放,主要服务于特定的区域、组织或群体的图书馆.我国的非传统公共图书馆主要有社区图书馆、大学城图书馆、工业园区图书馆三种类型.非传统公共图书馆应采取“三轮驱动型”的发展模式,即图书馆产权人承担图书馆基础设施建设经费和人员的基本开支,以适当的有偿服务解决图书馆的日常运行经费和人员其他开支,以其他社会力量作为图书馆经费来源的重要补充.     

英国公共图书馆面向特殊群体的阅读推广

分析英国公共图书馆为特殊群体开展阅读推广活动所取得的成效,以期对我国公共图书馆特殊群体服务提供借鉴及经验指导,促进公共图书馆服务均等化。文章采用文献研究法、案例分析法以及邮件调研的方式,选取英国部分公共图书馆阅读推广活动案例以及英国国家扫盲信托基金会(National Literacy Trust)和阅读机构(The Reading Agency)的阅读项目等进行分析研究。并对我国公共图书馆特殊群体阅读推广活动提出3点建议:加强公共图书馆与社会机构间的合作;注重品牌服务的评估机制;拓宽品牌阅读项目的受众群体。     

MLA certification: the certification program and education for medical librarianship

The certification program was formally adopted by the Medical Library Association in 1948 in an attempt to establish standards for medical librarians. The program is reviewed, and some of its effects on education for medical librarians are discussed. At the time of its adoption the program defined the kind of education librarians in the field thought necessary for work in medical libraries. New techniques and a shortage of personnel demand consideration of new educational programs, and the Medical Library Assistance Act will provide the means for their establishment. The Association should assume leadership in determining what and where these programs should be and should evaluate its certification and standards programs as often as current needs require.     

Strategies That Public Libraries Use to Build Communities

This article is a companion to “The Role of Public Libraries in Community Building,” which appeared in Public Library Quarterly 30, no. 3. That article explored five facets of public libraries as agencies of community building: (1) how libraries serve as a conduit to access information and to learn, (2) how libraries encourage social inclusion and equity, (3) how libraries foster civic engagement, (4) how libraries create a bridge to resources and community involvement, and (5) how libraries promote economic vitality within the community. The goal of this article is to provide concrete examples of library community building. The focus here, therefore, is on the specific strategies that libraries employed to create and operate library programs that effectively built a library community.     

Inside outreach: a challenge for health sciences librarians.

OBJECTIVE: Like medical and health sciences libraries throughout the country, the Lamar Soutter Library (LSL) at the University of Massachusetts Medical School is dealing with ever-increasing outreach needs in times of diminishing funding. With the goal of reshaping the library's outreach program to better serve our patron groups, the Outreach Study Group was formed to investigate existing models of outreach. METHODS: The group initially examined the current literature and subsequently conducted a nationwide survey of medical and health sciences libraries to identify trends in outreach. This article details the methods used for the survey, including establishing criteria for selecting participants, determining the focus, and developing and conducting the survey. RESULTS: Of the 40 libraries invited to participate, 63% completed the survey. An analysis of the data revealed successes, problems, and trends. The group's conclusions led to recommendations for the LSL's future outreach efforts. CONCLUSIONS: Analysis of the data revealed key findings in the areas of strategic planning, funding, and evaluation. A thoughtful definition of outreach ensures that outreach activities are expressions of the library's mission. Funding shifts require flexible programs. Evaluation provides data necessary to create new programs, sustain successful ones, and avoid repeating mistakes.

完善我国公共图书馆企业信息服务建设,可以充分发挥其商业支持和创新支撑的社会经济价值。通过文献调查法、网络调查法和案例分析法调研大英图书馆企业信息服务现状,发现大英图书馆设置了专门机构提供多样化的商业信息支持和丰富的咨询及培训项目,其工作开展具有重视度高、体系成熟,层层递进、各有偏重,各界合作、共建服务的特点。参考大英图书馆服务建设模式,我国公共图书馆应从建设中心、发展分馆,丰富资源、开发指南,转变角色、支持创新,细分用户、按需服务出发开展企业信息服务建设。     

The Medical Library Assistance Act: an analysis of the NLM extramural programs, 1965-1970

The imbalance between medical library resources and information needs of the health professional led to a reexamination of the mandate for the National Library of Medicine. Legislation known as the Medical Library Assistance Act (MLAA) was passed in 1965 which enabled the NLM to (1) initiate programs to assist the nation's medical libraries and (2) develop a medical library network with the establishment of regional medical libraries to link the NLM with local institutions.The National Library of Medicine, through the MLAA, has made available $40.8 million to the medical library community under a competitive grant and contract mechanism for the period July 1965-June 1970. A total of 604 projects has been executed in resources, research and development, training, construction, regional medical libraries, publications, and special scientific projects. An assessment is given of each of these programs and their impact on both the National Library of Medicine and individual medical libraries. In the aggregate, these programs have significantly improved library and information services to the professional health user. The principal limitation has been inadequate funding to accomplish the level of originally stated objectives.

Promoting an awareness of retractions: the Louisiana State University Medical Center in Shreveport experience

The current mission statement of the Medical Library Association states that it is "dedicated to improving health through professional excellence and leadership of its members in the ... provision of information services and educational programs ..." With this goal in mind, retractions offer medical librarians a professional challenge to become involved in the scientific process. Through results of a survey conducted among the consortium of South Central Academic Medical Libraries (SCAMeL), this paper reveals opinions on the importance of retraction awareness and who is responsible for disseminating this knowledge. The paper also reports what the Louisiana State University Medical Center at Shreveport Library and other SCAMeL member libraries are doing to promote awareness.     

Bridging the Gap Between Library Services in Academic Libraries: A Visiting Librarian Model

ABSTRACT

This article discusses an experience of the University of Central Florida (UCF) Library when hosting a visiting librarian from Tongji University Library in Shanghai, China, in 2015. Unlike most other visiting programs in the U.S., UCF's hosting experience offers a year-long, broad-based training in several functional areas facilitated by library administration and two bilingual librarians. The initial goals were to promote dialogue and understanding between the academic systems of the two countries, and ultimately to enhance the international users' library experience in their quest to study at foreign institutions. Through describing this visiting program and discussing its findings and assessments, the authors concluded longer term visiting programs like this can benefit both the visiting and hosting libraries and bridge the gap of academic libraries across the world.
