Instructional systems development in a large-scale education project

The Mission of Botswana's Junior Secondary Education Improvement Project is to expand the country's junior secondary education program, which is roughly equivalent to the junior high school level in the United States. An instructional systems design (ISD) model was used in the design of the project. As such, the project has provided an opportunity to study the practical use and implementation of an ISD approach to a sector-wide education intervention within the setting of a developing country. In this article, issues pertaining to sectorwide planning strategies of educational development are explored. Particularly stressed is the importance of conducting a contextual review at the outset of a large-scale educational project. Note: In 1984, USAID began a ten-year project called “Improving the Efficiency of Educational Systems” (IEES) that has provided technical assistance to a number of countries around the world through a consortium of institutions including Florida State University, the State University of New York at Albany, and the Institute for International Research. The Junior Secondary Education Improvement Project (JSEIP) in Botswana has been one of the IEES projects.     

A Multipart Project Planning and Tracking Exercise

Project Management is an important skill for business students to develop. Although project‐oriented activity is very common, the success rate for projects is poor. Many projects fail due to poor planning. This article describes a multipart class exercise used to teach elements of a project management methodology to undergraduate and graduate business students. Over the course of the eight‐part exercise, student teams iteratively develop a project plan and Gantt chart, an initial and detailed project charter, a variance analysis model, and a status report. Students are taught an iterative top‐down planning process using a technique we term the ODW (Objectives–Deliverables–Workplan) model. Students are introduced to Microsoft Project and use the tool to develop a project plan that becomes part of a more detailed Project Charter. In the final stages of the exercise, students collect results, update their plan, and produce a project status report.

Levers of Management in University-Industry Collaborations: How project management affects value creation at different life-cycle stages of a collaboration

This paper reports a longitudinal multi-case research project encompassing 38 semi-structured interviews conducted in 2011 and 2012 with four students, 12 researchers and 22 companies relating to a total of 25 university–industry collaborations. The interviews covered the collaboration type, the initiation of the collaboration and details concerning the planning of the collaboration. In addition, the interviews focused on the relationships between the people involved in the collaboration and the effects of project management. We distinguish between project management success and project success, and identify potential good practice. The paper concludes that, whereas project management success was not found to be causally related to project success, there seems to be a clearer link between project management success and ensuring effective use of resources in both companies and universities. There is also evidence that it is problematic when corporate managers think they can run research projects like lean production companies.     

Advanced project work in distance teaching

The problem of presenting advanced project work in distance teaching is discussed and criteria established for its success. An evaluation of empirical research projects involved in an advanced course on research methods in education and social science is described and some principles put forward for sound project design in distance teaching. Finally, three models suggesting different combinations of distance teaching and conventional institution-based teaching are proposed which incorporate advanced project work. It is suggested that conventional teaching institutions working in isolation can all benefit from a distance teaching element in their programmes.     

Collaborative Teaching and Learning through Multi‐Institutional Integrated Group Projects

This teaching brief describes an innovative multi‐institutional initiative through which integrated student groups from different courses collaborate on a common course project. In this integrated group project, students are asked to design a decentralized manufacturing organization for a company that will manufacture industrial Proton‐Exchange Membrane fuel cells. The groups include students from supply chain management, production planning and scheduling, and facility layout and design courses. Empirical results from the implementation suggest that students responded positively to the integrated experience. Lastly, the article presents implementation strategies for multi‐institutional group projects based on the experiences gained through the collaborative experience.     

Producing professional interactive multimedia: project management issues

This paper presents a case study of the development of a multimedia training product for broad distribution to middle and senior management as well as university students. It compares anticipated and actual costs of project management and where possible makes comparisons with data from similar projects. An unexpected finding was a greater than twofold overrun on the anticipated costs of project management. The greater part of this overrun was an increased administrative effort required to comply with reporting requirements of the funding body and the joint Venture partnership. The results of this study have implications for producers of interactive multimedia in higher education with regard to realistic costing of project management, which is often an unfunded contribution.     

基于QFD的“运营管理”课程整合实践项目的设计

为提升学生的知识集成能力和整合创新能力,针对"运营管理"课程传统教学中存在的"知识点分散、理论与实践脱节"的困境,应用质量功能展开产品设计工具(QFD),分析了支撑学生能力培养的学习需求和项目特性,构建了"运营管理"课程整合实践项目的质量屋模型,并基于该模型找出了实践项目的关键特性。教学实施效果表明,基于QFD工具设计的"运营管理"课程整合实践项目,能够激发学生学习潜能,提升学习的积极性和主动性,培养知识整合应用能力与实践创新能力。     

Interdisciplinary project teams on agriculture and environment: A problem-oriented approach

Abstract

In a one-year, postgraduate, professional training course an interdisciplinary project approach is taught to prepare disciplinary specialists for interdisciplinary team work. This paper is based on five years of experience with such projects and deals with the conditions necessary to engage successfully in interdisciplinary project teaching. A high degree of organisation, firm guidance at the start of the project, feedback on actual practice from experts, the importance of cyclical working methods, the use of project planning techniques and product-oriented thinking are elements to be stressed. As an illustration a project is presented on environmental policy for a specific target group: greenhouse horticulturists in the province of Zuid-Holland, The Netherlands.     

宝鸡峡灌区水利工程维修养护的实践与思考

实施水利工程维修养护,是水利工程管理体制改革的重要内容和成果．既是新形势下提高灌区工程管理水平的客观要求,也是促进灌区可持续发展的必由之路。水利工程维修养护是一项新的系统工程,涉及方案设计、资金投入、组织实施、技术管理、质量控制、合理运行、整修完善等环节,要求可操作性很强。笔者通过宝鸡峡灌区水利工程维修养护的实践。积累了一些经验．进行了深入思考,只要以不断改革的精神,切实加大维修养护力度．健全工作机制,落实管护责任,加强日常维护,提高管理水平．进一步推进工程管护实现法制化、规范化、科学化、长效化、普及化,就能促进水利工程设施良性运行,为灌区经济发展服务,确保水利工程设施发挥其应有的作用。     

基于项目管理的高校科研经费控制

高等教育事业的发展使得高校承担的科研项目所筹措的科研经费成为学校资金的重要组成部分,而科研到敖也成为衡量高校竞争力的重要指标。为确保科研项目实现经济效益和社会效益的最优化,文章以项目管理理论为背景依托,对高校科研项目管理的组织结构和全过程进行透析,从组织结构管理职能角度和项目全成本核算出发。对科研项目经费控制提出了一些可行的建议。     

Building a sustainable project management capacity in Cyprus

The performance‐driven project management program examined in this article was funded to support a variety of technical assistance efforts designed to strengthen the performance of small and medium enterprises in the Turkish Cypriot community in Cyprus. The customized program combined progressive workshops with hands‐on and distance coaching by local consultants, with participants expected to apply a performance‐driven project management approach and tool set. The Performance Driven Project Management: Journal of Performance (KNO Worldwide, 2010) documents that 12 of the 14 projects met the rigorous program requirements.     

论项目管理在骨干高职院校项目建设中的应用

项目管理知识因其特有的科学、实效性,越来越多的在教育行业得到应用。本文以笔者所在学校的国家骨干高职院校建设项目的实践为基础,从骨干校建设的启动、组织建设、机制设计、绩效考核等方面,浅议项目管理在国家骨干高职院校项目建设中的应用。

The failure of ethics in practice: Cultural and institutional barriers of a research project in Venezuela

The article analyses the cultural and institutional obstacles encountered in a research project on the role of education in Venezuelan development planning. It is argued that the research took place in a neo-colonial situation and for that reason partly failed to avoid certain forms of academic colonialism. Obstacles are discussed with regard to financing the project, establishing equal counterpart relations, fieldwork and writing. The researchers were far from dominating the project organisation, but had to rely on time-consuming negotiations in the field and were dependent on the goodwill of others. Institutional barriers rather than cultural discrepancies between counterparts prevented the project from being carried out as intended. Some recommendations for the design of research joint ventures are proposed.     

探析激励理论在工程项目管理中的应用

项目管理是一项较为抽象的行为软科学，不存在固定的模式和“放之四海而皆准”的方式方法。文章主要选择“目标激励”和“满足激励”两种激励方法。探索有效的激励理论和激励方法在工程项目管理中的运用。认为：施工项目经理应把项目实施总任务转化为项目实施总目标，并采取有效的措施使每一个项目实施人员都明确其在该项目上的子目标。以便度时地自我调整和控制。同时，施工项目经理还应多与员工沟通，了解员工的需要，并根据不同层次的需要而采取灵活多变的激励方式。     

关于项目化教学改革项目确立方法的探索

项目化教学是目前职业技术教育倍受推崇的一种教学方法,但是项目化教学课程整体方案设计中,多数教师不清楚到底如何确立教学项目?项目数量、项目联系、项目大小、项目优化等确定什么程度为好?针对这些问题,文章通过认真的研究、探索与实施,提出了可以供同行参考的方法。
