Providing government information, services, products and transactions electronically has the potential benefit of accessibility for a wider audience, political and administrative transparency, and improved service delivery. By using e-government websites, citizens can conveniently access government information and services and gain greater opportunities to participate in democratic processes. The present study aims to evaluate National Portal of India, which provides single window access to 601 e-government portals and websites in India. A total of 1576 online services are provided by these portals responding to information needs of the citizens. Ranking of the state and union territory portals has been done based on the number of online services they provide. The paper also focuses on the digitization of documents, acts, rules and schemes of central and state government departments and their availability and accessibility through government portals.  相似文献

Decision support systems (DSS) are a class of information systems where data, models, and an interface are combined to support a decision-maker's needs for data and analysis. This article reports on a system which fits all of the classic definitions of a DSS and which includes spatial models of object locations as crucial parts of the analytic, data, and interface support provided to the user. The system illustrates several interesting aspects of the construction of systems of this type, including the potential role of geographic information system (GIS) capabilities in DSS; the translation of user decision support needs with a geographic component into a DSS architecture; and the integration of a PC-based GIS package with additional interface, data management, and analytic tools. The system also illustrates certain managerial implications for systems of this type, including the importance of planning for system maintenance and the value of geographic data.  相似文献

This virtual issue (VI) has been assembled to coincide with the 8th Annual Patient Information Conference 2013 organised by the UK Patient Information Forum (PiF). The conference theme ‘Information and support – a service in its own right’ is a response to policy documents and initiatives in both Scotland and England which signal the coming of age of patient/consumer information. The VI consists of a collection of open access articles and addresses the question ‘What can health science librarians do to ensure that the public are able to find, appraise and use health information?’ This material provides research evidence, and examples of the types of initiatives librarians have undertaken to make information a health and care service in its own right. Two recurrent messages are that health science librarians need to form partnerships with healthcare providers and they have a role to play in improving health literacy skills.  相似文献

As a rural state, Ohio has a vital interest in addressing rural health and information needs. NetWellness is a Web-based consumer health information service that focuses on the needs of the residents of Ohio. Health sciences faculty from the state's three Carnegie Research I universities--University of Cincinnati, Case Western Reserve University, and The Ohio State University--create and evaluate content and provide Ask an Expert service to all visitors. Through partnerships at the state and local levels, involving public, private, commercial, and noncommercial organizations, NetWellness has grown from a regional demonstration project in 1995 to a key statewide service. Collaboration with public libraries, complemented by alliances with kindergarten through twelfth grade agencies, makes NetWellness Ohio's essential health information resource.  相似文献

In an effort to reduce the problem of undercounting and, in general, to deliver as complete a census as possible, the Bureau has incorporated several technological advances for Census 2000. As a result, a significant portion of the costs are those associated with the use of technology. However, the Bureau is convinced these costs will be well worth it in terms of the operations that will be made more efficient and effective as a result of the technological advances. To accomplish the goals set forth in the Bureau’s operational plan, the Bureau is always looking at ways in which it can improve the speed and quality of the census and yet limit the number of manual, repetitive, human resource-intensive operations. In addition, these technological advances are focused on reducing the differential undercount for Census 2000. This article addresses some of the technological strategies the Census Bureau, hereinafter referred to as “the Bureau,” will be incorporating in the data collection processing and tabulating operations for Census 2000. Given the time and presentation limitations of this article, not every advance in technology is addressed. However, this article addresses seven major program or system areas that will be significantly affected by the implementation of advanced technology. The main purpose of the LBJ Library is to provide researchers access to information in its holdings. Advances in information technology provide new methods for facilitating accessibility, and researchers have begun to expect the advantages which this technology affords. Information literacy, and other similar ‘literacies’, such as digital literacy, mediacy, and informacy, are concepts relating to knowledge, skills, and attitudes, at various levels, in dealing with information in varied formats and diverse situations. The breadth of scope of these concepts implies that training must be equally broad, varied, and context-sensitive. This is exemplified by two case studies of information and digital literacy training. The first is a training programme in information literacy for the scientific staff of a multinational pharmaceutical research organization. The second is a summer school dealing with digital literacy, primarily for information professionals from countries of Central and Eastern Europe, and the former Soviet Union.  相似文献

The availability of U.S. Government Printing Office bibliographic tapes for copy cataloging or for loading directly into online catalogs may have lulled documents librarians into believing that the problem of bibliographic control for documents collections has been solved. Others may believe that with the move to an electronic distribution system for United States government information, creating and loading bibliographic records for government publications into local library catalogs is becoming an anachronism. This article discusses the functions of cataloging in light of continuing needs and current developments in access to government information. Recommendations are made for ways that the library community, providers of government information, and automation specialists can work together to reexamine bibliographic standards, expand tape loading to non-U.S. depository documents collections, link useful bibliographic databases with library catalogs, and use cataloging of Internet resources to show relationships between physical collections and remotely accessible government information.  相似文献

This paper examines the role of trust in the information continuum. It argues that in the context of Canadian federal government records, an analogous ??trust continuum?? is a useful model for analysing the relationships that exist between creator, archives and user in the information-abundant environment. The paper borrows from sociological theory to posit that creator, archives and user are bound together in a complex expert system that facilitates trust and mitigates risk in a broad societal context and contends that these interactions are shaped at the macro level by a dominant public discourse of accountability. These points are illustrated through three recent examples at Library and Archives Canada. First, the relationship between Canadian society and the archives is explored by interrogating the concept of relevance and assessing the feasibility of managing a pan-Canadian collection via a national network of knowledge institutions. Then, the role of trust between the archives and the creator in the management of government digital information resources is examined in light of the recently issued Directive on Recordkeeping, and in the context of LAC??s Trusted Digital Repository. Finally, Commissions of Inquiry??and the Indian Specific Claims Commission in particular??demonstrate both the power of archival records in repairing trust between a society and its government and the iterative nature of the relationship between the user and the archives.  相似文献
