Researchers interested in the global flow of educational ideas and programmes have long been interested in the role of so-called ‘reference societies’. The article investigates how top scorers in large-scale assessments are framed as positive or negative reference societies in the education policy-making debate in German mass media and which functions they fulfil. Top scores in large-scale assessments do not automatically promote a country to the status of a positive reference society. Whether top scorers are perceived as positive or as negative reference societies depends largely on stereotyped prior perceptions that determine how success in these assessments is framed. Among the functions positive and negative reference societies fulfil are making educational reform agendas more plausible and serving as projection screens for conceptions of the ‘good’ and the ‘bad’ school.  相似文献

School funding is a principal site of policy reform and contestation in the context of broad global shifts towards private- and market-based funding models. These shifts are transforming not only how schools are funded but also the meanings and practices of public education: that is, shifts in what is ‘public’ about schooling. In this paper, we examine the ways in which different articulations of ‘the public’ are brought to bear in contemporary debates surrounding school funding. Taking the Australian Review of Funding for Schooling (the Gonski Report) as our case, we analyse the policy report and its subsequent media coverage to consider what meanings are made concerning the ‘publicness’ of schooling. Our analysis reveals three broad themes of debate in the report and related media coverage: (1) the primacy of ‘procedural politics’ (i.e. the political imperatives and processes associated with public policy negotiations in the Australian federation); (2) changing relations between what is considered public and private; and (3) a connection of government schooling to concerns surrounding equity and a ‘public in need’. We suggest these three themes contour the debates and understandings that surround the ‘publicness’ of education generally, and school funding more specifically.  相似文献

Symbolic of the rise of neoliberal principles in Irish education policy, there is now a move towards advancing school autonomy and decentralizing decision-making to individual schools, possibly emulating the academy model that has become widespread in England. Increasing the freedom and independence of schools may involve using private actors to provide what has traditionally been the service of the state, but it will most definitely involve schools behaving more like private sector organizations. While some of the new powers that would be devolved to schools might seem attractive, especially in how they are presented at an official level, this paper highlights how features of autonomous schools that may initially seem appealing are, in practice, likely to be unsuited to the Irish context. In this regard, this paper advises that school autonomy should not be advanced in Ireland.  相似文献

This article reports the findings of a study on the nature of parent–school engagement at an academically selective public high school in New South Wales, Australia. Such research is pertinent given recent policies of ‘choice’ and decentralization, making a study of local stakeholders timely. The research comprised a set of interviews with parents and teachers (n = 15), through which parents – all members of the school’s Parents’ and Citizens’ group – theorized and explained their involvement with the school, and teachers spoke about their views on this involvement. Results are organized around three themes: ‘how parents worked to nurture their children’s schooling’, ‘reasons behind parents’ involvement with the school’, and ‘communication and use of parental resources by the school’. Overall it was found that while parents were making significant efforts to involve themselves in the education of their children and with the school more broadly, the reasons for their involvement were not always consistent, but instead revealed a range of motivations for and conceptions of parents’ roles within schools, which at times were at odds with the teachers’. Through this, the study contributes to our understanding of middle-class parent engagement at an unusual and particular type of school.  相似文献

In children's lives the start of school is a turning point: compulsory education is their first encounter with civil duties. This important step in the process of becoming individual citizens is permeated with strong emotions and ambivalent expectations. However, the representations of school are created, established and negotiated in educational experiences preceding the start of school. In this article I explore the ways in which school is constructed in a Finnish preschool context. I build on ethnographic data generated in two preschool classes. First, I focus on how school is constructed in the social practices of teaching and in the physical space of preschool. Second, I analyse how children construct themselves as future school children and citizens by taking up available discourses and cultural practices. I argue that in official preschool, an ethos of individual survival characterises representations of school. Psychological, social and physical challenges are emphasised. Although preschool teachers in interviews and informal discussions sometimes problematise the ways in which school operates, in their teaching school practices are represented as natural. However, children actively exhibit their agency by collectively reworking of discourses and cultural practices and by renegotiating their informal relationships.  相似文献

Abstract

This article is intended to highlight some of the main features about race‐related research in education as it is configured in the 1990s. More specifically, it reflects on the status of antiracist research and addresses the thorny issue of the legitimacy of research which is explicitly ‘partisan’. In offering a position statement on partisan research I am particularly concerned with addressing the question: to what extent is the term, ‘partisan research’, an oxymoron? 1 1This article started life as a contribution to the Racial Equality in Initial Teacher Education project, funded by the Leverhulme Trust (Reference Number F215A.E). Collaboration has been considered one of the key features of a successful school. However, the literature does not provide many examples of schools becoming more collaborative. This study focuses on the construction of a collaborative community among elementary school teachers in a large, public, urban school over several years. The researchers followed a group of students and teachers as they learned together through looping in kindergarten and first grade. The data suggest that collaboration requires time and conversations and that there are a number of challenges that must be overcome. The data also suggest that specific school structures result in opportunities for collaboration and that uncertainty plays a role in creating a collaborative learning community.  相似文献

The article examines school choice in the context of the Finnish, publicly owned and governed comprehensive school system, the ‘named public‐school markets’, and compares findings to similar studies done in other countries. Parental choice is used in addition to traditional catchment areas and has now settled in the educational policy of big cities since its introduction in Finland in the mid 1990s. The focus of this article is on the extent and direction of pupils' preferences between the schools in relation to the characteristics of the schools in order to understand what kind of patterns have been formed along with the school choice. At the turn of the year 2000, half of the age group transferring to the 7th grade applied for a place in an other than catchment area school in the capital city, and on average one‐third of those in the other four big cities. The local public school markets touched every school in the urban areas. The schools were divided into popular, rejected, and balanced schools on the basis of net gains in request flows. A detailed analysis of the preferences between schools is presented in a map. Patterns of operation of the local school markets in the four case cities showed astoundingly similar features to those reported in studies conducted in other countries.  相似文献

This article draws on data from an ethnographic study that begins with the experiences of educational professionals doing the ‘work’ of educationally supporting students with long-term health conditions in a paediatric health-care setting in Victoria, Australia. The study was conducted over the same period of time but separately from the Keeping Connected project, although it utilises some selected research data produced as part of that larger-scale project. Investigations concerning the inclusion of students with disabilities – including those with long-term health conditions – within mainstream schools continue to indicate that not only do they often have specific educational needs but also that significant structural barriers exist within education for young people and families. I argue that intersecting discourses of child development and child-centred education, along with education reforms promoting social inclusion, construct particular understandings of capability and needs which do not fully account for the complexities facing teachers, students and families.  相似文献

Abstract

The purpose of this paper is to further examine ‘place-reflexivity’ as a methodological tool for engaging in site-seeing in qualitative research. Qualitative research often involves a site or field. Yet, the ‘where’ of qualitative research has often been overlooked in methodological discussions. This approach is akin to sightseeing where sites are a backdrop rather than foregrounded. We draw on scholarship that conceptualizes site, place, field, and context from sociological, geographical and anthropological disciplines, as well as on concepts of third space as they apply to qualitative inquiry. We offer an argument for the fuller inclusion, and expanded treatment of sites including tools to assist qualitative researchers with this type of thinking.  相似文献

The educational reforms being enacted in Singapore can be considered exceptional in that they are being undertaken within a highly effective system. We explore these reforms using Brown and Lauder's ideal-typical analysis of ‘neo-Fordist’ and ‘post-Fordist’ models of national economic development. Singapore's reforms have been extensive, ranging from changes to early childhood education through to tertiary education. We examine the nature of state-market relations in education within the context of Singapore's ‘soft authoritarian’ political culture and assess the chances of success of the reforms.  相似文献

ABSTRACT

This article reviews current and historical debates about active, participant citizens and related conceptions of citizenship. In particular it focusses on the prospects for the participation of citizens in the administration of public bodies. It discusses critically the notion of participative citizenship and active citizenship as articulated by Douglas Hurd (when Home Secretary) and also the version contained in the report of the Speaker's Commission on Citizenship. The article then draws upon research conducted for the Volunteer Centre, by the National Foundation for Educational Research and that by Brehony and Deem which is funded by an Economic and Social Research Council Grant (R000 23 1799), on voluntary activity and school governors, respectively. The applicability of the concept of active citizenship to the oversight of schools by school governing bodies is then considered alongside recent work in the United States. The article then considers the constraints upon active citizenship which prevent many governors from participating as much as the role demands and it ends with a reference to the tension between those who see governing bodies as an arena for democratic accountability and the active participation of citizens and those who view them principally as a means by which the local state is weakened and its functions increasingly transferred to the voluntary sector.  相似文献

This article explores the processes of racialization imposed on Sa’moan youth through policy and practice in one urban, US school district and at one high school in particular. Specifically, I use the methodological practices of defamiliarization and counter‐storytelling to examine the contradictory practices of racialization and the simultaneously oppressive and transformative potentials these practices catalyze. The analysis of this process is framed by the Critical Race Theory concepts of colorblindness and Whiteness as property, which powerfully illustrate how this racialization both disrupts and reifies reigning local and national racial norms and hierarchies.  相似文献

This study explores the phenomenon of out-of-school children in the Gambia through the perspectives of children and families. Using mixed methods, the study reports the extent of school participation. Interviews with urban and rural out-of-school children reveal their experiences and reasons for non-enrolment or leaving school. The study highlights children's and families' views about the value of and aspiration for education, so often missed through statistical studies on access to education. Findings suggest the main barriers to participation and retention are a mix of family and school-based factors encompassing issues of affordability and accessibility of school, and family and cultural circumstances. In the context of wider policy reforms, initiatives to address unaffordable costs of school and to improve the quality of education such as the School Improvement Grant and Early Childhood Development provision show promise for engaging and returning children to school.  相似文献

This paper questions current policy discourses that equate student success with hard outcomes like retention, completion and employment. It offers another view, one that uses ‘soft’ outcomes and student engagement literature to widen our understanding of student success. In the paper, we first draw on literature to explore student engagement, usually understood as a means to achieve success, and ‘soft’ outcomes as acceptable student outcomes, as success. We present possible indicators for these forms of success and a matrix of factors which influence such success. We then examine these ideas using data gathered from a project that investigated success as experienced by post-school foundation learners in Institutes of Technology and Polytechnics in Aotearoa/New Zealand. The findings suggest that the ideas have value. Finally, we identify some implications for teachers, arguing that, contrary to some current views, all four quadrants in the matrix are the business of teachers.  相似文献

This paper focuses on school improvement processes in the context of weekly curricular-based teaching and learning activities outside the classroom – known as Draußenschule or ‘outdoor school’ – in three German primary schools. Qualitative interviews were conducted with three teachers two years after implementing the ‘outdoor school’. The teachers’ experiences show that the implementation and (ongoing) development of an outdoor school affects (1) teaching as such; (2) the school staff, and (3) the entire school as an organisation. The three areas are interlinked in different ways and the school improvement process cannot be approached from the perspective of any one area alone.  相似文献

Abstract

As an imprint of Confucian culture, China’s education intersects state governance in making and governing educational subjects as ‘talent’, an official translation of the Chinese term ‘rencai’ (literally, human-talent). Whereas the English word ‘talent’ itself denotes ‘[people with] natural aptitude or skill’, ‘talent’ is currently mobilized in China not only as a globalized discourse that speaks to the most aspired educational subjects for the 21st century but also as a re-invoked cultural notion that relates to Confucian wisdom. Drawing upon Foucault’s biopower hypothesis and Confucian thought, this paper leverages upon China’s unique manipulation of ‘talent’ as certain skills and human subjects, both cultivable through education, to problematize China’s talent making and governing in two dimensions. First, it unpacks the various technologies of power entangled in China’s talent making and governing within its ‘state governance’ paradigm. Second, it unpacks Confucian thought as an archaeological prototype for China’s present talent appeal, meanwhile explicating their divergences in defining ‘human’, ‘talent’, and the human-talent interpellation. In so doing, this paper makes two arguments. First, the linguistic notion of ‘talent’ functions as a Foucauldian apparatus of biopower, making (up) new kinds of people and normalizing a certain population as the objective/object of China’s state governance. Second, CPC’s re-invocation of Confucian talent discourses is more of a rhetorical strategy than an authentic cultural renaissance gesture.  相似文献

This paper explores the ‘indigenous’ philosophy of education of Syed Muhammad Naquib al-Attas, a Malay-Muslim scholar who’s theoretical work culminated in the establishment of a counter-colonial higher education institution. This paper examines the implementation of Singapore’s landmark policy, ‘Thinking Schools, learning Nation’ (TSLN), in developing ‘thinking students’ through the prism of student voice. In the context of twenty-first century education and the growing importance of student voice in education, this paper argues that the time might be right to ‘disrupt’ Singapore’s education status quo and incorporate meaningful student voice in education policies. Instead of perceiving students as mere subjects of educational policy enactment, and seeing policy as something that is done to them, it should be reconceptualised as something which is done with them; importantly, students should be recast as key co-agents of educational change, consistent with TSLN’s reconceptualization of learners as ‘thinking students’. Basing its arguments on findings from a qualitative case study of students’ perceptions and schooling experiences of critical thinking in TSLN, this paper considers the case for the inclusion of significant student voice in Singapore’s educational policy reforms. It fills gaps in research on student voices in Singapore’s educational reforms and TSLN’s research from students’ perspective. The paper suggests that the inclusion of student voice in educational reform might be the next landmark step in ‘disrupting’ its educational landscape after the ‘big bang’ of TSLN.  相似文献
