从助力到赋能：档案故事传播提升国际传播能力的路径及趋向

档案故事传播是我国国际传播能力建设的重要手段。本文以国际传播能力建设提升为目标,将档案故事传播与展示真实、立体、全面的中国进行关联,从资源基础、呈现方式、传播范围三方面提出档案故事传播助力国际传播能力建设的路径,思考档案故事传播赋能国际传播能力建设的未来趋向。     

Bridging Service-Learning with Media Literacy: Creating Contexts for Communication Students to Educate Youth on Media Content,Consumption, and Effects

Objectives: (a) To utilize service-learning to educate youth on media literacy; (b) to apply course materials and witness the connection between theory and practice; and (c) to promote personal and social responsibility through civic engagement     

Empowering Development Through E-Governance: Creating Smart Communities In Small Island States

An attempt is made in this paper to gain an understanding of the current and potential impact of the new information and communication technologies (ICTs) on the Small Island Sates of the Caribbean, in particular those populations living in rural communities. The introduction briefly examines the impact of ICTs on society and calls for alternative channels for government to serve rural communities through the use of Multi-Community Access Centres (MCACs) or information kiosks available at libraries, police stations, tourist information centres and post offices, as an e-governance initiative in the creation of “smart communities” and as a grassroots effort. No analysis of ICTs on government's functions would be complete if we did not address the growing debate on the digital divide. In this paper a section is devoted to this and it summarily addresses the growing divide between the developed and the developing world and the potential of these islands to leap–frog barriers to information flows and access. The heart of the paper examines the impact of the Internet on small island economies and the growing use of the Internet in key sectors of each economy. Since this paper is about governments’ use of ICTs to transfer business transactions onto the Internet to service their populace, some discussion is undertaken and considers ways in which innovation has impacted on governments’ services and the early attempts by some Caribbean administrations to implement e-governance. E-Voices illustrates how certain government measures affect some vulnerable groups in society and ways in which they can broker power to participate in the process. Some key policy directions are proposed for Caribbean states and other developing countries to pursue.

A Call to Educate,Participate, Invoke and Indict: Understanding the Communication of Online Hate Groups

This study analyzes the messages in hate group websites using a grounded theory approach. Through this process of interpretive inquiry we propose four prominent themes—educate, participate, invoke, and indict—that characterize the messages examined in 21 hate groups. These message themes speak to the: (a) education of members and external publics; (b) participation within the group and in the public realm; (c) invocation of divine calling and privilege; and (d) indictment of external groups including the government, media, and entertainment industries, and other extremist sects. In advancing a substantive grounded theory of online hate group communication, we also explore the potential of these themes to ostensibly reinforce the hate group's identity, reduce external threats, and recruit new members.

Spanish Speaking Users and Their Communities

Originally presented to a conference on curriculum reform for library science faculties, this article reflects on how public librarians can assist new Spanish speaking users. Based on various career involvements with Latino communities, the author covers aspects of library outreach, initial user contact, introduction to and tour of the public library; points to a gap between traditional library service and non-users and offers suggestions that will encourage return visits by new users.

Study Abroad Students: Designing Library Services to Meet Their Needs

ABSTRACT

This article focuses on the design of library services to best meet the information needs of U.S. college students studying abroad. The authors begin by developing a possible theoretical model, first to explain the needs and information-seeking behavior of U.S. students abroad, and second to utilize this framework to design library services. The empirical grounding of the paper consists of research conducted by a Pennsylvania State University librarian at four study-abroad sites in Rome and Bologna, and the work of two librarians at colleges with high student participation in foreign study programs. In regard to the latter, the authors will discuss the way in which Dickinson College began a new program of library services to study abroad students, and present a Goucher College librarian's experience as a collaborative participant in a study-abroad program.     

Changing Models of Library Education to Benefit Rural Communities

ABSTRACT

Rural libraries whose librarians have expertise in digital literacy and a deep understanding of unique communities contribute to improving quality of life for residents. However, many library education programs do not include the development of students as future leaders of community growth. In this article we describe efforts to build on prior research in the Appalachian region. Offered by Texas Woman’s University School of Library and Information Studies (TWU SLIS), a designated Hispanic-serving institution in Texas, the program extends library roles by getting librarians out into their communities, working with community leaders and residents to facilitate needed and wanted change.
