社区教育促进城市困境家庭子女心理健康的路径探究

采用调查问卷的方法分析城市社区已长大的困境家庭子女总体的心理健康状况不容乐观和他们对心理援助的现实心理需要。作为旨在提高社区全体成员整体素质和具备“第一接触”“长期性”“统筹性”“多样化”等优势的社区教育应承担起促进困境家庭子女心理健康的责任,以弥补这个群体家庭功能的不足。为此,提出社区教育应构建“以社区为本的困境家庭子女心理健康服务体系”,并提出“建立社区心理服务网络”“开好社区心理教育课堂”“组建困境家庭子女社区学习共同体”“加强社区心理服务人才队伍建设”和“创设良好的社区心理生态环境”五条具体实施路径。

医疗服务领域有很多与一般市场不同的特殊性,医疗服务的生产和供给具有复杂的技术经济特征,属于经济学上“市场失灵”的领域,存在严重的市场失灵,无法完全依靠市场机制实现资源的最优配置,政府的有效干预和积极介入是任何一个国家的医疗服务事业有效发展运行的重要前提．学界将医疗服务分为三个层次：一是公共卫生服务,包括计划免疫、传染病控制、妇幼保健、职业卫生、环境卫生和健康教育等,属于典型的公共产品;二是基本医疗服务,包括各种常见病、多发病的诊断和治疗;三是超出基本医疗范围的更高层次的医疗服务．第三个层次的服务多属于奢侈消费品,仅靠市场调节便可平衡供需。在这三个层次中,特别是前两个层次中,医疗卫生服务的供给离不开政府在其中的主导作用．本文所谈内容也仅限于对前两个层次中问题的研究．
