Interest in implementing artificial intelligence (AI)–based software in the public sector is growing. First implementations and research in individual public services have already been carried out; however, a better understanding of citizens' acceptance of this technology is missing in the public sector, as insights from the private sector cannot be transferred directly. For this purpose, we conduct policy-capturing experiments to analyze AI's acceptance in six representative scenarios. Based on behavioral reasoning theory, we gather evidence from 329 participants. The results show that AI solutions in general public services are preferred over those provided by humans, but specific services are still a human domain. Further analyses show that the major drivers toward acceptance are the reasons against AI. The results contribute to understanding of when and why AI is accepted in public services. Public administration can use the results to identify AI-based software to invest in and communicate their usage to perceive such investments' high acceptance rates.  相似文献

This study explored whether a female student's level of attractiveness affects the degree to which she is believed when making a claim of sexual harassment, and whether attractiveness is related to perceptions of how likely it is that she will be sexually harassed. Participants viewed one of three photographs of a female model who was made to appear a) unattractive, b) attractive and pristine, or c) attractive but not pristine. Afterwards they read a case file in which the photographed model claimed to have been sexually harassed by one of her professors. Finally, participants rated the photographed model's veracity and their perceptions regarding how likely it was that the model would be sexually harassed. Results indicated that when she was perceived as unattractive, the model was rated as more deceptive and less likely to be harassed than when she was perceived as attractive, regardless of whether she was perceived to be pristine or not. These results and their implications are discussed.  相似文献

The digitalisation of public services involves not only the transformation of the relationship between public service providers and clients, but also the transformation of public administration work. While most studies of digitalisation of the public sector have focused on the practical outcomes for the quality of public services and the quality of public administration work, none have unpacked , or theorised, how these changes actually come about in practice. This paper fills this gap by drawing on a study of the in-house adaptation of a digital automation tool (an RPA) by a Swedish local authority. In the article, we pay attention to what we, inspired by Donna Haraway and Lucy Suchman, call ‘configuring work’, i.e. the weaving together of the affordances of the technology, materials, discourses, roles and power structures. The contribution of the paper is two-fold. First, the paper demonstrates empirically how the digitalisation of a public service took place through an emergent, relational process that involved both the social and the material. Second, by adopting the the idea of ‘configuring work’ and paying attention to the effects of this, we show that the digitalisation process was successively shaped by the particular vested interests, ethics, discourses and the algorithmic materialities that comprised it. This helps us discuss the reason for why, in extant literature, digitalisation threatens the professional autonomy of the public administrators as well as why it may reduce service quality. Finally, we suggest how some of these issues may be addressed in future research.  相似文献

Outreach services are becoming more prevalent throughout the health library sector both in the UK and abroad, and they have the potential to impact on information support for evidence‐based medicine. This article reports on a study which explored the perceptions of UK health library staff about the term ‘outreach’ and demonstrated that a variety of services are being offered under this umbrella term. Whilst practitioners are also divided over the impact of outreach services, many of them see this as key to future service developments. The study was completed by Rebecca Dorsett as part of her MSc in Information and Library Management at Northumbria University. She was supervised by Sue Childs and graduated in 2012 with a Distinction. Rebecca is now due to commence a new role as Information Support Officer for the Ministry of Defence. AM  相似文献

Artificial Intelligence is increasingly being used by public sector organisations. Previous research highlighted that the use of AI technologies in government could improve policy making processes, public service delivery and the internal management of public administrations. In this article, we explore to which extent the use of AI in the public sector impacts these core governance functions. Findings from the review of a sample of 250 cases across the European Union, show that AI is used mainly to support improving public service delivery, followed by enhancing internal management and only in a limited number assist directly or indirectly policy decision-making. The analysis suggests that different types of AI technologies and applications are used in different governance functions, highlighting the need to further in-depth investigation to better understand the role and impact of use in what is being defined the governance “of, with and by AI”.  相似文献

Different definitions, frameworks and dimensions have been proposed in the literature to identify the best pathways for the development of government websites. Using these frameworks, several measurements and rankings to assess digital government success have been developed. Although these models have helped to understand the influence of many critical factors on the successful application of ICT in government, it is necessary to understand the empirical validity of these frameworks and dimensions. Some authors have proposed factor analysis techniques as a useful tool for this task. Using data from a ranking of state government portals in Mexico during the period 2009-2015, we conducted a principal component analysis (PCA) to evaluate the dimensions of the evolutionary model proposed in the ranking. Results ratify most of the original dimensions of the evaluated instrument, but allow reducing the number of questions and obtain more robust estimations. Also, the new reduced instrument is validated using data collected in 2016 and 2017. Based on the analysis, we provide a set of practical recommendations for improving measurement methodologies and the assessment of digital government services in general.  相似文献

This paper first analyses the communication research environment in Hong Kong in regard to its socio‐political context, the media industry and more direct factors such as research freedom, financial‐institutional support, incentives, size and quality of trained personnel While the overall environment is facilitative, the small size of the research community in Hong Kong is limiting the volume of research output and scope of specialization. In reviewing researches in the last decade, it is found that commercial researches are generally more concerned about opinion distribution and media consumption. Government policy researches‐centre around media evaluations, preferences, programme standards and other regulatory issues. Academics pay most attention to political communication, international communication and, less so, information technology. As to future research, the author argues for more frequent use of longitudinal and comparative methods, the search for an original theoretical contribution to communication, an urban research agenda in development communication, the study of dependent communication development, interaction between mass media and political formation, regional cultural integration, advertising, media management, information technology and policy. The establishment of a communication policy forum is also called for to promote exchanges among academics, policy‐makers, media practitioners and interest groups. The expansion of the research community in Hong Kong hinges on successful faculty recruitment, the establishment of a doctoral communication programme and the relief of some staffs teaching overload.  相似文献
