Electronic services in the public sector: A conceptual framework   总被引:1,自引:0,他引:1  
Electronic services provided by governmental organizations, here referred to as public e-services, are frequently discussed in the e-government literature. There is, however, little consensus on the meaning of the concepts used to describe and discuss these e-services, and hence, the literature is full of synonymous terms and concepts. This paper is conceptual and presents efforts to understand e-services in the public sector domain by unpacking the public e-service concept into three dimensions; as being (1) a service, (2) electronic, and (3) public (as contrasted to being private). Based on a hermeneutic analysis, these dimensions are discussed in a number of combinations, illustrating that a multi-dimensional take on public e-services must be adopted in order to capture the complexity of governmentally supplied e-services and contribute to theory development, as well as practical utility.  相似文献

A key challenge behind the adoption of blockchain in the public sector is understanding the dynamics of blockchain governance. Based on a systematic literature review, this article analyzes different approaches to blockchain governance across disciplines and develops a comprehensive conceptual framework for the study of blockchain governance decisions in the public sector. The framework clusters nine types of governance decisions (infrastructure architecture, application architecture, interoperability, decision-making mechanism, incentive mechanism, consensus mechanism, organization of governance, accountability of governance, and control of governance) into three levels of analysis (micro, meso, and macro-levels). Drawing on public management theories and concepts, the article elucidates the implications of various governance choices in each level of governance and provides a primer for researchers and policy practitioners on the design of blockchain-based systems in the public sector.  相似文献

The transparency and accountability of systems and algorithms aims to protect the user against undesirable or harmful results and to ensure the application of laws appropriate to digital environments. Thus, the objective of this study is to evaluate the transparency and accountability provided to citizens in three of the main digital public services (e-services) offered by the federal administration of Brazil (ComprasNet, Sisu and Naturalizar-se) locally recognized for their significant relevance and stage of development and use. Services were evaluated from eight perspectives: accessibility; awareness; access and repair; accountability; explanation; origin of data, privacy and fairness; auditing; validation, accuracy and testing. Adopting a qualitative approach through comparative case studies, this research contributes to information practices theory (construction of a model for assessing transparency and accountability in digital public services). The results obtained show the need to inform the user of possible bias and damage arising from these systems, which are not readily perceived; just as the need to clarify the benefits that arise from the collection of private data are not. This shows that computational models can be distorted as a result of biases contained in their input data, or algorithms. This paper contributes through an innovative combination of dimensions, as a tool to evaluate transparency and accountability of government services.  相似文献

This paper contributes to e-government research by presenting a review and discussion on how digitalization of public services has affected the interaction between citizens and government. We argue for a conceptualization and critical reflection on the nature of the underlying interaction between citizens and public officials - the public encounter - that digital public services are developed to support. We apply a qualitative and hermeneutic approach and illustrate that digital public services change public encounters concerning when, where, and how interactions occur, what each actor does, and the skills required of them. By relating these changes to emerging digital technologies (e.g. data mining, machine learning, sensor technology, and service automation), we illustrate that while these new technologies carry the potential to further digitalize service provision and fulfill the democratic goals of digital government, authorities can apply the same technology to restrict, control, and surveil citizens. Based on a critical discussion on what digitalization might entail for society, we identify problem areas arising from this development and propose a research agenda for understanding this phenomenon further. We raise questions and ethical concerns regarding accountability and reskilling of citizens and public officials as public service provision becomes citizen self-service.  相似文献

E-Government projects are currently service oriented, focusing on the implementation and diffusion of digital public services through one-stop points of access for citizens. E-Government strategic plans are political, directed at cost and time minimization during the execution of public services, and they do not take into account citizen needs or public administration operating procedures. Although these plans have led to the development of projects that have succeeded in cost and time savings for both citizens and public administration, surveys conducted around the world show that users evaluate digital public services and do not hesitate to return to traditional methods rather than using digital channels to transact with the public administration again; neither would they recommend the use of digital services to others. This article presents collaborative and participatory tools and methods designed to exploit the knowledge and experience of public servants in the improvement and execution of custom and non-automated public services. Collaborative tools can succeed in the development of real one-stop shops for e-Government, while on the other hand they can encourage both citizens and civil servants to participate in the e-Government era.  相似文献

Governments increasingly digitalize the provision of their public services, but these efforts fail to generate expected social benefits if the services remain underutilized. We use a large-scale field experiment to provide causal evidence on how a concrete policy instrument, nudging, can be used to address such underutilization by a group of slow adopters. Our experiment is conducted in a real-world setting with actual citizens and makes use of informative and social influence nudges. We find that such behavioral interventions enhance the adoption of an online government service among the slow adopters. The effects are statistically highly significant and quantitatively large. The most effective experimental treatment doubles the adoption rate.  相似文献

There are recent indications regarding the use of online public services that force the government to focus on the more refined conceptualizations digital divide research has produced. This paper addresses one of the factors that appears to be important in several conceptualizations of how to approach the digital divide; the differential possession of so-called digital skills. The problem of being short of skills becomes urgent when governments suppose that citizens are able to complete about every task on the Internet. Operational definitions for operational, formal, information and strategic skills are used to measure the Internet skills of the Dutch population at large, by giving 109 subjects nine government related assignments to be accomplished on the Internet. Subjects were recruited following a two step approach; randomly select a sample from the book/list of fixed telephony subscribers, followed by drawing a selective quota sample for the strata of gender, age and educational level. The results indicate that on average 80% of the operational skill Internet tasks, 72% of formal Internet skills tasks, 62% of the information Internet skills tasks and 22% of strategic Internet skills tasks assigned have been successfully completed. The Dutch government's expectation that every citizen with an Internet connection is able to complete the assignments following tasks the government thinks every Internet user can perform, clearly is not justified. The article provides two types of policy recommendations to change this state of affairs. Recommendations for improving government websites and for improving the skill levels of Dutch citizens are suggested.  相似文献

In light of the increasing importance of citizen-centricity in public services, one approach technologically advanced public organizations take is to integrate proactivity into their services. Scholars agree with the potential for proactivity in public services and study some aspects of the topic, and some publications deal with the concept of proactivity itself. However, opinions regarding the characteristics of proactive public services diverge in both research and practice, and despite—or maybe because of—the growing body of research, the literature still lacks conceptual clarity. We address this issue by developing a taxonomy for proactive public services using Nickerson, Varshney, and Muntermann's (2013) taxonomy-development method. Using eight empirical and conceptual iterations that draw on a structured literature review, two semi-structured interviews, investigation of 67 real-world objects, and an evaluation with nine potential users, we propose a taxonomy of eight dimensions and 23 characteristics. The outcome of this work enriches scientific knowledge about digital government by detailing the concept of a proactive public service and serving as a basis for further research. Moreover, practitioners can be inspired by the 23 characteristics of proactive public services to identify possible next steps in the design of their services, such as determining which proactive public services are feasible and in what form. In addition to the taxonomy, our collection of 67 practical examples of proactive public services from a variety of countries contributes to digital government research and practice.  相似文献

Public libraries have been seen to have an important role in providing digital services to potentially excluded groups in order to help meet government targets regarding the delivery of digital services. Geographical information systems (GIS) have been used to investigate library service areas, to aid initial location decisions, and to model the implications of the opening and closure of library services. Recent studies have promoted the use of GIS-based techniques to investigate spatial variations in accessibility to public and private services in relation to socio-economic characteristics of population groups. One such technique, based on floating catchment area (FCA) approaches, has been primarily used to investigate potential inequalities in health services, access to employment and leisure opportunities, as well as planning public transport. In this study, FCA techniques are used to research variations in accessibility to public library facilities using bespoke application tools developed within a commercial GIS package. Drawing on a preliminary analysis of variations in accessibility to library services in a local authority area in south Wales, UK, a case study is presented whereby GIS-based models can be used to investigate spatial variations in digital services provision. As a result, provision gaps of such services can be identified. This study's findings help guide national government delivery programs to promote digital inclusion.  相似文献

Service to our users is the principal basis for a library's existence and as users' expectations increase, libraries must continually change their organization's policies, procedures and workflows to meet these expectations. In order to achieve this in the Acquisitions Monographs Unit at Texas A&M University (TAMU) Libraries, Library Administration utilized a public service librarian who has a strong user oriented background to provide a fresh look at established procedures. This librarian examined TAMU Libraries Acquisition Monographic policies, procedures and workflows from a user perspective and found some of them to be out of date. Then the librarian researched other businesses and libraries best practices which she then adopted and modified to fit the needs of her unit. These “New Best Practices” could be transferable to any library facing similar organizational needs.  相似文献

Tax administrations worldwide have become highly digitised with a diverse and sophisticated array of e-services to enhance the taxpayer experience. Nevertheless, given the high rates of failure of e-government services, it is critical to understand the factors that are essential to the success of a digital tax system. Drawing on a systematic review of ninety-six publications across the digital taxation, taxation, and information systems (IS) literature, a comprehensive conceptual framework is developed to improve our success of digital services in tax administration.The conceptual framework identifies fifteen themes for consideration by policymakers when designing digital services in tax administrations clustered around four categories – Context, Stakeholders, Technology and Demonstrated Results. The framework should also serve as a reference point in successfully developing strategies and measures to embed digital services in tax administrations. Future research directions are also proposed based on the conceptual framework that will help advance our understanding of digital services in tax administration beyond technology acceptance models.  相似文献

Using a conceptual analysis approach, how identity has been theorized in the information behavior literature was explored. Findings indicate that researchers have employed five approaches when conceptualizing identity: identity as personal project, identity and social groups, identity as self-presentation, fragmented discursive subjects, and intersectional, hybrid and global identities. Structure and clarity are brought to a complicated concept often used to understand people's information behaviors. The findings contribute to the identification of the key factors of information behavior and suggest areas for future research.  相似文献

Several governments are actively encouraging their administrations to deliver public services exclusively through digital channels. This strategy consists of putting in place a series of complex and specific actions that bring into play numerous actors, to ensure that users are willing to accept digital channels and that weaker users are not disadvantaged. Although this strategy is being increasingly adopted in various countries, scholars have scarcely begun to explore its logic. This research explores how to define a service delivery strategy that forces users to adopt digital channels. Four in-depth case studies have been conducted on Italian local governments that started delivering their non-educational school services through digital channels alone. We found that a mandatory service delivery strategy is feasible when the starting point is to understand the users' characteristics, skills and behaviours and, as a consequence, whether they perceive the service as complex and/or ambiguous. With this in mind, public organisations can select the proper mix of channels for each category of users and combine their change in approach with behavioural-type interventions, i.e. by creating the right conditions to modify the users' behaviour.  相似文献

This conceptual analysis of how emotions and feelings are characterized as motivators for information seeking draws on the appraisal theories suggesting that emotions motivate individuals by triggering action readiness to approach or avoid sources of information. The findings indicate that emotions and feelings motivate in five major ways: they start, expand, limit, or terminate the information-seeking process, or they lead to information avoidance. Information scientists have mainly characterized the motivational aspects of negatively colored emotions such as anxiety and fear while the role of positive emotions such as joy has remained secondary.  相似文献

Businesses use sentiment analysis for market insights to improve performance. Sentiment analysis application in building a smart society is immense, and there is a need to delineate the trend holistically. The present study addresses the research gap by a comprehensive bibliometric review of 353 research articles published between 2010 and 2021 to discern the performance, content, and thematic analysis. Finding points at the use of sentiment analysis for innovation, transparency, citizen participation, and improved efficiency in public services. The content analysis points to the applicability of sentiment analysis for citizens' engagement to solve social problems like traffic congestion, crime prediction, disaster management, etc. According to the strategic map, information retrieval and supervised learning are the motor themes; sentiment analysis and ubiquitous computing are the basic themes, while semantics and recommender systems are the niche themes. Thematic analysis of intellectual structure indicates sentiment analysis applications for smart governance, smart mobility, smart infrastructure, and smart living as the building blocks for smart societies.
