This article examines a recent reform effort that has opened hundreds of small high schools in poor urban communities in New York City, The New Century Schools Initiative (NCSI). Founders hoped that the small schools strategy would create personalized environments where relationships could develop between teachers and students, leading to improved outcomes for poor students and students of color. Looking at three of the NCSI high schools in the Bronx, this ethnographic study reveals that small schools size does not always lead to relationship-building between teachers and students. Teachers need support and training which is currently missing from NCSI’s theory of action. The study suggests that NCSI can be strengthened with incentives and support for teachers to develop relationships with their students.  相似文献

In 2002 Michael Bloomberg took office as Mayor of New York City and, over the next 12 years of his administration, oversaw a series of sweeping reforms in order to ‘fix’ the broken education system which he believed he had inherited. This paper details the key policy reforms in New York City’s public school system during this period, assessing the extent to which the reforms were successful and what can be learnt from a policy perspective for other urban education systems. It outlines the radical programme of school closure, structural reform, and the introduction of new measures of accountability and autonomy, concluding that reform in New York City can be grouped into four categories: leadership; structure and schools; accountability; and teachers. While a lack of targeted evaluation means that it is not possible to prove causation, it nonetheless shows that there is a correlation between this set of reforms and the fact that by 2013 New York City’s performance on national tests placed it amongst the best urban school districts in America when compared with other cities serving similar populations.  相似文献

In a previous paper, we described the process in which a reform, grown in the soil of one school district (Community District #2 in New York City) was transplanted to new soil, a new context (the San Diego City Schools). In this paper we examine the condition of the reform 6 years later, at the time Anthony Alvarado, the architect of the reform in New York City and its transplant to San Diego, left the San Diego City Schools, and a new phase of reform was underway. From 1998 through 2002, the San Diego City Schools engaged in a dramatic, daring, and possibly unprecedented reform. Their overarching goal was expressed consistently in terms of student learning. To achieve that commendable goal, the District instituted a content-driven, centralized, comprehensive, and fast-paced reform in 1998. We discuss the tensions that were produced when the ambitiousness of a reform outpaced the capacity of educators to carry it out; when the values, norms, and beliefs of teachers and principals col These developments have consequences for our assessment of how reforms travel from one district to another. Reforms that were developed for and proved their effectiveness in elementary settings appear to have limited transferability to middle and high school settings because elementary students’ learning trajectories are different from adolescents and the organizations of high schools are very different from elementary schools. And reforms that privilege the technical dimension of school reform must always be sensitive to the way that interacts with the political and cultural dimensions.  相似文献

State and federal accountability reforms are putting considerable pressure on schools to increase the achievement of historically low-performing groups of students and to close test score gaps. In this article, we exploit the differences among the large number of elementary schools in New York City to examine how much schools vary in the efficiency of the education they provide to subgroups. In addition, we examine the extent to which observable school characteristics can account for the variation that exists. We find that New York City elementary schools vary in how well they educate poor students compared to nonpoor students and Asian and White students compared to Black and Hispanic students. The disparities in school efficiency measures between boys and girls are lower than for the other subgroups. There is no conclusive evidence about which school resources and characteristics are associated with more or less efficient education across all subgroups.  相似文献

In November 2011, a coalition of New York City (NYC) education organizers and advocacy groups launched the PS2013 campaign to place public education at the center of the 2013 mayoral race. Activists developed a complex and situated communications strategy to influence a new space of political engagement, namely mayoral elections. This article is empirically grounded in a qualitative case study of the media strategies of the two-year PS2013 campaign to transform dominant discourse market-based school reform. I document and critically examine a fluid and strategic repertoire of media technologies and tactics deployed by education activists used to communicate with corporate news media, mayoral candidates, as well as their own constituencies and allies. In this way, the paper contributes to the critical scholarship on the role of media in contemporary education organizing against neoliberal education reform.  相似文献

In the 1990s and early 2000s, schools across the United States employed exclusionary discipline at increasing rates as a response to student infractions. Researchers studying school discipline reported on these increases and highlighted the fact that exclusionary discipline for students was associated with myriad other negative outcomes, including lower academic achievement, grade retention and drop-out, and even involvement with the juvenile justice system. Moreover, a related strand of research emerged, providing evidence that these consequences were not being levied evenly to different types of students. That is, marginalized students were far more likely to be faced with disciplinary consequences at school. For these and other reasons, policymakers and school leaders implemented some high-profile reforms to discipline policies in school districts across the country in an attempt to limit the use of exclusionary discipline. In this article, I introduce several of these reforms and briefly describe the early impacts of these changes to school discipline policy in locations such as Los Angeles, New York City, Chicago, Philadelphia, and the state of Arkansas. I conclude by summarizing what lessons we can derive from these studies and describe the implications for future work in this area.  相似文献

This article illustrates simultaneous household participation in the lives of undocumented, unaccompanied Mexican teenage minors in New York City and its impact on their school attendance. Emigrating without parents, some Mexican youths arrive to enter into the labor market, not school. Unable to assume monetary dependence, these youths’ absences from New York classrooms is driven by financial participation in their natal households in Mexico and current New York City households. Drawing from fifty-three interviews with Mexican teenagers in Mexico and New York City, this article explores how these youth laborers learn to, understand and fulfill monetary obligations to two households.  相似文献

With the financial support of several large foundations and the federal government, creating small schools has become a prominent high school reform strategy in many large American cities. While some research supports this strategy, little research assesses the relative costs of these smaller schools. We use data on over 200 New York City high schools, from 1996 through 2003, to estimate school cost functions relating per pupil expenditures to school size, controlling for school output and quality, student characteristics, and school organization.We find that the structure of costs differs across schools depending upon mission—comprehensive or themed. At their current levels of outputs, themed schools minimize per pupil costs at smaller enrollments than comprehensive schools, but these optimally sized themed schools also cost more per pupil than optimally sized comprehensive schools. We also find that both themed and comprehensive high schools at actual sizes are smaller than their optimal sizes.  相似文献

This paper reviews New York City Mayor Michael Bloomberg’s education reform agenda, ‘Children first’, in the light of organizational theory. I argue that this reform agenda reflects both coercive and mimetic isomorphism, as Bloomberg uses mayoral control to apply business concepts and practices to New York City’s public school system. Through participant observation in a New York City classroom and the use of secondary data, I highlight those elements of school life that thwart the standardization so essential to the mayor’s reform effort, specifically the dominant myths and fictions held by teachers.  相似文献

This paper aims to highlight the issues associated with the implementation of education reform policies relating to ‘future schools’ in a small state in the Middle East and North Africa region. The study points to the consistency with which global corporations and the supranational organisations, such as UNESCO and the World Bank, promote a twenty-first-century skill agenda as an essential component for educational renewal and innovation; but, with equal consistency, it highlights the difficulties that school practitioners face in trying to enact this agenda by way of the reformist policies. Through focus-group discussions supplemented by interviews with senior school leaders and government officers, a complex web unfolds related to the enactment of education reforms in a fragile Arab state, to such an extent that the ‘future schools’ narrative is seen to have little or no importance in the wider reform process. Arising from interview data, three main themes emerge related to: organisational culture, technology and tradition. Far from promoting, amongst students, the development of twenty-first-century skills, the strength of local traditions and epistemology are of much greater importance than the neoliberal imaginary with which policies from the Global North are imbued. Whilst avoiding essentialist arguments, the study contributes to the growing body of literature, in the wake of the Arab Spring, that questions the boiler plate implementation of Western ideals upon countries with very different cultural and epistemological traditions.  相似文献

This article examines students’ experiences as resettled refugee and asylee students in international schools in New York City. Specifically, it looks at how teachers and school leaders provide critical academic and extracurricular support to facilitate students’ adjustment to academic environments that differ markedly from those compared in their countries of origin or the countries of asylum visited prior to their arrival in the United States. Drawing on a qualitative study conducted in New York City at two international schools, as well as program staff from an outside organization that often collaborates with international schools hosting refugee and asylee students, the article documents promising practices and offers practical recommendations for teachers working with refugee students.  相似文献

Educational privatization is rapidly expanding in many urban school districts, altering the social, political, and economic dynamics of educational policy and leadership. Yet many adherents cast privatization primarily as a fiscal or economic alternative to traditional public school management, ignoring these broader alterations. Drawing from a review of the educational privatization literature, as well as an analysis of current privatization reforms, this article offers an original typology of educational privatization and applies the typology to the reforms underway in New York City. It concludes with a discussion of the implications of this typology and privatization reforms for educational leadership practice and policy.  相似文献

In this article, we compare two North Carolina public schools that were simultaneously implementing reforms with seemingly different orientations, the A+ School Program and the ABCs of Public Education. We use the literature on caring and critiques of bureaucracy as a framework to look at the concurrent implementation of two educational reforms in North Carolina. We discuss data from a 5 year longitudinal study and critique our own assumptions as we develop portraits of schools that are both situated and complex. We do this to explore the question: In what ways does educational reform actually change educational practice? We develop a framework that articulates a critique of bureaucracy from the standpoint of caring, locate the culture of each school within the theoretical framework, and analyze how the culture of schools affects the implementation of educational reform. We conclude that reform is deeply cultural and that ethnographic methods are essential to understanding educational reform efforts.  相似文献

This study describes the status of small school reforms in U.S. high schools and contemplates their future. It asks how cultural and instructional reforms differ across school reform types. Analyses focus on indicators of teacher and student culture as well as instructional reforms including project-based learning (PBL) and other inquiry-related practices. Findings are based on data from a national survey completed by 395 high school teachers who were responsible for and had used PBL in core academic subjects. Study participants taught in large, comprehensive high schools; in schools that had converted to small learning communities; and in newly created small school start-ups. Some of these small schools and conversions were based on a reform model, and others were not. Teachers in reform model schools reported the greatest number of cultural and instructional reforms, followed by teachers in other small schools. Reform models were particularly strong on instructional reforms and student culture. In general, start-up teachers reported more success implementing reforms than teachers in conversion schools, and teacher culture was reformed much more often than student culture and instruction. These findings help shed light on how widely practices and conditions have spread throughout the broader small schools movement, and which of these (including extensive PBL use) only seem to flourish in schools that subscribe to a holistic reform model.  相似文献

This article documents minority youth sense-making around the concept of diversity and the founding of a youth activist group that seeks spaces for policy thinking and protesting against racial inequalities in selective enrollment schools. Utilizing the sociological theory of racial formation and the concept of racial projects (Omi and Winant in Racial formation in the United States, 3rd edn, Routledge, New York, 2014), this article draws on data from a critical ethnography. The author argues that youth activists offer a critical perspective for researchers and policy-makers in the face of neoliberal school choice policy. Findings reveal that youth activists understand a lack of diversity as racial imbalance in high status schools, and that they expose structural inequalities that are embedded in policy structures and processes such as selective enrollment high schools. Implications are discussed to show how re-conceptualizing policy as a racial formation can bring structural and institutional racist practices into view in hopes of transforming district policies to offer access to high quality schools for all students.  相似文献

Like the African proverb, ‘It takes a village to raise a child’, many educational researchers charge that it takes a comprehensive school reform to raise student achievement. With the passing of the No Child Left Behind legislation in 2002, national officials authorized the Comprehensive School Reform program to support low performing schools as they struggled to improve student achievement. As a result of this national effort, an increase in implementation of comprehensive school reforms is occurring in schools serving predominantly diverse student populations in urban areas. Therefore, this article explores the framework of comprehensive school reforms and challenges stakeholders to do their homework by investigating whether the school reform allows for the implementation of culturally responsive educational experiences for students.  相似文献

Advocates for educational reform frequently call for policies to increase competition between schools because it is argued that market forces naturally lead to greater efficiencies, including improved student learning, when schools face competition. Researchers examining this issue are confronted with difficulties in defining reasonable measures of competition within local educational markets. We approach the problem through the application of Geographical Information System (GIS) tools to the development of a school competition index (SCI) for the state of Mississippi. The SCI captures the degree of competition each public school in the state faces from peer private schools spatially located within their local market area. We find that higher degrees of competition from private schools significantly increase public primary and high school efficiency, as measured by the proficiency rates on high-stakes examinations. It is anticipated that the current results will inform policymakers regarding the viability of competition-based reforms.  相似文献

The swift nature of school reform enacted by the new Conservative-led coalition government has sparked debate over the future of state education in Britain. While the government rhetoric suggests a decisive break with past policies, there is evidence to suggest that these reforms constitute the next stage of a long revolution in education reform, centred around neoliberal market discourse. In the following paper, I examine the current government’s education policy discourse and, by employing techniques of post-structuralist discourse analysis, reveal the government’s attempts to rearticulate education around the logics of market, responsibilisation and self-esteem, which act to shift responsibility for social problems from the state to the individual. Furthermore, I shall argue that such rearticulation has been coupled with an ideological fantasy of ‘empowerment’, which conceals the subordination of actors to these neoliberal logics by constituting the parent and, more recently, the teacher as powerful actors who have been freed from legal and bureaucratic constraints forced upon them by central government.  相似文献

How do principals adjust to new standards and measurement rulers of school performance when they are coupled with high-stakes consequences? Adopting a contingent view of leadership and a multiple accountabilities framework, this qualitative study explores how high school principals enacted their accountability in New York City, by comparing two periods: just before such policy changes took effect and just after. We observed large differences in principals' attention to external political, bureaucratic, and market accountabilities; how much accountability conflict or alignment was experienced; and how principals' sense of professionalism was constructed. These differences may portend a new politics of the principalship.  相似文献
