正站在人类观测宇宙前沿向茫茫太空求索的哈勃望远镜不会想到,在NASA总部,科学家们正在进行一场理智与情感的较量,关于哈勃的去留,缘于捉襟见肘的经费。     

基于Powell算法的改进微粒群算法

提出一种与Powell算法相结合的新型改进微粒群算法——Powell-PSO.改进算法将粒子的搜索过程分为两阶段,第一阶段,将标准微粒群算法的速度公式加以改进进行搜索;第二阶段,将第一阶段的最后一代粒子作为Powell算法的初始点,让Powell算法与PSO算法交替进行.这样既克服了微粒群算法陷入局优的缺点,也大大提高了算法的求解精度,同时提高了收敛速度并保持了微粒的多样性.仿真结果表明：与标准微粒群算法相比,Powell-PSO具有较高求解精度和较强寻优能力,并且不论是对单峰还是多峰函数都能取得较好的优化效果.     

Powell inversion mechanical model of foundation parameters with generalized Bayesian theory

The inversion mechanical model of foundation parameters based on Powell optimizing theory was studied with generalized Bayesian theory. First, the generalized Bayesian objective function for foundation parameters was deduced with maximum likelihood theory. Then, the expectation expression and the covariance expression of the foundation parameters were obtained. After selecting the Winkler foundation as representative, the governing differential equations of the typical foundation were derived. With the orthogonal series transform method, the Fourier closed form solution of a moderately-thick plate on the Winkler foundation was achieved. After the optimal step length was determined with the quadratic parabolic interpolation method, the Powell inversion mechanical model of foundation parameters was resolved, and the corresponding inversion procedure was completed. Through particular example analysis, the highlight is that the Powell inversion mechanical model of foundation parameters with generalized Bayesian theory is correct and the derived Powell inversion model has universal significance, which can be applied in other kinds of foundation parameters. Besides, the Powell inversion iterative processes of foundation parameters have excellent numerical stability and convergence. The Powell optimizing theory is unconcerned with the partial derivatives of systematic responses to foundation parameters, which undoubtedly has a satisfying iterative efficiency compared with the available Kalman filtering or conjugate gradient inversion of the foundation parameters. The generalized Bayesian objective function can synchronously take the stochastic property of systematic parameters and systematic responses into account.     

Amazing Space: Creating Educational Resources from Current Scientific Research Results from the Hubble Space Telescope

Amazing Space is a program designed to enhance student mathematics, science, and technology skills using recent data and results from NASA's Hubble Space Telescope mission. The resulting online multi-media resources are designed in a 5-week summer workshop that partners teachers with scientists, graphic artists, writers, and multimedia Web developers. An extensive production cycle including specification, project definition, frequent reviews, and several testing periods has proven to generate robust but flexible resources for classroom use.

菲律宾总统府发言人陈显达在2012年7月4日新闻发布会上使用的"小心一点"及其相关措辞引起了舆论界的高度关注。"小心一点"在不同中文语境下负载着不同的语用意义和语用意图;修辞学研究者可以发现,"小心一点"正是通过诉诸修辞"或然性"而达到其修辞效果。此外,陈显达的发言还可以从"应对‘修辞形势’"、"调适‘受众’"等修辞学概念和理论进行初步的解读。     

The very model of a modern major (media) candidate: Colin Powell and the rhetoric of public opinion

In the surfacing stage of the 1995 Presidential campaign, media attention was focused on a non‐candidate, Retired General Colin Powell. This study examines the media's justification for such attention, in light of the absence of Powell's public instigation of a campaign. Coverage of Powell as a potential candidate reflects current media practice with regard to speculative reporting and the assertion of objectivity. Application of Burke's pentad to specific coverage in TIME and Newsweek illustrates how the media uses constructions of public opinion to rhetorically justify campaign coverage of a non‐candidate, transferring agency from the candidate to the “Public.”;     

新自由主义视域中教育与国家的关系——韦斯特的"国家公共教育神话论"评析

新自由主义是当代西方学者探讨教育与国家关系的重要理论视域与知识资源。英国当代著名新自由主义经济学家埃德温.韦斯特在教育与国家关系研究领域卓有建树。通过对国家保护儿童以及公共教育邻近效应原则的批判,韦斯特致力于揭穿国家公共教育的神话,进而论证国家放任教育的历史合法性和理论合法性,力主消除教育的国家垄断,构建国家教育责任的新模式。韦斯特的国家公共教育神话论具有特定的历史性和境遇性,可以为我国教育理论研究和教育改革实践提供一定的启示和教训。
