走银校结合道路 发展高教产业

高等教育产业化是我国高教改革的重要内容。然而,长期以来,以政府投资为主的单一教育投资模式严重束缚了我国高等教育的发展。而要突破束缚我国高等教育发展的“瓶颈”,使我国高等教育向纵深发展,实施银校结合战略是一条合理的途径。银校结合是扩大高等教育投资来源的有效途径,是发展高教产业和深化教育体制改革的新突破。     

产业化:高校体制改革的方向和出路

长期以来,我国高等教育被作为非生产性消费来对待,教育行为被视作政府行为,高等学校一直是作为事业单位来办,由此引发教育投入短缺、运行效率低下、资源浪费严重等问题,高校办学不能主动适应市场需求,缺少适应改革需要的积极性和主动性。党的十五大提出：要“加快高等教育管理体制改革的步伐,合理配置教育资源,提高教育质量和办学效益”。为此,我们应认真考虑,如何对高校实施产业化改革,彻底突破计划经济管理模式,按照教育规律、市场机制、产业组织形式来合理配置高教资源,管理高教产业,建立高教投资者、办学者、高教劳务消费…

对高等学校开展高教研究的认识和实践
