中国农村养老面临的问题及对策

在建设社会主义新农村过程中必须高度重视农村养老问题,解决农村养老保障问题就是解决农民的最基本要求的问题,也是解决农村社会保障问题的一把钥匙。因而,研究农民养老保障问题是现实的需要、发展的需要,具有现实性和前瞻性。目前,我国农村养老面临着诸多问题,文章从目前我国农村具体情况出发,对农村养老现状及原因进行分析,有针对性地提出关于中国保障农村老人养老的有效对策,以促进社会的稳定与发展。     

转型期中国农村养老模式研究

在我国转型期间，农村旧的养老模式功能不断弱化，养老问题日益突出，现行的社会保障制度受财力所限无法有效地解决这一问题，借鉴发达国家社会保障市场化改革的经验，目前，我国农村养老可采用自下而上的内敛型养老模式，即以农民个人养老为起点，依次发挥个人，家庭，集体，社会和政府的保障作用，内剑式地满足农民养老保障需求。     

我国农村社会养老保险制度研究

我国是农村人口占主要群体的农业大国,农村社会保障建设是我国整个社会保障体系建设的重要组成部分,它关系到广大农民的切身利益,关系到农村的经济发展和社会稳定,关系到全面建设小康社会奋斗目标能否实现.农村社会养老保障是农村社会保障的重要组成部分,在新农村养老保险制度出台后,一系列的问题也随之产生,本文就此展开研究讨论,并结合农民工问题对农村养老保障制度的设计、如何改进新型农村养老保险制度进行探讨.

尊老敬老是中华民族的传统美德,构建全民社会保障体系是社会主义制度的必然要求。但现阶段我国农村存在家庭养老服务功能弱化,养老保障水平不足;政府保障支持不到位,法律法规及配套设施不完善;市场资金投入力度不够,农村养老市场化程度低;农村养老观念保守,养老保险参与意愿不强等困境。通过守牢家庭养老底线、破除农民僵化的养老思维、建立农民退休制度、政府统筹农村养老工作等举措,可有效解决农民的养老问题。     

新中国农村养老保障的历史进程及现状

农村社会养老保障是整个社会保障体系的重要组成部分,尤其是对于我国这样一个农业人口占绝大多数的国家.能否建立同社会经济发展水平相适应的农村社会养老保障制度,从根本上解决农民发展的后顾之忧,是解决"三农"问题、社会主义新农村建设的重要保证.回顾我国农村养老保障的历史进程,有利于吸取经验,尽快建立符合我国现阶段国情的农村养老保障体制.     

走多样化的解决道路 ——目前我国农村养老保险问题

随着经济市场化程度的不断提高,农村以土地为基础的家庭保障作用正在加速弱化,传统的养老方式受到挑战,农民对社会保障的渴望日益迫切。对于目前农村面临的这一问题,只有建立积极有效的农村养老保险制度才能解决。而积极有效的养老制度必须是符合我国国情的,必须是既考虑不同地域的差异又考虑到在经济收入上农民的分层状况。     

农村社会保障:制度缺陷与政府责任

在至今仍未改变的二元经济结构中 ,对农村社会保障问题的长期忽视和责任缺失 ,是我国政府在构建中国社会保障制度体系中的一个重大缺陷。在社会主义市场经济体制下 ,农业劳动者不仅要承受弱质产业的自然风险 ,而且要面临与城镇职工同等程度的市场风险 ,因此 ,尽快为广大农民建构社会保障制度体系是我国政府应尽的责任。受经济发展水平等客观因素的制约 ,农村社会保障制度的建构目标虽然还不能与城镇社会保障水平等量齐观 ,目前还只能是二元主导型模式 ,但必须明确政府有责任促进城乡社会保障制度一体化的早日实现。现阶段我国政府应当集中解决农民急需的低保、医疗和养老三大保障问题

The Reader Response Approach to Teaching of English Literature

During interview with English majors, it was found that a majority of students expressed disappointment with their experience of English literature classes. Students' dislike of learning English literature appears to be the major problem of teaching English literature in China. Reader response approach is a good way to solve this problem. In this paper, I explain the rationale behind the reader response approach, such as its origin, definition, features, assumptions, and strategies. Then I illustrate how reader response approach works as a teaching strategy by presenting several teaching models. At last I evaluate its usefuiness for teachers and present the advantages of reader response approach in Chinese context.
