论分散化的大学公共治理

当前 ,国外政府治理改革出现了“分散化的公共治理”的浪潮 ,这对我国包括大学在内的事业单位治理的改革很有启示。本文总结了国外大学实行分散化治理的趋势和特点 ,探讨了大学实行分散化的公共治理应遵循的原则。     

公共理性精神与大学治理的探索

公共理性精神主张交流、协商、共识、合作,崇尚公共价值和价值平衡,坚持公共服务。大学治理是大学各相关利益者群体的公共合作治理,公共合作治理需要公共理性精神,公共理性精神是大学治理的多元主体、公共价值等形成的基础,大学治理是公共理性精神的外化、具象化。从公共理性精神的视域看,培育大学各治理主体的公共理性精神、严格各治理主体的职能范围边界、达成大学的公共价值共识是当前推进大学治理的切入点。     

大学公共危机治理的价值变迁

大学公共危机是指那些能够导致大学组织或社会失序的重大突发性公共事件。大学公共危机治理是现代大学治理中的一项重要内容,它反映着现代大学的一种理性认知和生存方式,而大学公共危机治理的价值取向则决定着大学危机治理的成败。大学公共危机治理的价值包括对大学公共危机的认识、危机治理的主体角色定位和危机治理方式与目的的伦理选择等。随着现代治理理论和新公共管理理论的发展以及大学公共危机日趋表现出成因的复杂化、影响的深远化和效果的迁延化等因素,大学公共危机治理的价值选择也将随之发生相应的变迁。     

合作伙伴:治理视野中政府与大学关系的新愿景

合作伙伴是治理理论的核心理念。传统政府与大学之间控制与被控制关系造成大学的办学自主权受到削弱、大学竞争市场难以形成、厌恶和阻碍创新等诸多弊端,同时,政府与非营利组织之间以及国外政府与大学之间合作伙伴关系的建立为我国政府与大学建立合作伙伴关系提供了借鉴和示范。构建我国政府与大学合作伙伴关系的路径有:改革大学单位制、推行大学法人化、重构政府公共权力、采取多中心治理模式和建立参与协商机制等。     

高职院校内部治理结构改革——基于教育质量的视角

高职院校教育质量生成机制与治理理论在参与主体多元化、公共权力分散化、治理方式多样化、终极目标同一性等方面存在内在契合。文章着眼于高职院校内部治理结构存在的问题和弊端,提出了以提升教育质量为终极目标、以权力分配为改革切入点、以权力制衡为改革立足点、以制度完善为改革归宿点的改革思路,建立基于横向质量循环的分权结构以及基于纵向质量循环的放权结构、基于质量改进的立体式质量循环结构、基于民主参与的各类委员会结构。
