Upstream supply chain management in e-government: The case of Slovenia

The paper highlights the importance of the holistic treatment of e-government. The main challenges and benefits of renovating both upstream and downstream e-government supply chains are reviewed. A new definition of e-government that includes the whole supply chain of the public administration is proposed. Several limitations of current approaches and rankings, that often neglect upstream SC and their detrimental consequences, are highlighted. The case study of the somewhat unsuccessful informatization of Slovenian public procurement illustrates the main problems posed by ignorance of supply chain management principles. It shows that the main challenges are not on the technological side but are instead connected with business process renovation, project management, unclear goals and responsibilities and difficult coordination among various ministerial and governmental bodies.

Scholarly reviewing and the role of choice in the postpublication review process

Publishers of books for the library and scholarly markets use prepublication reviews to reduce the risk of publishing a book that does not meet scholarly standards or is not economically justifiable. Book purchasers use postpublication reviews to reduce the risk of spending their budgets unwisely. Despite problems associated with both sorts of review, they are integral to the processes of scholarly communication and academic career advancement. The role and policies ofChoice, a book review journal directed toward scholars and librarians of undergraduate-level collections, are discussed in detail.

Academic Library Collaboration in Supporting Students Pre-Induction: The Head Start Project

For higher education institutions in the United Kingdom there is a growing focus on improving student retention, encouraging academic engagement, and easing transition into university life. This article reports on the creation and outcomes of Head Start, a pre-induction online course created to provide students with a level of understanding of academic literacies including information literacy to aid preparation for university study. Information literacy librarians have reported that there has been a marked improvement in the confidence and information literacies of new starters taking the module. The article is of value for others wishing to support students at pre-entry.

Bringing in the users: The role for usability evaluation in eGovernment

During the last decade, various types of eGovernment evaluations have been proposed. These evaluations have primarily focused on international benchmarking using supply side metrics. Demand for eGovernment has been largely ignored. Recently, this oversight has been recognised, but research in this area is still in its infancy. This paper proposes the use of an already established usability literature from computer science. Advantages of applying usability methods to eGovernment include recognising barriers to use, identifying future development priorities and using already existing methods to assess and compare online offerings. Importantly, the inclusion of and focus on real users also fits with the wider government ideals of greater public participation and strengthening democracy.
