Preparing public librarians for consumer health information service: A nationwide study

A nationwide survey study was conducted to gain understanding as to how to prepare public librarians for consumer health information service. Findings indicate that the popular health information needs encountered by public librarians cover a wide variety of topics, including the human body, a medical/health condition, a disease, a medical concept, and fitness/diet/nutrition. The top two challenges faced by public librarians when providing consumer health information service are difficulty in interpreting patrons' questions and lack of knowledge about available and trusted/appropriate medical/health information sources. Public librarians wish to receive training on a number of topics that could help address the challenges they face, and the most favorable training format for them, among all the options provided in the survey, is the self-paced online tutorial. This study constitutes the basis for establishing training requirements and developing training programs to meet the needs of public librarians. Their mastery of the necessary skills, knowledge and competencies via training will lead to effective and efficient delivery of consumer health information service in public libraries, and ultimately generate optimal patron experiences.

Addressing Library Anxiety (LA) in student nurses: a study in an NHS Foundation Trust Hospital library and information service

Library anxiety is a concept which has been recognised in academic library circles since the early 1990s. It can result in students actively avoiding the library for the duration of their studies. Madeleine Still is Trust Librarian at North Tees & Hartlepool NHS Foundation Trust and while studying for an MSc, recognised that some student nurses were exhibiting signs of library anxiety. She decided to make it the focus of her MSc dissertation, and this article discusses her research project as well as highlighting the measures she has taken to address the issues she uncovered. Madeleine graduated in July 2013 with an MSc in Information & Library Studies from Robert Gordon University. AM

Efficiency gains in public service delivery through information technology in municipalities

According to public management theory and existing research on information technology (IT) value creation in the public sector, governments should actively strive to generate greater public value with IT, and the capability of public service delivery is at the center of this public value. In this study, we focus on efficiency gains in public service delivery through IT in municipal governments. First, we answer the research question: How much euro efficiency is gained in public service delivery by €1 increase in share of IT costs relative to total municipal costs? Second, we focus on contextual effects of these efficiency gains, by analyzing the effects of workforce mean age, workforce age dispersion and training costs. We use data from Dutch municipalities and study these efficiency gains in the period 2014–2018. Our empirical strategy encompasses a two-step procedure combining a stochastic frontier model and ordinary least squares models. Our analysis suggests that share of IT costs relative to total municipal costs (in short: share of IT costs) can explain efficiency in public service delivery by municipalities. Our results indicate that an increase of €1 in favour of share of IT costs leads to a net cost efficiency gain of €1.08. We also show that this effect in efficiency gains diminishes with a higher share of IT costs. Our results also show that workforce mean age, workforce age dispersion and training costs do not influence the relation between share of IT costs and efficiency.     

Policy implications of a model public information service: the DOSFAN experience

The unique three-way partnership formed by the University of Illinois at Chicago’s federal depository library, the U.S. State Department, and the Government Printing Office (GPO) to deliver and preserve foreign policy information through servers housed at the University’s library offers some critical insights into the assumptions and policies of the GPO’s Federal Depository Library Program. Ultimately, the Internet’s explosive growth, combined with powerful graphical interfaces of the major Web browsers, undermines several recently enacted laws that attempt to standardize (or centralize) effective information resource management within the federal government. Not only has GPO steadily lost political and economic support over the last decade from both legislative and executive leaders for its production and distribution programs, many agencies now consider their “.gov Webspaces” the natural successors to the GPO and its depository library program. As a result, a new model of government information distribution is being forged within the highly decentralized and interactive environment of the World Wide Web.     

Evaluating information skills training in health libraries: a systematic review

Introduction: Systematic reviews have shown that there is limited evidence to demonstrate that the information literacy training health librarians provide is effective in improving clinicians’ information skills or has an impact on patient care. Studies lack measures which demonstrate validity and reliability in evaluating the impact of training. Aim: To determine what measures have been used; the extent to which they are valid and reliable; to provide guidance for health librarians who wish to evaluate the impact of their information skills training. Methods: Data sources: Systematic review methodology involved searching seven databases, and personal files. Study selection: Studies were included if they were about information skills training, used an objective measure to assess outcomes, and occurred in a health setting. Results: Fifty‐four studies were included in the review. Most outcome measures used in the studies were not tested for the key criteria of validity and reliability. Three tested for validity and reliability are described in more detail. Conclusions: Selecting an appropriate measure to evaluate the impact of training is a key factor in carrying out any evaluation. This systematic review provides guidance to health librarians by highlighting measures used in various circumstances, and those that demonstrate validity and reliability.

Online health information in South Korean public libraries: Developing evaluation criteria

Public librarians in South Korea assist users in obtaining information on a variety of topics. However, health-related information and services have a lower profile than other services due to a perceived lack of librarian expertise in searching and evaluating health resources. Although public library users are actively seeking health information, it has become critical for both public librarians and users to develop skills for using and evaluating Internet health resources. Therefore, this study was conducted to identify a set of useful criteria to evaluate online health web sites for both librarians and library users. From a comprehensive literature review, 33 criteria related to health website evaluation were identified. Using this set of criteria, South Korean public librarians and users were asked to rate the importance of each criterion in surveys. A strong consensus was found between the two groups. The top 10 most highly rated criteria from both groups were identified and compared. The results led to the development of an initial set of 12 evaluation criteria for health websites. It is expected that the final set of criteria will be used by public librarians to recommend the best health websites to their users. Although the study was conducted in South Korean public libraries, the findings are applicable in providing evaluation services of health websites to libraries worldwide.
