Peer review and its contribution to manuscript quality: an Australian perspective

Journal reviewers' understanding and expectations of peer review, their incentives to take on the task, and the reasons why they sometimes declined were explored through a questionnaire survey, with particular attention to potential differences between education, physics, and chemistry. Eighty‐four senior researchers from 27 Australian universities, who had served as reviewers in education, physics, and chemistry, returned a completed questionnaire. There were significant variations in reviewers' expectations and understanding of reviewing, mostly related to seniority rather than discipline. They valued peer review as a way of maintaining the quality of science publications, and were generally satisfied with the current system; their impression of peer review's effectiveness was significantly correlated with their own experience. They saw reviewing as a professional obligation and part of their personal professional development. The most frequently mentioned reasons for declining to review were lack of expertise and lack of time.

This paper describes efforts by the library profession in Australia to improve the teaching of collection development, especially attempts to achieve greater articulation between professional practice and professional education at university level. It surveys a number of important seminars and workshops, reviews a set of educational guidelines, and offers as a case study the curricular response of a specific library school (School of Information Studies, Charles Sturt University—Riverina) to professional concerns regarding collection development education.

针对目前电子期刊出版业普遍存在编辑人员流动性大、复合型多媒体制作人才缺乏等诸多问题,中华医学电子音像出版社从实际情况出发,制定近期编辑人才培养计划及其实施方案,要求电子期刊编辑人员必须掌握传统纸质期刊编辑出版基本流程、规范、要求及标准,熟悉多媒体课件制作流程中采、编、摄、制及光盘制作开发工具和相关应用软件,掌握网站建设、网页设计及相关网络出版知识和技能,力求从多方面着手培养复合型编辑人才。

How can a questionable journal be identified: Frameworks and checklists

Questionable journals represent an increasing problem in scholarly communication. The warnings about such journals are plentiful, but the methods used to identify them vary a great deal and make it difficult to accurately determine which journals are fraudulent or simply of low quality. This article presents an overview of the existing frameworks for identifying questionable journals and discussions around them. Most of the frameworks rely on describing the journals under investigation according to a set of criteria, and some can even be turned into a metric or mechanism. The development of frameworks for identifying questionable journals has so far been characterized by a great diversity in format, length, and content. Generally, the frameworks come with little information on development, validation, and reliability. The consequences of prolific tool development are discussed, and a recommendation for testing such frameworks is proposed.     

Measuring journal performance for multidisciplinary research: An efficiency perspective

One of the flaws of the journal impact factor (IF) is that it cannot be used to compare journals from different fields or multidisciplinary journals because the IF differs significantly across research fields. This study proposes a new measure of journal performance that captures field-different citation characteristics. We view journal performance from the perspective of the efficiency of a journal's citation generation process. Together with the conventional variables used in calculating the IF, the number of articles as an input and the number of total citations as an output, we additionally consider the two field-different factors, citation density and citation dynamics, as inputs. We also separately capture the contribution of external citations and self-citations and incorporate their relative importance in measuring journal performance. To accommodate multiple inputs and outputs whose relationships are unknown, this study employs data envelopment analysis (DEA), a multi-factor productivity model for measuring the relative efficiency of decision-making units without any assumption of a production function. The resulting efficiency score, called DEA-IF, can then be used for the comparative evaluation of multidisciplinary journals’ performance. A case study example of industrial engineering journals is provided to illustrate how to measure DEA-IF and its usefulness.

针对目前学术期刊普遍存在的待发表稿件储备量大、发表时滞长的问题,认为应着眼于从源头上加以控制,建议通过严格审稿解决这一问题。提出在科学共同体的关系脉络中"宁选竞争对手,勿择合作伙伴"的审稿专家遴选方法,并论述了该方法的必要性、可行性、具体做法、应用实例及制度保障。

根据<武汉理工大学学报-材料科学版>(英文版)的审稿程序及专家审稿过程中存在的问题,提出了提高审稿费,加大刊物宣传力度,多渠道选择审稿人并对他们进行动态调整,利用现代化通信工具送审,必要时请作者推荐相关审稿人等措施来解决这些问题.通过这些方法,编辑能找到合适的审稿人,保证审稿的质量与时效性,为提高刊物的学术质量打下了坚实基础.

Collection management in Australian academic libraries: An American perspective

This paper discusses collection management in Australian academic libraries. The author's sabbatical project was interviewing over 30 academic librarians in October/November of 1992 in eight of the largest research university libraries in Australia. These librarians gave their opinions on selection, acquisition, assessment, budget allocation, cooperative arrangements, and resource sharing. This paper also explores the recent changes in the higher education system in Australia and its impact on Australian universities and libraries, as well as the part Australia's distance from suppliers plays in procurement of materials.
