科技期刊做好外审工作的思考

外审是科技期刊编辑工作的关键环节,外审的速度和质量直接影响着稿件的发表周期和期刊的学术质量。为解决在外审过程中由于各种原因导致的外审效率低的问题,本文结合编辑部的工作实际,谈了几点关于外审的经验体会。建议科技期刊编辑部应从充分利用多渠道多手段选择审稿人,把握选择审稿人的尺度,给审稿人适度地分配工作,对他们的审稿工作给予充分认可和尊重,并进行量化评价等方面完善审稿工作,以期为期刊的快速发展做好保障工作。     

The ethics of scholarly peer review: a review of the literature

This review summarizes the literature of a subset of the published research and commentary on peer review – the ethics of peer review. It attempts to track the various ethical issues that arise among the key participants in peer‐review systems: authors, editors, referees, and readers. These issues include: bias, courtesy, conflict of interest, redundant publication, honesty, transparency, and training. It concludes that debates over such issues as open vs. blind reviews continue unresolved but that new technologies offer some prospects for resolving old issues while they also may create new challenges.     

审稿质量评价的指标体系

为了进一步摸索审稿工作的规律,建立了一套审稿质量评价指标体系,以便跟踪审稿情况,从而及时调整审稿工作,保证和提高期刊的审稿质量.利用这一体系对<湘潭大学学报>2002-2003年所刊载的234篇论文的审稿质量进行了评价,结果表明:所建立的审稿质量评价指标和权重基本合理、可行,能客观、全面地反映审稿专家的审稿质量;同时,能增强审稿人的责任意识,减少审稿失误.     

Author's version vs. publisher's version: an analysis of the copy‐editing function

This report describes an informal study carried out by Blackwell Publishing to assess whether the copy‐editing and proof‐correction process alone results in a significant difference between the author's version and the publisher's version of an article accepted for publication. One hundred and eighty‐nine articles were reviewed from 23 journals. The results indicate that a substantial number of changes are made. It is suggested that copy‐editing has an equal role to play in both the printed and online environments, and that in the latter it contributes substantially to the accuracy of the electronic version. Copy‐editing is therefore an important function within the publisher's overall responsibility towards the integrity of the article of record.     

一种科技论文同行评议新模式的探讨

为使科技论文同行评议的结论更加公平准确,文章对目前各种科技论文同行评议方法进行了分析和探讨,指出了它们存在的缺点和不足,并在此基础上提出了一种科技论文同行评议的新模式。这种同行评议新模式相比传统同行评议模式有结论准确、专业对口、程序公平、有效缩短审稿时滞等优点,但同时也存在专家评议稿件数量增多、评议成本增加等问题,需要编辑通过遴选合适审稿专家、增加与审稿专家的联系与沟通等方法来解决。     

In‐house peer supported literature search training: a public health perspective

Public Health England plays a vital role in ensuring the health of the nation. The Knowledge and Library Service (KLS) is a key part of the organisation's evidence supply chain. KLS staff handle over 200 requests for literature searches per annum, and this number is increasing exponentially year on year. Searches are often complex and require specialist public health knowledge to complete effectively. Library staff who are new to the area of public health require support and training. In this article, Anh Tran, Knowledge and Evidence Specialist for Public Health England, discusses a peer supported literature search training course that has been developed in‐house for the benefit of new library staff, and to increase the Knowledge and Library Service's literature searching capacity at Public Health England. Virtual and non‐virtual realities: the changing roles of libraries and librarians

What is the future for libraries and their librarians? In trying to give an answer to this pressing question we do not deal with utopian libraries of the next century, but with the library and the librarian of the next decade. The emphasis is on libraries within educational and research institutions, especially university libraries. We examine the changes confronting the library of the future and identify four key aspects of the library of the future. It will be (i) a gateway to information, whatever format this information comes in and wherever it is located; (ii) an expertise centre; (iii) a physical entity, not only in the sense of being a social meeting place and place of scholarly interaction, but also as a place where students and other users are provided with modern study facilities and adequate user support; and (iv) a collection centre of printed material. Such libraries can only take on an appropriate shape and will only survive if the institutions that librarians serve in meet the four criteria outlined above. We look at the demands that will be made on professional library knowledge and skills and the new job responsibilities and job attitudes required.     

BioOne: building a sustainable alternative publishing model for non‐profit publishers

An account is given of the difficulties caused to smaller learned publishers and to the academic library system in the move to electronic delivery of results of scientific and medical research. BioOne, a co‐operative venture of such publishers and libraries, is then described with an account of its progress to date.

当前,学科交叉融合已成为必然趋势,科研成果的跨学科性也更加明显。科技期刊作为科研成果的主要载体,将收到越来越多具有跨学科性的稿件,这些稿件也给科技期刊同行评议带来新的挑战和机遇。本文讨论了学科交叉融合对同行评议质量、过程及模式的影响,提出科技期刊应开展期刊发展战略研判、提高编辑素质和能力、探索审稿人遴选方法、建立跨学科评议标准,呵护和孕育跨学科研究,并从中抓住机遇,进一步提高期刊的质量和影响力。
