Information system (IS) project failures are so common as to be almost expected by planners. There is an expanding literature on IS project failures including both theory and case studies. This literature, however, is largely derived from private sector IS failures, despite the fact that the likelihood of failure appears higher in the public sector. This article seeks to fill the public sector case study void. It details the failure and abandonment of a large New Zealand public hospital IS development. The case corroborates findings from the private sector literature, namely that ill-planned and managed, large and multifaceted projects are more likely to fail and that contextual issues are highly influential. It also shows how much more complex project commissioning and development is in situations of public governance where political and organizational elements come to the fore. Finally, the article offers lessons for public sector IS planners.  相似文献

Electronic services provided by governmental organizations, here referred to as public e-services, are frequently discussed in the e-government literature. There is, however, little consensus on the meaning of the concepts used to describe and discuss these e-services, and hence, the literature is full of synonymous terms and concepts. This paper is conceptual and presents efforts to understand e-services in the public sector domain by unpacking the public e-service concept into three dimensions; as being (1) a service, (2) electronic, and (3) public (as contrasted to being private). Based on a hermeneutic analysis, these dimensions are discussed in a number of combinations, illustrating that a multi-dimensional take on public e-services must be adopted in order to capture the complexity of governmentally supplied e-services and contribute to theory development, as well as practical utility.  相似文献

The purpose of this paper is to offer a critical discussion of information system adoption in the public sector (often referred to as e-government) and to contribute to the debate by offering a public value perspective. The paper points to the public value paradigm as an alternative approach to studying ICT-enabled public sector reforms. This paradigm, we argue, proposes an alternative way of framing the nature of the problems faced when ICT enabled public sector reforms are initiated and studied. The public value perspective proposes a new and richer context in which to study and research these phenomena. It also calls for the redefinition of the ways we assess e-government in the context of public sector reforms. It is therefore seen as vital to evaluate the socio-political impact of ICT adoption in the public sector.  相似文献

One of the most important transactions between government and citizens is taxation. The modernization efforts of the public sector using information and communication technology (ΙCT) have led to the application of large information systems. TAXIS (TAX Information System) is a major information system in the Greek public financial sector. It supports the Inland Revenue Services' employees to serve the citizens and the state. This study investigated the TAXIS usage and its evaluation by the tax office employees. An appropriate questionnaire was developed and distributed to tax office employees in three branches. The analysis of one hundred responses revealed useful results for governmental policy makers, tax officials as well as public information system developers. Most responders were pleased with TAXIS' characteristics except of the handbooks' effectiveness and the system's speed. Gender differences were located in their daily usage, problems' awareness, feelings and considerations about the security of TAXIS.  相似文献

Official publications are aimed towards editing and spreading the messages created by governments and other bodies of the public domain. At the beginning, the aim of this activity is twofold: on the one hand, fulfilling the principle of publicity of the norms, as it constitutes a basis for the efficiency of those, and, on the other hand, fulfilling a general function of information about the activities of public authorities. As the action of government generalises, this function of communication between those governing and those governed has extended to other fields of activity, thus, free and pay materials, both printed and electronic, are published.  相似文献

To determine how critical data assets are conceptualized and managed in the public sector, we conducted a large-scale empirical study at 15 government agencies. We use the Data Management Maturity (DMM) reference model framework to conduct a systematic multi-level analysis (inter-agency, intra-agency, and cross-case analysis). To aid the comparative assessment of multiple independent agencies, we propose and test the DMM Index. The study not only examines the maturity of data management practices in government agencies, but also provides guidance on how an enterprise-wide, systematic assessment may be conducted. The approach presented in the paper can be replicated at other large government entities and private conglomerates. Public and private sector agencies may apply the approach to develop custom roadmaps for data management improvements that align with the organization's business goals.  相似文献

Electronic government has been defined as the use of information and communication technologies in government settings. However, it is neither a homogeneous nor a static phenomenon. Recent empirical studies have identified two important dynamics in e-government evolution. First, e-government in general has evolved from its initial presence on the Internet to more transactional and integrated applications. Second, at the aggregate level and as a general trend, national governments have started adding technological and organizational sophistication and state and local governments have followed. Based on the study of systems of rules, this paper argues that these two dynamics in the evolution of e-government are, at least in part, the result of pressures from public managers attempting to solve problems and from citizens, businesses, and other stakeholders, attempting to control the actions of public managers. Both forces, related to performance and accountability, respectively, have promoted change in the systems of rules governing the design, implementation, and use of e-government initiatives. Specifically, they have generated a cycle that continually increases technological and organizational sophistication in e-government initiatives and have also promoted the episodic and evolving adoption of similar features across levels of government. These two related evolutionary dynamics and the characterization of e-government as systems of rules and standards have some important policy implications, which are briefly discussed at the end of the paper.  相似文献

With the advancement of disruptive new technologies, there has been a considerable focus on personalisation as an important component in nurturing users' engagement. In the context of smart cities, Internet of Things (IoT) offer a unique opportunity to help empower citizens and improve societies' engagement with their governments at both micro and macro levels. This study aims to examine the role of perceived value of IoT in improving citizens' engagement with public services. A survey of 313 citizens in the UK, engaging in various public services, enabled through IoT, found that the perceived value of IoT is strongly influenced by empowerment, perceived usefulness and privacy related issues resulting in significantly affecting their continuous use intentions. The study offers valuable insights into the importance of perceived value of IoT-enabled services, while at the same time, providing an intersectional perspective of UK citizens towards the use of disruptive new technologies in the public sector.  相似文献

This study examines the e-government implementation of eXtensible Business Reporting Language (XBRL) to increase accountability and transparency in business and financial information. The business and financial information gathered in XBRL format is machine-readable and interoperable, thereby improving the ease of public dissemination and analysis. This study focuses on identifying and examining the determinants of successful XBRL implementation and draws from several bodies of literature: e-government, institutionalism, collaborative public management, regulatory compliance, and management information systems to identify determinants of successful implementation. This study selects four diverse implementations: the Netherlands, Australia, the United States, and Singapore. Empirical analysis follows a comparative case study method. The findings of this exploratory study underscore the importance of program goals and strategic alignment in achieving information transparency and efficiency, the advantage of strategies correlating to institutional setting, the critical need to provide incentives for adoption, and the usefulness of incremental implementation. The managerial and theoretical implications of these findings as well as future research opportunities are explored.  相似文献

This study explores the potential of crowdfunding as a tool for achieving “citizen co-funding” of public projects. Focusing on philanthropic crowdfunding, we examine whether collaborative projects between public and private organizations are more successful in fundraising than projects initiated solely by private organizations. We argue that government involvement in crowdfunding provides some type of accreditation or certification that attests to a project's aim to achieve public rather than private goals, thereby mitigating information asymmetry and improving mutual trust between creators (i.e., private sector organizations) and funders (i.e., crowd). To support this argument, we show that crowdfunding projects with government involvement achieved a greater success rate and attracted a greater amount of funding than comparable projects without government involvement. This evidence shows that governments may take advantage of crowdfunding to “co-fund” public projects with the citizenry for addressing the complex challenges that we face in the twenty-first century.  相似文献

Facilitated by electronic government, public agencies are looking for transformational change by making a radical improvement. At first glance, this development is similar to the business process re-engineering (BPR) movement in the private sector. While policy makers and practitioners in the public sector have branded their recent improvements as BPR, the academic and research community have thus far eluded from making any comparisons. This has left a vacuum in terms of understanding the complexity of the challenges facing e-Government re-engineering and resultant change in public agencies. The aim of this paper is to translate the BPR movement findings to the field of e-Government induced change in the public sector. BPR characteristics and challenges are derived using normative literature and compared with two cases of public sector transformation in the UK and Netherlands. The results of these cases show that e-Government-induced change requires a plan for a radical improvement which, in contrast to BPR, is obtained by incremental steps and has a high level of participation. The findings offer policy makers valuable insights into the complexities and possible strategies that may need to be followed in order to succeed in e-Government implementation.  相似文献

This study presents a first look at the diffusion of electronic campaign finance laws, or e-disclosure policies, across the 50 states. Fifty state data and multivariate regression analysis test the influence of state professional networks and interest groups on the extent of e-disclosure implementation across the states. Findings demonstrate that certian types of interest groups are influential in expanding or retarding the growth of e-disclosure policies when controlling for other factors. Findings also demonstrate that greater levels of legislative professionalism, education, and state resources support greater levels of implementation of e-disclosure policies. Greater levels of state infrastructure capacity for e-government are also significant predictor of more extensive e-disclosure implementation. Findings have implications for emerging research at the intersection of technology and democracy.  相似文献

Significant public investments in rural broadband internet service authorized by the American Recovery and Reinvestment Act raise new questions regarding the impacts of broadband on rural residents and communities. The results of a natural field experiment involving broadband internet projects funded by the Community Connect program of the Rural Utilities Service are reviewed here to provide a context for future evaluations of the effects of broadband infrastructure deployment and efforts to stimulate sustainable broadband use in rural areas. Based on pre-post surveys conducted in four communities in 2005 and 2008, the implementation of broadband infrastructure grants increased broadband adoption, although penetration also increased where a grant was awarded but later terminated. Public education efforts in a community participating in the ConnectKentucky initiative had an incremental effect on broadband adoption by positively affecting residents' perceptions of broadband service. Impacts on individual economic development activities and community satisfaction were not found. Implications for rural broadband initiatives and future evaluations of their effects are drawn.  相似文献

Governments aim to mitigate natural hazards' impacts through a disaster early warning system. Drawing on citizen co-production theory and resilient information infrastructures framework, we empirically examined government use of Twitter Tsunami Early Warning Civic Network and citizens' roles in co-providing timely and actionable information. The Indonesian government issued its tsunami early warning Tweet, which was “re-tweeted” without delay by its followers to their own followers to warn tsunami hazards during the 2012 earthquake. Within 15 min it reached over 4 million Twitter users. Based on our case study and social network analysis of Twitter information flows and exchanges within the network, we found that the speed and enormous reach of the government's Twitter tsunami early warnings would be significantly less without citizens' direct participation in re-tweeting, hence influencing greater control of the network. We present evidence for net-savvy citizens' co-production effects on increased government efficiency in providing time-critical public information services.  相似文献

The nascent adoption of Artificial Intelligence (AI) in the public sector is being assessed in contradictory ways. But while there is increasing speculation about both its dangers and its benefits, there is very little empirical research to substantiate them. This study aims at mapping the challenges in the adoption of AI in the public sector as perceived by key stakeholders. Drawing on the theoretical lens of framing, we analyse a case of adoption of the AI system IBM Watson in public healthcare in China, to map how three groups of stakeholders (government policy-makers, hospital managers/doctors, and Information Technology (IT) firm managers) perceive the challenges of AI adoption in the public sector. Findings show that different stakeholders have diverse, and sometimes contradictory, framings of the challenges. We contribute to research by providing an empirical basis to claims of AI challenges in the public sector, and to practice by providing four sets of guidelines for the governance of AI adoption in the public sector.  相似文献
