Public information provision about policy intentions: The Dutch and Belgian experience

This paper examines the manner in which governments should inform their citizens about policy not yet adopted by the competent authority (i.e., the legislature). This is an important but often neglected issue in theory and in practice. This paper focuses on the opportunities and dangers of the public information provisions about policy intentions and presents the relevant laws, principles, and practices in the Netherlands and Belgium. Based on a case study, the paper aims to illustrate the importance of complete, timely, and factual public information provisions in the formulation stage of policymaking. Some directions for further inquiry are suggested and some lessons from the Dutch and Belgian experience are presented. The information gathered is derived from literature, from government information regulations and guidelines, from analyses of government data reports, and from a survey.     

关于作者对科技期刊中作者信息刊载意愿的调查

采用《科技期刊中作者信息刊载意愿调查表》,对81名作者进行调查。结果表明,作者对论文中刊载电话和照片表现出非常强烈的排斥心理,其次为网址和籍贯。其原因主要是担心个人隐私暴露及他人利用这些信息进行商业活动甚至诈骗。认为应在广泛征求意见的基础上尽快形成统一规范的作者信息著录标准,著录合适的作者信息,既利于保护作者隐私,又便于相互交流。     

国外人事档案管理的特点及启示

人事档案管理是为现代社会人力资源管理和利用创造条件、提供相关人事数据和信息支持的重要活动.当前随着全球信息化进程的加快,特别是在我国加入WTO之后,与国外的信息沟通变得十分必要.因此,了解世界各国,特别是发达国家人事档案管理的做法并借鉴其中有益的经验,对改革和完善我国现有的人事档案管理具有重要意义.     

High school students' knowledge and beliefs about television advisory warnings

Advisory warnings were adopted by network television stations in the fall of 1993 to inform viewers of violent or sexual programming. To assess the impact of the advisories, independent samples of high school students were surveyed in the fall of 1993 (n = 1,854) and in the fall of 1994 (n = 1,489). Most students reported having seen a warning before programs with violent or sexual content. Furthermore, students were more aware of the advisories and had more accurate recall of the violence advisory over time. Although students’ knowledge of the advisories improved over time, their advisory‐related beliefs and the amount of violence they watched on television remained unchanged.

Library and information science research in China

Abstract

This study is to quantitatively analyze the research activity in the area of Chinese Library and Information Science (LIS) from 1975 to 2004 based on Social Sciences Citation Index (SSCI). Results show that there are increases in both the number of papers and the quality of publishing channels. It was higher than the world average for Chinese research effort in LIS area. About 79% of the total LIS papers in China were from universities. The web of science (WOS) journals are representative for the Chinese LIS publications in general. The quantity and quality of papers from Hong Kong were higher than that from Mainland China. About half of the papers from China were completed through either international or domestical collaborations. The major collaborators were from Europe and North America and the higher quality of collaborations were from Oceania and North America.

Medical information provision in Seychelles: development,current state and future focus

Medical information in Seychelles is provided by a library and documentation unit within the Ministry of Health. This unit has been in operation for 10 years and during this time has expanded in the number and type of services provided. This short report describes the current situation at the library and the vision for the next 10 years.     

Library and information science literature: Research results

This paper reports the findings of a study on library fundraising in Pakistan. The review of literature revealed that no formal survey on this topic was carried out before. However, general library literature in the country mentioned the examples of donations and gifts received in libraries. An opinion survey of selected experts in the field of library and information science from various cities was conducted. Their interviews were also audio-recorded. The library leaders showed their opinions on the importance of various fundraising activities. A SWOT analysis (strengths, weaknesses, opportunities and threats) of Pakistani libraries was also conducted. The respondents also expressed their opinions about which institution/group should start the process of library fundraising. According to respondents “there is a potential for library fundraising” in Pakistani society. The paper stresses that Pakistani librarians should be made aware of the importance and methods of seeking private money to improve their services.     

Library and information services in the pacific islands

Abstract

The article deals with changes in the reading habits of Estonians in recent years. It includes overviews of studies conducted since the 1960’s and discusses the impact of the printed word on Estonian national culture. Factors influencing this impact include the Lutheran cultural heritage and the Estonians' ethnic homogeneity. The article’s main emphasis is on changes since the transition to the market economy. Under the impact of mass media, reading has become more casual and less frequent. The number of traditionally large Estonian home libraries is diminishing, giving to public libraries a more significant role in the delivery of printed materials.
