Issues management in strategic planning

The concept of issues management is gaining the increasing attention of both researchers and practitioners in the field of strategic planning. Issues management—which is concerned with the identification, analysis, probability, and timing of a developing issue and with the organizational response—can spell the difference between the success and the failure of the planning effort. This paper delineates the attempt of a major public university to integrate issues management into the institutional strategic planning process. The intent is to make issues management an ongoing and systematic organizational exercise.Paper presented at the Twenty-fifth Annual Forum of the Association for Institutional Research, Portland, April 28–May 1, 1985.     

Understanding and predicting the yield in the MBA admissions process

This paper examines the factors influencing theyield — the proportion of accepted applicants that confirm their intention to attend — in the admissions process for the MBA program of the school of management at a large metropolitan university. A stochastic model of a student's MBA program choice decision is presented. Using the resulting logistic probability model, the authors examine the impact of student traits (both aptitude-related and non-aptitude-related) and program characteristics, known to admissions officials, on the probability of confirmation. The results of the analysis provide a basis for measuring the dimensions of the market for educational services this MBA program provides, suggest a strategic response to this market, and offer a way to measure the profitability of various strategic response options. In particular, the results demonstrate that financial aid awards can increase dramatically the probability of confirmation and that confirmation probabilities are affected significantly by non-aptitude-related student characteristics.     

战略管理能力:大学扩大与履行办学自主权的基础——兼论大学战略管理能力的提升路径

扩大与落实大学办学自主权必须以大学能够有效保障国计民生的核心利益为前提,必须以大学能够有效履行办学自主权为基础。扩大与落实大学办学自主权从来都不是一个简单的政府放权问题,而是以大学战略管理能力不断提升为前提的政府放权与大学有效履行权力之间双向互动、互促共进的动态过程。没有大学战略管理能力的提升,政府简单放权会造成新的"一放就乱、一收就死"的问题。借鉴美国的成功经验,结合我国的实际情况,加强大学战略管理能力建设,应做好完善大学内外部治理结构、重视大学校长选拔和加强院校研究等工作。

将战略管理思想引入学校管理,能使学校站在战略发展和战略规划的高度来对学校管理运筹帷幄,从而实现学校管理目标的高效率化。从分析战略管理思想的内涵,学校战略管理的特征、方式,来研究战略管理思想在学校管理中的具体运用,特别是怎样运用SWORT分析方法进行学校战略管理与规划,具有重要而现实的意义。     

Identifying distinctive groups in a college applicant pool

In a time when most post-secondary educational institutions must distribute limited resources more efficiently, segmentation analysis affords a way to direct planning to yield strategic benefits. The Automatic Interaction Detector is recommended to the institutional research community as an analytical tool for effectively identifying distinctive subgroups within an educational market. In this application, AID is used to segment the Boston College applicant pool according to subgroups' relative probabilities of enrolling. The findings illustrate that AID can make a useful contribution to market research and that the technique has broader applicability—to other student groups and to other educational policy questions.An earlier version of this paper was presented at the Twenty-First Annual Forum of the Association for Institutional Research, Minneapolis, May 1981.     

中国教学型大学战略管理理论体系的构建

教学型大学战略管理是指教学型大学为谋求可持续发展、实现培养高素质技能型人才和高级研究型后备人才的目标,在对学校内部条件和外部环境进行系统分析的基础上,由管理者与被管理者共同制定学校战略管理目标,拟定、优选战略管理方案,并组织战略执行和控制的动态过程。研究教学型大学战略管理,构建教学型大学战略管理理论体系,就是在界定教学型大学战略管理概念的基础上,分析影响教学型大学战略管理的内外环境因素,探讨教学型大学战略管理的基本过程,进而构建教学型大学战略管理的基本理论框架。     

我国战略成本管理的现状及改进措施

文章在论述了战略成本管理产生的必然性及实施过程的基础上,对它在现代企业中的应用进行了探讨,提出我国企业在实际应用战略成本管理过程中存在的问题,并给出相应的策略以解决有关问题。     

基于组织战略的薪酬体系设计

建立在人力资源战略基础之上的薪酬战略确立以后,需要通过进一步的薪酬系统设计来使薪酬战略得以落实,即将薪酬战略转化为具体的薪酬制度、技术和薪酬管理流程,从而完成战略性薪酬体系的设计。通过战略性薪酬体系,企业就可以有效地引导和改变员工的态度和行为方式,并使其与组织的战略相配合。

地方大学转型期的显著特点是经费紧张却急剧扩张。文章认为战略变革管理是地方大学实现跨越式发展必须重视的一个重要方面,强调地方大学战略变革管理的重要性;认为地方大学应强调战略思维、注重战略管理、灵活制定适应战略变化的战略规划、强调战略变革管理的有效执行。通过研究广东外语外贸大学的战略变革管理,发现该大学战略变革中既有优势也有薄弱环节,既有难得的机遇也面临严峻的挑战;总体上,该大学的战略变革管理是卓有成效的。建议战略变革管理中应注重学校文化的革新从而确保大学的可持续发展。     

发挥人力资源管理的积极作用 促进企业实现战略管理目标

战略管理是组织制定战略目标并付诸实施的过程,它包括战略制定、战略实施和战略评价三个阶段,其中战略实施阶段是中心环节。人力资源管理因其在企业管理中承担的任务,在战略实施阶段扮演着重要的角色,如果能够引入科学的方法将其积极的作用充分发挥出来,将可以促进企业战略目标的实现。     

The computer as a tutor — can it adapt to the individual learner?

Educational literature indicates that computers have not yet completely fulfilled the promise for systematic individualization of instruction. We offer here a partial explanation for this, based on observations of elementary-school children doing computer-managed drill and practice in arithmetic in four different CAI systems. A general model for adaptation of instruction to the learner, using computerized management of practice, is presented. Our data show that the key elements of this process — the software-based students' evaluations and the subsequent decisions — are sometimes inaccurate or even totally wrong and result in presentation of inappropriate material or feedback to the learner. We suggest the incorporation of human teachers into the evaluation and decision-making process.This paper was presented at the annual meeting of the American Educational Research Association, Boston, April, 1990.     

中国高校战略成本管理:一个亟待开拓的新领域

战略成本管理是近十年来现代企业管理中刚刚兴起的一种成本管理理论。高校战略成本是指高校组织为了增强或保持办学的竞争优势地位,在学校战略的选择、制定、实施、控制以及评价过程中所发生的有形教育资源或无形教育资源的总和,其内容涵盖很广,几乎全部表现在高校组织价值链的整体成本结构上,是相对高校战术成本或日常教育成本而言的。高校战略成本管理超越了一般的高校教育成本管理和一般的高校战略管理,它是一种新的管理模式,是在一个较长的战略期内对战略成本进行动态管理,也是通过高校年度日常教育成本来实现的,高校年度日常教育成本又是高校战略成本的细化和基础。高校战略成本管理的核心是解决高校发展战略与成本投入不匹配的矛盾及问题,增强高校办学实力和竞争优势。目前,在深化教育领域综合改革,加快推进教育治理体系与治理能力现代化过程中,高校管理急需制度创新、方法创新、观念创新,将企业战略成本管理理论与方法引入高校组织,构建中国高校战略成本管理体系,实施战略成本管理有利于高校的持续健康发展和竞争优势的提升。中国高校战略成本管理的基本方法途径主要包括高校战略成本分析(高校价值链分析、高校战略定位分析、高校战略成本动因分析)、高校成本管理战略的实施、高校战略成本管理的绩效评价、高校战略成本管理保障对策等四个方面。

高校战略管理是对高校改革和发展立足全面面向未来的前瞻性管理,是对高校一切活动实行的全面性管理和一系列决策与行动的应变性管理。为有效推动我国高校战略管理,激发高校战略管理的积极性,文章在阐明高校战略管理动因内涵基础上,剖析了高校战略管理由外在动因向内在动因转化的机理,提出了政府应给高校充分自主权的基础上对高校进行战略性指导,高校应建立相应的战略管理机构,完善战略管理的规章制度等增强高校战略管理内在动因的措施。     

Individual differences in study processes and the Quality of Learning Outcomes

This paper is concerned with the relationship between students' study processes and the structural complexity of their learning. Study processes are conceived in terms of three independent dimensions — utilising, internalising and achieving — each of which has a cognitive (strategic) and an affective (motivational) component; these are assessed by the Study Process Questionnaire (SPQ). Learning quality is expressed in terms of the complexity of the Structure of the Observed Learning Outcome by applying the SOLO Taxonomy described below. A preliminary study involving 60 undergraduates' responses to education research abstracts is described, in which SOLO levels and short and long term retention of factual material are related to their study processes.

Managing mergers — governancing institutional integration

Despite striking similarities, the adoption and implementation of policy shifts regarding higher education governance vary considerably across the globe, suggesting a mixed picture of diversification and isomorphism both within and across national higher education systems. By unpacking one particular structural reform process, this paper focuses on mergers as both a governance tool and a governance result in higher education. The paper analyzes the strategic decisions taken by Norwegian higher education institutions during 2014 in the light of a proposed national reform to merge institutions in order to enhance quality in higher education. The empirical basis of the paper consists of analyses of the commissioned self-evaluations of the higher education institutions, and the strategic choices and dilemmas they expressed. The process can be seen as organizational engineering in the sense that it emerges from the self-evaluation process, but is also subject to governancing on the part of the ministry.

银行业战略联盟风险及其防范

战略联盟使银行之间的竞争关系由对抗性的竞争转向非对抗性的竞争,它给银行业带来了资源互补、竞争优势和较大的利润空间,但也存在一个不容忽视的问题,即联盟的失败率一直居高不下,其主要原因是因为战略联盟存在诸多风险。文章首先从关系风险和经营风险的角度对战略联盟的风险进行了系统的分析,然后提出银行业战略联盟在组建和实施过程中对风险加以防范的一系列措施。
